Center eases EV localization norms, allows motor imports for e-buses and trucks

The Center has eased localization requirements under its electric vehicle manufacturing programme, providing relief to manufacturers of electric buses and trucks facing component supply challenges. As per PTI report, the move comes under the government’s Rs 10,900 crore PM e-Drive scheme, which aims to boost domestic EV production while strengthening the supply chain for key components. In a notification issued on March 13, the Ministry of Heavy Industries allowed manufacturers to continue importing traction motors using rare-earth magnets for electric trucks and buses until August 31. This discount applies to vehicles in the N2 and N3 categories of electric trucks and M2 and M3 categories of electric buses. The decision is expected to help manufacturers continue building local production capacities as well as manage ongoing component shortages. This is the second time the government has extended the deadline for localization of traction motors. In September last year, the Center had already extended the deadline till March 2026. With the latest notification, the requirement to completely localize the manufacturing of traction motors will now come into effect from September 1, 2026. Under the Phased Manufacturing Program (PMP) linked to PM Electric Drive Revolution in Innovative Vehicles Promotion Scheme, companies are required to complete key phases of traction motor production within India. These processes include magnet fitment, rotor assembly installation, stator assembly integration, shaft and bearing fitment, enclosure installation, as well as connectors and cable integration. These requirements aim to gradually increase domestic value addition in the EV supply chain. However, sourcing rare-earth magnets remains a major challenge globally. These magnets are a key component in traction motors used in electric vehicles, and are also widely used in sectors such as electronics, aerospace, and renewable energy. India, like many other countries, currently depends heavily on imports for these materials, with China being one of the major suppliers to the global market. To reduce this dependency, the government is also working on strengthening domestic manufacturing of rare-earth components. As part of this effort, the Center has launched a scheme to promote manufacturing of sintered rare earth permanent magnets with a financial outlay of Rs 7,280 crore. The initiative aims to support local production of these critical materials and secure the supply chain for India’s growing EV and technology industries. The latest decision to temporarily relax localization norms is expected to give manufacturers additional time to stabilize production while the country gradually builds the required capacity to manufacture key EV components domestically. New Delhi: In view of the difficulties faced by adult adoptees in seeking information about their origin through the “Root Search” process prescribed under the Adoption Rules 2022, the Central Adoption Resource Authority has asked States and Union Territories to ensure that all physical and digital records are safely preserved and transferred to the designated authority or institution, and make appropriate arrangements for long-term preservation of records to facilitate root search by future adopters. Go.“The safeguarding, maintenance, or lawful transfer of such records should be strictly ensured to prevent denial or obstruction of root search or access to records by older adoptees or other legitimate stakeholders,” CARA said in the Office Memorandum on Policy Clarification regarding Safeguarding, Maintenance, and Transfer of Records of Children and Adopted Children for future reference and root search purposes.CARA says “It has been observed that problems are arising in cases where older adoptees approach the relevant authorities for origin tracing, as envisaged under Regulation 47(2) of the Adoption Regulations, 2022 and the requisite records are not available with the concerned institution.”The authority says it has been observed that in some cases, records are unavailable because the concerned Specialized Adoption Agency (SAA) or Child Care Institution (CCI) has been closed, deregistered, merged, or its functions have been transferred to another institution, leading to records being lost or misplaced.In this background and to ensure uniformity in implementation, Member Secretary and CEO, CARA Bhavana Saxena reiterated in the memorandum that “the obligation to maintain, preserve and secure records of children and adoptees will continue irrespective of the operational status of the SAA or CCI”.States and Union Territories have been asked to ensure that “all physical and digital records are securely preserved and transferred to the designated authority or institution, and appropriate arrangements are made for long-term preservation of records to facilitate root tracing by older adopters in future”.

आरोपी काम के बाद नशे में घर पहुंचा था
जानकारी के मुताबिक, यह घटना रविवार शाम की है. बताया जा रहा है कि राजेश नाम का शख्स मजदूरी करने के बाद नशे की हालत में निगोहां थाना क्षेत्र के शेखनखेड़ा गांव स्थित अपनी ससुराल पहुंचा था. घर पहुंचने के बाद पति-पत्नी के बीच किसी बात को लेकर विवाद शुरू हो गया। विवाद बढ़ने पर राजेश ने पास में रखी कुल्हाड़ी उठाई और पत्नी पर कई वार कर दिए। हमला इतना भीषण था कि महिला की मौके पर ही मौत हो गई.

