The politics of giving: How Tamil Nadu laid the blueprint for India's free stuff race

New Delhi: It seems that politics in India is in the era of freebies, where every party gives cash or concessions before the elections. Last year, the NDA offered Rs 10,000 to over 75 lakh women in Bihar just before the elections, helping the alliance win a massive majority.Riding on this trend, AIADMK and DMK have also raised their stakes ahead of the upcoming assembly elections. In what the DMK calls the biggest financial assistance given to women in the state’s history, the government last month gave Rs 5,000 to 1.31 crore women under ‘Kalaignar Magalir Urimai Thittam’.

.

Meanwhile, the AIADMK manifesto promises to deposit Rs 2,000 per month directly into the bank accounts of women heads of families under the ‘Kul Vilakku Scheme’ for all ration card holders. The party also promised a “free refrigerator” for every rice ration-card holder if returned to power.Interestingly, this is not the first time that parties have tried to woo voters with pre-poll gifts. Welfare politics in Tamil Nadu dates back to the Dravidian movement, which established the state as an active instrument of social justice.

Tamil Nadu Elections 2026: MK Stalin vs AIADMK – Will victory be the X-factor?

Congress Chief Minister K Kamaraj can be seen as the originator of populist schemes in the state. He also started free school uniform as well as mid-day meal scheme for the students. The scheme – designed to address malnutrition and encourage low-income families to send their children to school – has led to a significant increase in school enrollment and attendance, thereby reducing dropout rates.three pounds of rice for one rupeeIn 1967, CN Annadurai had promised to provide three seers of rice at Re 1 through the state public distribution system (PDS). However the scheme proved costly and difficult for the government to maintain. After winning the elections, Annadurai became the Chief Minister and implemented the scheme in some areas for some time, but later canceled it due to financial burden. However, this move established welfare as a political tool that is still used today.lunch plan experimentAIADMK founder MG Ramachandran became Chief Minister in 1977 and increased welfare measures to improve school participation. The landmark 1982 midday meal scheme, which later expanded, became one of the largest programs globally, leading to significant increases in enrollment among children from poor families.Subsequent governments led by M Karunanidhi and J Jayalalithaa built on this model, adding benefits such as free uniforms, shoes and educational assistance.

.

By the late 1980s and 1990s, welfare schemes also included consumer goods, reaching a turning point in 2006 when the DMK promised free color TVs, Rs 2 per kg rice, cooking gas connections, free electricity and loan waivers for farmers and weavers. The TV scheme alone cost about Rs 3,600 crore and reached about 45 lakh homes.Jayalalitha’s Amma Canteen SchemeIn 2011, the promises turned into a bidding war. DMK offered mixer or grinder, AIADMK promised both; When free laptops were offered to college students, Jayalalitha extended it to high school students as well. Additional offerings included uniforms, shoes, 20 kg of free rice per month and free cable TV.After returning to power, Jayalalitha further expanded welfare, distributing mixers, grinders, fans, laptops, textbooks, goats and cows, gold for mangalsutras, subsidized scooters and free electricity up to a specified limit to rural families.Jayalalitha’s government also launched the Amma Canteen Scheme in 2013. These canteens were designed to provide nutritious, hygienic food to the urban poor, daily wage laborers and students at deeply subsidized prices. Despite political changes in the state, canteens have continued to operate on a large scale due to their immense popularity and the essential service they provide to the working class.By 2016, the DMK promised Rs 7 per liter milk, while the AIADMK promised farm loan waiver, 100 units of free electricity, two-wheeler subsidy for women and gold for would-be brides.Development of social service schemesNow, social justice schemes seem to be shifting towards cash transfers and universal benefits. DMK’s free bus travel for women, launched in 2021, saw 4-5 crore trips monthly, improving mobility for low-income women. The AIADMK has now proposed to extend such benefits to men as well and give Rs 2,000 per month to female household heads. However, the fiscal question cannot be ignored. Tamil Nadu is not a poor state, but it cannot do fiscal magic. The state has long touted borrowing as productive and linked to development – an argument that can more easily support schemes like subsidized breakfast and bus travel than promises like a refrigerator for every ration-card holder.Such plans have substantial fiscal implications. Reportedly, monthly cash transfers alone could cost around Rs 36,000 crore annually, while Tamil Nadu’s total welfare expenditure is already between Rs 45,000-50,000 crore per year. The state’s outstanding debt is over Rs 8 lakh crore, of which the annual interest payment is around Rs 40,000 crore.Voting for all 234 constituencies in Tamil Nadu will be held in a single phase on April 23, with counting taking place on May 4.

