रूड़की नगर निगम: बोर्ड बैठक में हंगामे के बाद चार समितियां गठित, शहरी बस सेवा समेत 200 प्रस्ताव पारित

नगर निगम बोर्ड की बैठक में चर्चा के दौरान शुरुआत में हंगामा हुआ. पार्षद वादे के मुताबिक कमेटियां बनाने पर अड़े रहे। इसके बाद बैठक आधे घंटे के लिए स्थगित कर दी गयी. इस पर पार्षदों ने मतदान कर कर, स्वास्थ्य, बिजली और निर्माण समिति का गठन किया और बोर्ड ने उसे पारित कर दिया।

इसके अलावा बैठक में करीब 16 करोड़ रुपये के अनुमानित बजट समेत 200 से अधिक प्रस्ताव सर्वसम्मति से पारित किये गये. इस दौरान 32 सीटर सिटी बस और 5 बैटरी कारों के संचालन और सालियर में नए बस अड्डे के निर्माण समेत कई बड़े प्रस्तावों को हरी झंडी दी गई.

बोर्ड बैठक में पार्षदों ने निगम की ओर से दिये गये निर्माण प्रस्तावों पर यह कहते हुए आपत्ति जतायी कि उन्हें नहीं पता कि उनके वार्ड में क्या काम हो रहा है. ऐसे में निर्माण कार्य शुरू करने से पहले स्थानीय पार्षदों से अनुमति लेने की मांग की गयी. सड़कों पर गड्ढे भरने के प्रस्ताव का विरोध जताया गया. पार्षदों ने कहा कि पिछली बार सिर्फ दो वार्डों में गड्ढे भरकर काम बंद कर दिया गया था। पार्षदों ने सड़कों के गड्ढे भरने के लिए हर वार्ड के लिए अलग टेंडर निकालने की मांग की। बैठक में यूनिपोल में भ्रष्टाचार के आरोप लगाए गए।

पार्षदों ने कहा कि यूनीपोल के एक तरफ विज्ञापन लगाने की अनुमति है, जबकि कंपनी दोनों तरफ विज्ञापन लगा रही है। इससे भी बड़ी आपत्ति यह उठाई गई कि एक कंपनी को यूनिपोल का ठेका एक करोड़ रुपये में दे दिया गया, जबकि दूसरी कंपनी को महज एक लाख रुपये में 20 यूनिपोल पर विज्ञापन लगाने की अनुमति दे दी गई। इस पर मेयर ने जांच कर कार्रवाई का आदेश दिया. पार्षद संजीव तोमर ने पनियाला रोड से पानी निकासी की मांग उठाई।

सालियर के सुनहरा में प्रस्तावित फायर स्टेशन बनाने पर सहमति बनी। बैठक में पार्षद ने अन्य विभागों से भी निगम भवन खाली कराने की मांग की. कैबिनेट मंत्री प्रदीप बत्रा के सालियर में नए बस अड्डे के प्रस्ताव को पार्षद राकेश गर्ग, पंकज सतीजा समेत सभी पार्षदों ने समर्थन कर पारित कर दिया। इसके अलावा पार्षद राकेश गर्ग की सभी वैध लीज प्रकरणों को एक साथ रखकर बोर्ड को नि:शुल्क अनुमति देने की मांग भी मान ली गई।

People fall in love with beautiful places and engineering marvels all the time, and so did I. The Sigandur Bridge – which was inaugurated in mid-July last year and went viral on social platforms – instantly captivated me. Soon, I decided that I would cycle there to catch a glimpse of the engineering marvel across the Sharavathi river. Now, this meant a journey of 375 km from Bengaluru! My winter plan almost failed, but I managed it by the beginning of March.The 2.5 km long Sigandur Bridge, officially known as the Sharavathi Backwaters Bridge, is a landmark infrastructure project in the Shivamogga district of Karnataka. Spanning the vast backwaters of the Sharavathi river, this bridge connects Sagar to Sigandur in Shivamogga and further to Kollur in Udupi. I set out at dawn on March 5, planning to cover 250 km on the first day and the remaining 125 km the next day. After being dropped off at Tumakuru Road, on the long Bengaluru-Honnavar highway, I was the only one on my bike.Breakfast stop was at Tumkuru. As the day progressed, the sun became worse – especially around noon. Despite carrying a camelback (bag filled with water) and electrolytes, frequent refills became necessary. Beyond Gubbi, the entire BH Road reveals itself as an endless bypass stretch – no trees, no shade – just flyovers, concrete and retaining walls. I cycled through the playlist: from Rajkumar and SPB to Amitabh Bachchan, and pedaled through the heat, well slathered in sunscreen.By the time I reached Tiptur, I was exhausted. After lunch at Arasikere, it helped to take a short rest at a roadside field, before starting again. Kadur and Birur passed smoothly, but Tarikere slowed me down due to road work and chaotic traffic, wasting my precious 30 minutes. I wanted to ride as little as possible in the dark, but it was still 9.30 pm when I reached my stop for the night at Bhadravati.The next morning started early. After Shivamogga, the road changed – rows of trees provided much-needed respite. The ride under the green canopy, accompanied by light music and joyful waves of school children, became one of the most memorable parts of the trip. To enjoy the beauty of the countryside, I opted to reach Sigundur by evening instead of afternoon and slowed down my pace. Luckily for me, most of the Shivamogga-Sigandur route was downhill, the rest was downhill terrain.At the Heggodu stopover, I took a brief tour of the famous theater institute, Neenasam. After having lunch at a nearby hotel, I tried to take some rest in the cool comfort of the ATM, but its air conditioning was not working. Soon, I found myself taking a short nap under the shade of coconut trees.The last 30 km via Genasinkuni brought me to the Sigandur bridge by 5 pm. Families wandered around, taking pictures, but I was drawn to the vast expanse of the 2.5 km structure. Walking back and forth across it, glowing golden with the sweet evening sunlight, felt like a reward in itself.Nearby, the defunct launch – once used to carry devotees and vehicles to the Sigandur Chowdeshwari temple – is a reminder of how the bridge has transformed connectivity. After capturing a video of the ride, I headed towards the temple, refreshed, and completed a serene darshan.As soon as I came out, curious onlookers asked where I came from. “Bengaluru,” I replied – and that was enough to draw a smile, a selfie and a few words of appreciation from the ‘pedal traveller’.At Sagar, I negotiated transportation with a private bus operator – who charged more for the bike than my ticket. After some conversation we reached an equal position. By the time I reached Peenya the next morning, the sun was rising.

