संग्रामपुर में ग्राम चौपाल कार्यक्रम बनकर रह गया औपचारिकता, अधिकारियों की अनुपस्थिति से ग्रामीण परेशान

अमेठी जिले के संग्रामपुर विकासखंड में ग्राम चौपाल कार्यक्रम को लेकर लापरवाही सामने आई है। सरकारी योजना के तहत प्रत्येक शुक्रवार को दो पंचायत भवनों में ग्राम चौपाल का आयोजन किया जाता है, ताकि ग्रामीणों की समस्याओं को सुना जा सके और समाधान किया जा सके. लेकिन यहां अधिकारियों की अनुपस्थिति के कारण यह कार्यक्रम महज औपचारिकता बनकर रह गया है. शुक्रवार को पुन्नापुर और धौरहरा पंचायत भवन पर चौपाल का आयोजन किया गया, लेकिन कोई भी जिम्मेदार अधिकारी मौके पर नहीं पहुंचा।

चौपाल की जिम्मेदारी पंचायत सहायकों को सौंपी गई
इस दौरान ग्राम चौपाल की अध्यक्षता पंचायत सहायकों को करायी गयी. जबकि इस कार्यक्रम में प्रखंड स्तरीय पदाधिकारियों की उपस्थिति आवश्यक है, ताकि समस्याओं का त्वरित समाधान किया जा सके. अधिकारी नहीं होने के कारण सारी जिम्मेदारी पंचायत सहायकों को उठानी पड़ती है, लेकिन अधिकार सीमित होने के कारण कई समस्याएं जस की तस बनी रहती हैं।

ग्रामीणों को समाधान नहीं मिल रहा है
ग्राम चौपाल का मुख्य उद्देश्य ग्रामीणों की समस्याओं का मौके पर ही समाधान करना और सरकारी योजनाओं की जानकारी प्रदान करना है। लेकिन संग्रामपुर क्षेत्र में यह उद्देश्य पूरा होता नहीं दिख रहा है. अधिकारियों के मौके पर न पहुंचने से ग्रामीणों की समस्या जस की तस बनी रहती है। इससे लोगों में आक्रोश भी बढ़ रहा है.

किसान सम्मान निधि को लेकर महिला ने बताई समस्या
पुन्नापुर पंचायत भवन में धरौली गांव से आयी धर्मा देवी ने बताया कि उन्हें किसान सम्मान निधि की राशि नहीं मिल रही है. वह अपनी समस्या लेकर चौपाल में आई थीं, ताकि अधिकारियों से सीधे बात कर सकें. लेकिन किसी अधिकारी के न आने से उन्हें निराश होकर लौटना पड़ा। उनका कहना है कि अधिकारी नहीं आएंगे तो समस्याओं का समाधान कैसे होगा।

कार्यक्रम की गंभीरता पर उठे सवाल
इस पूरे घटनाक्रम के बाद ग्राम चौपाल कार्यक्रम की गंभीरता पर सवाल उठ रहे हैं. एक ओर जहां सरकार ग्रामीणों को योजनाओं का लाभ दिलाने के लिए ऐसे कार्यक्रम चला रही है, वहीं दूसरी ओर अधिकारियों की उदासीनता के कारण इसका उद्देश्य पूरा नहीं हो पा रहा है. स्थानीय लोगों का कहना है कि अब यह कार्यक्रम ‘राम भरोसे’ होता नजर आ रहा है.

मुजफ्फरनगर: नई मंडी पुलिस का बड़ा खुलासा, चोरी का माल बरामद कर शातिर चोर गिरफ्तार.

मुज़फ्फरनगर चोरी कांड नई मण्डी थाना पुलिस ने त्वरित कार्यवाही करते हुए चोरी की घटना का सफल अनावरण किया है। पुलिस ने एक शातिर आरोपी को गिरफ्तार कर उसके कब्जे से चोरी का माल बरामद किया है। इस कार्रवाई से इलाके में सुरक्षा व्यवस्था को लेकर पुलिस की सक्रियता एक बार फिर सामने आ गयी है.