'For a very important Bill': Parliament to reconvene on April 16; what's on the cards

New Delhi: The budget session of Parliament will resume from April 16 to pass a bill to increase the number of Lok Sabha seats from 543 to 816.The government is considering introducing at least two bills, including constitutional amendments, in the current session of Parliament to implement reservation for women in one-third of the seats in the next Lok Sabha elections and subsequent assembly elections. The move promises to change the country’s political landscape and put an official seal of approval on PM Modi’s much-touted agenda of women empowerment as the campaign for the four state assemblies gathers pace. If the government gets its way, the number of seats in the Lok Sabha will increase by 50% to 816 from the current 543, with an increase of 273 seats set aside for women, ensuring that existing political dynamics and outgoing MPs, the majority of whom are men, will not be set loose due to a new size order. According to this, the majority figure will reach 409.According to news agency PTI, both houses will reconvene for two or three days to consider the proposed law.Speaking in the Rajya Sabha on Thursday, Parliamentary Affairs Minister Kiren Rijiju said the House will meet again soon to consider a major legislation.Rijiju said, “We have some bills and important issues and we have shared it with the opposition also. We are going to bring a very important bill in the next two-three weeks.”For the first time in five decades, the strength of the Lok Sabha will increase. There will be no impact on the strength of Rajya Sabha and Legislative Councils in the states. At least two bills will be brought, one on delimitation and the other to amend the Constitution, which will require two-thirds support in both houses.Although the ruling NDA does not have the strength to get the bill passed on its own, the government seems keen to get it passed during the budget session ending on April 4. Failing that, he is open to the idea of calling a short session specifically for the women’s quota.Home Minister Amit Shah is leading the effort to garner support for both the bills and held two meetings on Monday, one with regional parties from the non-NDA block, which includes opposition parties and those separate from any alliance (NDA or India block), and the other with allies of the BJP.

These requests are being examined keeping in mind our own availability and needs,” he said.Jaiswal also gave assurance on the safety of Indians in the area. “”About 10 million Indians live in the GCC countries. They are all safe and we are in constant touch with them. Later, when Kejriwal arrived to address a press conference, he was also absent from the party office.During Kejriwal’s arrest in the liquor policy case ahead of the 2024 Lok Sabha elections, Chadha avoided making any comments, claiming he was recovering from an eye surgery in the UK.Last week when there was speculation that Chadha might join BJP punjab electionsHowever, AAP leader Sanjay Singh did not give much importance to this possibility. “If you are inside a party, inside a family, internal issues are resolved through discussion. If it reaches that point, we will deal with it,” he said.AAP’s new deputy leader in the Rajya Sabha, Ashok Mittal, termed Chadha’s removal as a normal party process and said there was no specific reason behind it.Addressing a press conference, Mittal, Rajya Sabha MP from Punjab, said he had no knowledge of rumors that Chadha might join the BJP. He said Chadha would still be given time to speak in the Rajya Sabha:“Everyone in our party gets time to speak, it is a democratic process. In future, Raghav Chadha will also be given time to speak in the Rajya Sabha.”Mittal stressed that AAP is a democratic party and gives responsibilities to its leaders. He said the party will decide on Chadha’s role in the upcoming Punjab Assembly elections.Meanwhile, Bharatiya Janata Party President Virendra Sachdeva said that the removal of MP Raghav Chadha from the post of Deputy Leader in Rajya Sabha shows the anarchy of Arvind Kejriwal.Sachdeva said that Chadha has not only been removed from the post of Deputy Leader of the Upper House, but AAP has also requested the Rai Sabha Secretariat not to give him time to speak in the House. The Delhi BJP president said, it is clear that Chadha is paying the price for distancing himself from the anarchic and corrupt leadership of AAP convener Kejriwal. He said first AAP’s Rajya Sabha MP Swati Maliwal and now his party member and MP Raghav Chadha are apparently facing misbehavior from a “weak” Kejriwal who has no courage to face political opposition, be it from within the party or from rival parties.Raghav Chadha, Rajya Sabha MP from Punjab, has been associated with AAP since the beginning. He started his career working with Arvind Kejriwal on the Delhi Lokpal Bill in 2012 and rapidly rose within the party, becoming the national spokesperson and later the youngest Treasurer after AAP’s victory in the 2015 Delhi Assembly elections. He contested the 2019 Lok Sabha elections from South Delhi but lost to Ramesh Bidhuri before winning from Rajendra Nagar in the 2020 Delhi Assembly elections. Chadha later served as the Deputy Chairman of Delhi Jal Board. In 2022, at the age of 33, he became the youngest Rajya Sabha MP and played a key role in AAP’s parliamentary and organizational affairs along with leaders like Manish Sisodia and Bhagwant Mann.In 2023, AAP named him as its leader in Rajya Sabha, replacing Sanjay Singh. 'Bengal welcomes tourists with open arms': TMC taunts Amit Shah over fish, meat menu ahead of 15-day visit

