New Delhi: A parliamentary panel has recommended the Finance Ministry to allocate funds for fertilizer subsidy at the Budget Estimates (BE) stage to ensure that the allocation is as close as possible to the actual requirements.The practice of factoring subsidies into next year’s liabilities also distorts the true picture of government subsidies, the Standing Committee on Fertilizers said in its report tabled in Parliament on Friday. Considering the high subsidy expenditure for imported urea and other soil nutrients, the panel has recommended increasing domestic production.“The committee finds that the per bag subsidy burden on imported urea, at about Rs 2,100 per 45 kg bag, is significantly higher than the subsidy for domestically produced urea, at about Rs 1,397 per bag. The significant difference arises from the volatility of international urea prices, freight and insurance costs, port handling charges and exchange rate fluctuations,” the report said.Similarly, in the case of phosphatic and potash fertilizers (NPK), the subsidy for imported varieties is higher than for domestically produced soil nutrients.On Friday, the Department of Fertilizers informed the Lok Sabha that urea imports from Russia increased from 9.2 lakh tonnes in 2024-25 to 14 lakh tonnes by February, while imports from China increased by 1 lakh tonnes to 21.2 lakh tonnes. NPK imports from China also increased from less than 1 lakh tonnes in 2024-25 to 9.6 lakh tonnes in the current financial year.Seeking realistic, upfront budgetary allocation for subsidies, the panel said that in FY24, against the BE (Budget Estimate) of Rs 1.8 lakh crore, the final allocation was revised to about Rs 2 lakh crore, and in FY26, the BE of Rs 1.8 lakh crore for fertilizer subsidies was revised to Rs 2.2 lakh crore.

जानकारी के मुताबिक, हमलावरों ने कथित तौर पर घर में घुसकर सामान को नुकसान पहुंचाया और परिवार के सदस्यों के साथ दुर्व्यवहार भी किया. पीड़ित पक्ष का आरोप है कि हमलावर दूसरे समुदाय के थे और उन्होंने जानबूझकर घर में घुसकर हमला किया. घटना के बाद आसपास के लोगों में भय और आक्रोश का माहौल बन गया. मामले की जानकारी मिलते ही पुलिस मौके पर पहुंची और स्थिति को नियंत्रित करने की कोशिश की.

हिंदू संगठनों में भारी नाराजगी
इस घटना के बाद कई हिंदू संगठनों के कार्यकर्ताओं में भारी गुस्सा है. बड़ी संख्या में लोग एकत्र हो गए और आरोपियों के खिलाफ सख्त कार्रवाई की मांग करने लगे। कुछ लोगों ने प्रशासन से यह भी मांग की कि दोषियों के खिलाफ बुलडोजर जैसी सख्त कार्रवाई की जाए. हालात को देखते हुए पुलिस और प्रशासन को अतिरिक्त सतर्कता बरतनी पड़ी ताकि माहौल ज्यादा तनावपूर्ण न हो.

बताया जा रहा है कि जब पुलिस टीम मौके पर पहुंची तो कुछ लोगों ने पुलिस के साथ भी बदसलूकी की. हालांकि पुलिस ने स्थिति को संभाला और इलाके में शांति बनाए रखने की कोशिश की. इसी बीच धामपुर विधायक अशोक कुमार राणा भी मौके पर पहुंचे और लोगों से बातचीत की। उन्होंने आश्वासन दिया कि इस मामले में दोषियों के खिलाफ कड़ी कार्रवाई की जाएगी और किसी भी आरोपी को बख्शा नहीं जाएगा.

दो आरोपी हिरासत में, अन्य की तलाश जारी
पुलिस के मुताबिक मुख्य आरोपी शोएब का कुछ दिन पहले किसी बात को लेकर विपिन चौहान से विवाद हो गया था. इसके बाद उन्होंने कथित तौर पर कुछ लोगों के साथ मिलकर घर में तोड़फोड़ की. पुलिस ने शोएब और सत्तार नाम के दो आरोपियों को हिरासत में ले लिया है और उनसे पूछताछ की जा रही है.

अन्य आरोपियों की पहचान में जुटी पुलिस
इस मामले में अभय प्रताप पांडे ने कहा कि घटना में शामिल अन्य लोगों की पहचान की जा रही है और जल्द ही उन्हें भी गिरफ्तार कर लिया जाएगा. फिलहाल किसी भी तरह की अफवाह या तनाव की स्थिति को रोकने के लिए एहतियात के तौर पर इलाके में अतिरिक्त पुलिस बल तैनात किया गया है.