आरोपी पांच बच्चों का पिता है
पुलिस के मुताबिक आरोपी राजेश नगराम इलाके का रहने वाला है और नशे का आदी है. बताया जा रहा है कि राजेश और उसकी पत्नी के पांच बच्चे हैं. परिजनों का कहना है कि नशे के कारण पति-पत्नी के बीच अक्सर विवाद होता रहता था। रविवार को भी जब वह काम के बाद ससुराल पहुंचा तो किसी बात पर झगड़ा हो गया और गुस्से में आकर उसने यह खौफनाक कदम उठा लिया।

पुलिस ने आरोपियों की तलाश शुरू कर दी
घटना की जानकारी मिलने के बाद एडीसीपी साउथ रल्लापल्ली वसंत कुमार और एसीपी विकास पांडे मौके पर पहुंचे और जांच शुरू की. थाना प्रभारी भी पुलिस टीम के साथ मौके पर पहुंचे और शव को कब्जे में लेकर पोस्टमार्टम के लिए भेज दिया. एडीसीपी आरवी कुमार ने बताया कि पुलिस को शेखनखेड़ा गांव में एक महिला की हत्या की सूचना मिली थी. जांच में पता चला कि महिला की हत्या उसके पति राजेश ने की है, जो नशे का आदी है। उन्होंने कहा कि आरोपियों की गिरफ्तारी के लिए तत्काल पुलिस की दो टीमें गठित की गई हैं. इसके अलावा सर्विलांस की मदद से भी उसकी तलाश की जा रही है. पुलिस का कहना है कि आरोपियों को जल्द ही गिरफ्तार कर लिया जाएगा.

पुलिस के मुताबिक, मृतक की पहचान 30 वर्षीय प्रियंका देवी के रूप में हुई है. वह मूलरूप से शाहजहांपुर जिले के निगोही थाना क्षेत्र के गांव कुंवरपुर बंजरिया की रहने वाली थी। प्रियंका के पति का नाम सुनील कुमार है। वह काफी समय से बरेली के पीलीभीत बाईपास स्थित एक निजी अस्पताल में नर्स के पद पर कार्यरत थी। प्रियंका अस्पताल के पीछे नर्स क्वार्टर में रहती थी। उसी कमरे में उसके साथ एक अन्य नर्स आस्था भी रहती थी।

सुबह तक सोता मिला, दोपहर को घटना का खुलासा हुआ
आस्था ने पुलिस को बताया कि शनिवार रात प्रियंका ड्यूटी पर थी। रविवार सुबह करीब आठ बजे जब वह अपनी ड्यूटी के लिए जाने लगी तो प्रियंका कमरे में सो रही थी। आस्था को लगा कि शायद वह रात की ड्यूटी के कारण थक गई होगी, इसलिए उसने उसे नहीं उठाया और खुद काम पर चली गई. करीब चार घंटे बाद दोपहर करीब 12 बजे जब वह कमरे में लौटी तो देखा कि प्रियंका बिस्तर पर बेहोश पड़ी थी।

अस्पताल में डॉक्टरों ने उसे मृत घोषित कर दिया
आस्था ने तुरंत इसकी जानकारी अस्पताल के अन्य कर्मचारियों और प्रशासन को दी। इसके बाद प्रियंका को तुरंत अस्पताल के इमरजेंसी वार्ड में ले जाया गया। वहां डॉक्टरों ने जांच के बाद उसे मृत घोषित कर दिया। सूचना पाकर बारादरी थाना पुलिस मौके पर पहुंची और पूरे मामले की जांच शुरू कर दी.

पति से विवाद के बाद कार्रवाई का डर
इंस्पेक्टर धनंजय पांडे ने बताया कि शुरुआती जांच में पता चला है कि प्रियंका और उसके पति के बीच कुछ समय से अनबन चल रही थी। शनिवार रात दोनों के बीच मोबाइल पर लंबी बातचीत और चैटिंग हुई, जिसमें किसी बात पर बहस हो गई। इसके बाद पति सुनील कुमार ने प्रियंका का फोन नंबर ब्लॉक कर दिया. पुलिस को आशंका है कि इसी के चलते प्रियंका ने कोई जहरीला पदार्थ खा लिया होगा। पुलिस ने प्रियंका के परिवार को घटना की जानकारी दे दी है और उनके पति भी बरेली पहुंच गए हैं. पुलिस परिजनों और अस्पताल स्टाफ से पूछताछ कर रही है। अधिकारियों का कहना है कि पोस्टमार्टम रिपोर्ट आने के बाद ही मौत का असली कारण स्पष्ट होगा और उसी आधार पर आगे की कार्रवाई की जाएगी.