New Delhi: Days after West Bengal Chief Minister Mamata Banerjee said the Bharatiya Janata Party would ban Bengali food habits, including fish and meat, if voted to power, the Trinamool Congress on Thursday stepped up its attack against Union Home Minister Amit Shah ahead of his 15-day visit to the poll-bound state. In a social media post on Twitter, TMC said Bengal welcomes tourists with open arms and recommended non-vegetarian dishes of West Bengal for them to try.

Shah urged voters before the elections to “go to Mamata’s house and defeat her.”

“Amit Shah has announced his decision to spend 15 days in Bengal. Nice. Bengal welcomes tourists with open arms. Stay as long as you want. And don’t miss out on some of our best cuisine,” the party said.“We highly recommend: Muri Ghonto, Pabda Macher Jhal, Ilish Bhapa, Chingri Malai Curry, Bhetki Paturi, Kosha Mangsho. Have a nice rest!” it added. This is in line with TMC’s campaign pitch, which presents the BJP as out of touch with the cultural traditions of Bengal. The controversy started when senior TMC leaders, including Mamata Banerjee, criticized it as a BJP-backed move against non-vegetarian food habits. The comment was linked to the Bihar government’s recent order regulating open sale of meat.Addressing a rally, Banerjee had said, “I have received a report about the Deputy Chief Minister of Bihar saying that fish and meat cannot be sold in the open market. This is anti-people and condemnable. Can everyone sell meat and fish in shopping malls? What will happen to the majority of people selling fish and meat on the road? What about their livelihood? Such politics is condemnable.”“If BJP comes to power, they will ban meat and fish in Bengal. I saw the Deputy CM of Bihar saying that fish and meat cannot be sold in the open market. Only those who have a license can sell meat indoors. So will everyone sell meat and fish in shopping malls? Only a few people have the economic power to do so. Most of the fish vendors sell fresh fish on the streets here. This is how they earn their bread. I condemn this politics,” she further alleged.Meanwhile, West Bengal BJP president Samik Bhattacharya said people in Bengal are free to eat food of their choice and clarified that the party only opposes the open sale of beef.Responding to the allegations, Bhattacharya said, “People in Bengal will eat whatever they want. Bengal will have its own fish and meat,” rejecting TMC’s claims of a proposed ban on open sale of fish and meat in the neighboring state.Elaborating on the Bihar directive, he said the BJP has not proposed any kind of blanket ban. “They can never say such a thing. Why should they say that? No one will accept it. TMC is twisting the comments,” he said.Elections for 294 seats in West Bengal will be held in two phases – April 23 (152 constituencies) and April 29 (142) – with results to be declared on May 4, in what is expected to be a tough fight between TMC and BJP.