ड्राइवर मोबाइल देखने में व्यस्त था
पीड़ित के पिता पंकज कुमार का आरोप है कि हादसे के वक्त भट्ठा मालिक गाड़ी चलाते समय मोबाइल फोन देखने में व्यस्त था. इस वजह से उसने सड़क पर ध्यान नहीं दिया और कार सीधे लड़की के ऊपर से गुजर गई. हादसा होते ही मौके पर अफरा-तफरी मच गई। आसपास मौजूद लोगों ने तुरंत बच्ची को उठाया और अस्पताल ले गए, जहां डॉक्टरों ने उसका इलाज शुरू किया.

दोनों पैरों की हड्डियां टूटी, अस्पताल में इलाज जारी

As per the latest data released, the domestic automotive market witnessed double digit growth across all major segments compared to last year. The 2W segment led the way with a massive growth of 35.2 per cent, with a total of 18,71,406 units sold as against 13,84,605 ​​units in the same period last year.

Within this category, scooters witnessed a notable growth of 42.3 per cent with 7,29,774 units, while motorcycles witnessed a growth of 30.8 per cent with 10,96,537 units.

During the month, PV sales reached 4,17,705 units, showing a growth of 10.6 per cent compared to February 2025, where it stood at 3,77,689 units. While on the 3W front, it saw a strong growth of 29.0 percent, with sales at 74,573 units compared to 57,788 units in the same period in 2025. Passenger carriers within this segment grew by more than 30 percent with 60,013 units.

PV data excludes some luxury brands (BMW, Mercedes, JLR, Volvo) for which data was not available. Siam.

SIAM Director General Rajesh Menon attributed the performance to “positive sentiments” within the industry. New Delhi: In a major departure from the existing law, the Transgender Persons (Protection of Rights) Amendment Bill 2026, introduced in the Lok Sabha on Friday, proposes to remove the clause that allows “self-perceived gender identity” to be the basis for approval of transgender certificate by a district magistrate.Explaining the objects and reasons of the bill introduced by Social Justice and Empowerment Minister Virendra Kumar, the existing vague definition of the term “transgender person” not only makes it impossible to identify the actual oppressed persons to whom the benefits of the Act are intended to reach.It outlines that a transgender person “does not, and never will, include individuals with diverse sexual orientations and self-perceived sexual identities”.It said, “The protections and benefits provided under the Act are comprehensive in nature, and, therefore, care has to be taken that such identity cannot be extended to an individual on the basis of acquired characteristics or personal choice or claimed self-perceived identity.”The government has justified the proposed changes. The statement of objects of the bill said, “The purpose of the Act was to protect a specified class of persons, socially and culturally known as transgender people, who face social discrimination of an excessive and oppressive nature.” It states, “The purpose was not and is not to protect every category of individuals with different gender identities, self-perceived genders, gender identities or gender fluidity.”The Bill also proposes to create specific offenses with graded penalties that reflect the seriousness of the harm, the irreversibility of the injury and the particular vulnerability of child victims.The Bill introduces a medical board headed by the Chief Medical Officer, and if passed in the present form, the District Magistrate will issue a certificate of transgender identity, after examining the recommendation of the medical board, cited as an “authority” constituted by the Central or State governments.As of now a person applies for a transgender certificate on the portal of the ministry and the application where the transgender person gives an affidavit of his/her self-identity is taken up by the District Magistrate for approval for verification and authentication of documents. Since the 2019 law was enacted and implemented in 2020 after the rules came out in September, around 32448 certificates have been issued as per the latest data on the national portal for transgender persons.The Bill defines a trans person as a person whose socio-cultural identity is ‘Kinnar’, ‘Hijra’, ‘Aravani’ and ‘Jogta’, or Hijra, or a person with intersex variation or a person who has a congenital variation in one or more of the sex characteristics at birth, as compared to male or female development: – Primary sex characteristics; External genitalia, chromosome patterns, gonadal development Endogenous hormone production or response.“Further, any person or child who has been forced, by force, inducement, enticement, deception or undue influence, either with or without consent, to undergo mutilation, castration, amputation, or any surgical, chemical, or hormonal procedure or otherwise to assume, adopt, or outwardly present a transgender identity, shall be included in the definition.The bill states that the existing law also prohibits discrimination and abuse against transgender persons but its penal provisions only address common wrongs and criminal offenses and provide for a maximum imprisonment of two years. The proposed amendments make room for stricter punishments and penalties.For example, there is a provision of imprisonment ranging from six months to two years for offenses ranging from forcing a transgender person to engage in forced or bonded labour, depriving them of the right to visit a public place, or forcing a transgender person to leave their home or village. Similar punishment has been prescribed for cases of physical, sexual, verbal, emotional and economic abuse of a trans person.If a trans person is abducted and subjected to mutilation, castration or any surgical, chemical or hormonal procedure; or causing permanent or grievous hurt with intent to compel the person to adopt or outwardly present a transgender identity against his or her will, an offense punishable with imprisonment for a term ranging from 10 years to life. Apart from this, a fine of at least Rs 2 lakh will be imposed. The punishment for a similar offense involving a child would be life imprisonment and a fine of Rs 5 lakh.If anyone, by force or threat, compels any person, whether or not the person is a transgender person, to dress, present or outwardly conduct as a transgender person against the will of such person and makes them engage in begging or forced labour, the punishment will be between 5 to 10 years. In the case of a child, the punishment can be from 10 to 14 years.

