To woo women voters in Assam, the BJP and Congress have competed in cash-transfers. In Assam, the BJP resolution paper promised to increase the monthly direct bank transfer to Rs 3,000 under the Orunodoi scheme for women and target 40 lakh “Lakhpati Baido”, a major initiative to empower women economically. Congress in its manifesto for Assam has promised unconditional bank transfer of a specified amount to the account of every woman and Rs 50,000 for women entrepreneurs. At the national level, the Narendra Modi government has already moved towards implementing women quota in legislatures from the 2029 general elections. While the overall voting percentage in Assam and Puducherry touched an all-time high (85.9% and 89.9% respectively), male voter turnout in these two states was also the highest ever. However, the male turnout of 75.2% in Kerala was significantly lower than the all-time high of 80.5% recorded in the 1987 assembly elections in the state. Widespread participation of women voters in these States/UTs is not a new phenomenon. In Puducherry, participation of women has been higher than that of men in 18 of the total 30 Lok Sabha and Assembly elections held since 1964. In Kerala, women’s participation has been high in nine of the 34 parliamentary/assembly elections held in the state since 1957. For the first time in Assam, women voting had overtaken men during the 2016 assembly elections. Since then, women voters have shown better participation than their male counterparts, except in the 2019 Lok Sabha elections, when female and male turnout was exactly equal. This means that four out of 33 Lok Sabha/Assembly elections in the north-eastern state saw higher female voting percentage.