वरिष्ठ पुलिस अधीक्षक द्वारा चलाये जा रहे अभियान के तहत संदिग्ध व्यक्तियों एवं वांछित अभियुक्तों की गिरफ्तारी के निर्देश दिये गये। इसी क्रम में पुलिस अधीक्षक नगर के पर्यवेक्षण एवं क्षेत्राधिकारी नई मण्डी के निर्देशन में यह कार्यवाही की गयी।


मुखबिर की सूचना पर की गई सटीक कार्रवाई

मुज़फ्फरनगर चोरी कांड पुलिस को उस वक्त अहम सफलता मिली जब उन्हें मुखबिर से सूचना मिली. सूचना के आधार पर नई मंडी थाना पुलिस ने तुरंत कार्रवाई करते हुए संदिग्ध व्यक्ति को घेरकर गिरफ्तार कर लिया.

गिरफ्तार आरोपियों की पहचान चांद पुत्र तसलीम निवासी खालापार के रूप में हुआ है. उसे गांव कुकड़ी रोड स्थित ट्यूबवेल के पास से गिरफ्तार कर लिया गया।


भारी मात्रा में चोरी का सामान बरामद

गिरफ्तारी के दौरान पुलिस ने आरोपियों के कब्जे से भारी मात्रा में चोरी का सामान बरामद किया है. बरामद सामग्री में शामिल हैं-

  • 11 बंडल टोपियां (प्रत्येक 6 टोपियां)

  • 2 बंडल बेल्ट (प्रत्येक 6 बेल्ट)

  • अतिरिक्त बेल्ट (कुल 16)

  • 10 बंडल मोज़े (प्रत्येक 3 जोड़े)

  • कपड़ों के 8 बंडल समेत

ये सभी सामान हाल ही में हुई चोरी की घटना से जुड़े बताए जा रहे हैं.


भीड़ का फायदा उठाकर चोरी की घटना को अंजाम दिया गया

मुज़फ्फरनगर चोरी कांड की यह घटना 17 मार्च जब वादी अमरपाल पुत्र स्व. चन्द्रभानअलमासपुर निवासी ने थाना नई मंडी में रिपोर्ट दर्ज कराई थी।

शिकायत के मुताबिक किसी अज्ञात व्यक्ति ने भीड़ का फायदा उठाकर दुकान में रख लिया। जंबो पॉलिथीन (काली पन्नी) बंडल चोरी की थी. इस शिकायत के आधार पर पुलिस ने मामला दर्ज कर जांच शुरू कर दी है.


टीम गठित कर शीघ्र खुलासा किया गया

मामला दर्ज होते ही नई मंडी थाना पुलिस ने एक विशेष टीम का गठन किया. टीम ने विभिन्न पहलुओं पर जांच कर संदिग्धों की तलाश शुरू की।

मुखबिर की सूचना और तकनीकी साक्ष्यों के आधार पर पुलिस ने त्वरित कार्रवाई करते हुए आरोपी को गिरफ्तार कर लिया और चोरी का माल भी बरामद कर लिया.

शुक्रवार को राज्यपाल ने राजपुर विधायक खजान दास समेत पांच नये मंत्रियों को पद एवं गोपनीयता की शपथ दिलायी. 2007 में पहली बार धनोल्टी से विधायक चुने जाने के बाद वह देहरादून चले गये। 2017 में दूसरा विधानसभा चुनाव राजपुर रोड सीट से जीता। 2022 के चुनाव में भी इसी सीट से जीत हासिल की.

इससे पहले वह निशंक सरकार में खेल, समाज कल्याण और शिक्षा मंत्री थे। खजानदास वर्तमान में भारतीय जनता पार्टी के प्रदेश प्रवक्ता की जिम्मेदारी भी निभा रहे हैं। हर मुद्दे पर उनकी सहजता और उनके व्यक्तित्व की सादगी ही उनकी पहचान है.