नमाज विवाद में सख्त हुआ हाईकोर्ट…बरेली के डीएम-एसएसपी तलब, हाजिर न होने पर गैर जमानती वारंट की चेतावनी

इलाहाबाद हाईकोर्ट ने अवमानना ​​मामले में बरेली के जिलाधिकारी अविनाश सिंह और वरिष्ठ पुलिस अधीक्षक अनुराग आर्य को व्यक्तिगत रूप से अदालत में उपस्थित होने का आदेश दिया है. कोर्ट ने दोनों अधिकारियों को तलब करते हुए साफ कहा है कि अगर वे तय तारीख पर कोर्ट में पेश नहीं होते हैं तो उनकी उपस्थिति सुनिश्चित करने के लिए गैर जमानती वारंट भी जारी किया जा सकता है. हाई कोर्ट ने इस मामले की अगली सुनवाई 23 मार्च को दोपहर 2 बजे तय की है. यह मामला जनवरी 2026 में बरेली जिले के एक गांव में नमाज पढ़ने से रोकने की घटना से जुड़ा है.

जानकारी के मुताबिक, 16 जनवरी 2026 को बरेली के मोहम्मद गंज गांव में हसीन खान के घर पर कुछ लोग सामूहिक रूप से नमाज पढ़ रहे थे. इसी बीच आसपास रहने वाले हिंदू परिवारों की शिकायत पर पुलिस वहां पहुंची और नमाज पढ़ने पर रोक लगा दी. याचिका में आरोप लगाया गया है कि पुलिस ने नमाज पढ़ने के दौरान हसीन खान को उनके घर से उठा लिया और थाने ले जाकर उनका चालान कर दिया. इस घटना को लेकर हाई कोर्ट में अवमानना ​​याचिका दायर की गई है, जिस पर सुनवाई करते हुए कोर्ट ने डीएम और एसएसपी को तलब किया है.

याचिकाकर्ता ने पुलिस पर गंभीर आरोप लगाए
याचिकाकर्ता की ओर से कोर्ट में कई गंभीर आरोप लगाए गए हैं. हसीन खान का कहना है कि घटना के बाद कुछ लोग उनके पास आए और धमकी दी. आरोप है कि आरिफ प्रधान और मुख्तयार नाम के लोगों ने उससे कहा कि अगर उसने कोर्ट में उनके मुताबिक बयान नहीं दिया तो उसके घर पर बुलडोजर चला दिया जाएगा. हसीन खान के मुताबिक, इसके बाद उसे बाहर ले जाया गया और कुछ कागजों पर उसके अंगूठे का निशान ले लिया गया. उन्होंने कहा कि वह पढ़े-लिखे नहीं हैं, इसलिए उन्हें समझ नहीं आया कि अखबारों में क्या लिखा है.

सरकार ने भी कोर्ट में अपना पक्ष रखा.
इस मामले में सरकार की ओर से अपर महाधिवक्ता अनूप त्रिवेदी ने कोर्ट में अपना पक्ष रखा. उन्होंने कहा कि 16 जनवरी को हसीन खान ने अपनी निजी संपत्ति में नमाज पढ़ने की इजाजत मांगी थी. लेकिन आसपास रहने वाले हिंदू परिवारों की शिकायत के बाद उन्हें निजी परिसर में सामूहिक नमाज अदा करने से रोक दिया गया. इसे लेकर अब कोर्ट में केस चल रहा है.

हाईकोर्ट ने दी सुरक्षा, तैनात रहेंगे दो सशस्त्र गार्ड
इस बीच हसीन खान ने कोर्ट से अपने परिवार और संपत्ति के लिए सुरक्षा की मांग की थी. इस पर हाईकोर्ट ने उन्हें 24 घंटे सुरक्षा मुहैया कराने के आदेश दिए हैं. कोर्ट ने कहा कि उनके साथ दो हथियारबंद गार्ड तैनात रहेंगे, जो हर वक्त उनके साथ रहेंगे. कोर्ट ने आदेश की एक प्रति महाधिवक्ता कार्यालय को भी देने का निर्देश दिया है, ताकि संबंधित अधिकारियों को इसकी जानकारी दी जा सके. यह याचिका तारिक खान की ओर से दायर की गई है और मामले की सुनवाई न्यायमूर्ति अतुल श्रीधरन और न्यायमूर्ति सिद्धार्थ नंदन की खंडपीठ कर रही है। अब सबकी नजर इस पर है कि कोर्ट में पेश होने वाले डीएम और एसएसपी अपना पक्ष क्या रखते हैं.