गौतमबुद्ध नगर जिले के नोएडा में एक फैक्ट्री में अचानक आग लगने से इलाके में हड़कंप मच गया. घटना नोएडा फेस 2 थाना क्षेत्र के सेक्टर-4 स्थित एक फैक्ट्री की है, जहां बिजली मीटर बनाने का काम किया जाता है. गुरुवार सुबह करीब छह बजे फैक्ट्री की तीसरी मंजिल पर आग लगने की सूचना मिली। आग की खबर मिलते ही दमकल विभाग की टीम मौके पर पहुंची और बचाव कार्य शुरू किया गया. बताया जा रहा है कि आग लगने के वक्त फैक्ट्री के अंदर कई कर्मचारी मौजूद थे.

फैक्ट्री में 50 से ज्यादा कर्मचारी मौजूद थे
आग लगने के वक्त फैक्ट्री में 50 से ज्यादा कर्मचारी काम कर रहे थे. आग लगते ही फैक्ट्री में अफरा-तफरी का माहौल हो गया. कई कर्मचारी जान बचाने के लिए बाहर भागने लगे, जबकि कुछ लोग डरकर ऊंचाई से नीचे कूद गये. इससे एक दर्जन से अधिक लोग घायल हो गये. घायलों को तुरंत अस्पताल ले जाया गया, जहां उनका इलाज चल रहा है।

दमकल की सात गाड़ियों ने मोर्चा संभाला
आग की गंभीरता को देखते हुए अग्निशमन विभाग ने तुरंत कार्रवाई की. मौके पर फायर ब्रिगेड की सात गाड़ियों को बुलाया गया। सबसे पहले फैक्ट्री के अंदर फंसे कर्मचारियों को सुरक्षित बाहर निकाला गया. इसके बाद आग बुझाने का काम शुरू किया गया. पुलिस और प्रशासन के कई अधिकारी भी मौके पर पहुंचे और स्थिति का जायजा लिया.

आग लगने का कारण अभी स्पष्ट नहीं है
अधिकारियों के मुताबिक, इस घटना में अभी तक किसी के हताहत होने की खबर नहीं है. हालांकि, कुछ लोग घायल हुए हैं और उन्हें अस्पताल में भर्ती कराया गया है. फिलहाल आग लगने का कारण अभी स्पष्ट नहीं हो सका है। पुलिस और अग्निशमन विभाग की टीमें मामले की जांच कर रही हैं।

The ministry told the committee that part of the cut reflects the discontinuation of the production linked incentive (PLI) component for large-scale electronics manufacturing, the tenure of which is expiring on March 31, 2026.The Committee also noted that the difference between the Budget Estimates and the Revised Estimates in 2025-26 was attributable to lower expenditure during the first half of the financial year and delays in executing agreements under semiconductor manufacturing projects. The ministry told the panel that semiconductor manufacturing projects are “highly complex, technology-intensive” and approved companies have to meet prescribed conditions before fiscal assistance is released, resulting in delays in agreements.The report also highlights implementation challenges in several programs, including interoperability gaps in e-governance systems, cybersecurity and privacy risks, and capacity constraints in digital infrastructure projects. It asked the Ministry to address these issues and update the Committee on progress.On cyber security and digital security, the Committee sought an update on the creation of additional posts in the Indian Computer Emergency Response Team (CERT-In) and recommended strengthening of the Data Protection Board to improve safeguards for personal data and address incidents of cyber fraud and digital scams.The committee also asked the ministry to ensure that funding shortfall does not impact the functioning of the National Informatics Center (NIC), which provides the core digital infrastructure for government platforms. It also recommended expanding digital public services with stronger local-language support to improve digital inclusion.The report also discussed the implementation trajectory of the IndiaAI mission, saying variations in allocation partly reflect the dynamics of the program’s rollout after its approval in March 2024. According to the ministry, the initial phase focused on institutional setup, consultation and operational guidelines before scaling up activities in research, ecosystem development and international collaboration.Among future initiatives, the panel suggested using the increased funding under the National Knowledge Network to establish a blockchain-based national digital research repository aimed at enabling secure knowledge sharing between research institutions.The report recommends expanding digital literacy programs in rural and tribal areas and strengthening the IT ecosystem in underperforming states, including the Northeast, to support more balanced growth in India’s digital economy.

He said he was wearing sunglasses so he could sleep. He said that he did not even know that his photo had been taken, but he admitted that he was the person in the photo. The monitoring system on board did not record due to a bad hard drive. The defense argued that it was a “he said, she said” case with no witnesses. Judge John Hughes said he considered the credibility of the evidence and witnesses and rejected Karunakaran’s evidence.