उत्तर प्रदेश समाचार: आगरा कैंट से जुड़े 33 साल पुराने मामले में सिपाही राम अवतार को आखिरकार कोर्ट से राहत मिल गई है। उन पर महज 140 रुपये के गबन का आरोप लगा, लेकिन इस छोटे से आरोप ने उनकी ईमानदारी पर बड़ा सवाल खड़ा कर दिया. अपने ऊपर लगे इस दाग को मिटाने के लिए उन्होंने करीब तीन दशक तक कोर्ट में कानूनी लड़ाई लड़ी. अब कोर्ट ने सबूतों के अभाव में उन्हें सभी आरोपों से बरी कर दिया है.

मामला 1991 में दर्ज किया गया था
यह मामला 8 सितंबर 1991 का है, जब तत्कालीन पुलिस उपाधीक्षक व्यास देव श्रोत्रिय ने जीआरपी आगरा कैंट थाने में राम अवतार के खिलाफ मामला दर्ज कराया था। आरोप था कि उन्होंने होम गार्ड वीरेंद्र सिंह और अनिल कुमार त्यागी के साथ मिलकर झांसी पैसेंजर ट्रेन में एस्कॉर्ट ड्यूटी की गलत जानकारी देकर अधिक यात्रा भत्ता लिया था। शिकायत के मुताबिक, उन्होंने छह फरवरी 1992 को सात दिन की ड्यूटी दिखाकर 140 रुपये का भत्ता लिया।

जांच में गड़बड़ी सामने आयी
विभागीय जांच में पाया गया कि राम अवतार ने केवल तीन दिन ही ड्यूटी की थी, जबकि भत्ता सात दिन का लिया था। इसे नियम विरुद्ध मानते हुए उन पर सरकारी धन के गबन का आरोप लगाया गया. 27 मई 1993 को उनके खिलाफ भारतीय दंड संहिता की धारा 409 के तहत आरोप पत्र दायर किया गया था। इसके बाद उन्होंने कोर्ट में सरेंडर कर जमानत ले ली और मुकदमे का सामना करना शुरू कर दिया.

गवाही और दस्तावेज़ बन जाते हैं कमज़ोर कड़ी
मुकदमे के दौरान अभियोजन पक्ष ने कई गवाह पेश किए, लेकिन मुख्य गवाह से जिरह पूरी नहीं हो सकी, जिससे मामला कमजोर हो गया। इसके अलावा महत्वपूर्ण दस्तावेज जनरल डायरी भी कोर्ट में पेश नहीं हो सकी. पुलिस का कहना है कि पांच साल बाद रिकार्ड नष्ट कर दिया जाता है, जिससे जरूरी साक्ष्य नहीं मिल पाते।

कोर्ट ने संदेह का लाभ दिया
लंबे समय तक चले इस मुकदमे में पर्याप्त सबूत न होने के कारण कोर्ट ने आरोपी को संदेह का लाभ दिया. विशेष मुख्य न्यायिक मजिस्ट्रेट अचल प्रताप सिंह ने अपने फैसले में कहा कि ठोस साक्ष्य के अभाव में आरोप सिद्ध नहीं होते. इस आधार पर सिपाही राम अवतार को बरी कर दिया गया। यह मामला न केवल न्यायिक प्रक्रिया की जटिलता को दर्शाता है, बल्कि यह भी दर्शाता है कि कोई व्यक्ति अपनी ईमानदारी साबित करने के लिए किस हद तक जा सकता है।

The network currently operates in 684 districts through 11 regional offices and 46 provincial committees, making itself one of the largest non-government education providers in the country.Addressing the media, All India General Secretary Deshraj Sharma said education should remain rooted in the cultural traditions of India while preparing students for global challenges. “Students should remain connected to their roots and contribute effectively to nation building,” he said.The organization highlighted its parallel service outreach, noting that more than 2.5 lakh students are receiving free basic education through thousands of ‘Sanskar Kendras’, which aims to bridge the basic literacy gap among disadvantaged groups. In rural and tribal areas, Ekal Vidyalayas are being used to link education delivery with community awareness programmes.Vidya Bharti said its schooling model emphasizes mother tongue education and its ‘Panchpadi’ teaching methodology along with a blend of physical education, yoga, music, Sanskrit and value-based education. It also reported setting up 507 Atal Tinkering Labs to promote innovation and scientific thinking among students.Officials said teacher training and curriculum alignment efforts are underway to operationalize the NEP goals at the school level, with a focus on “India-centric” content delivery.The organization will hold its annual general meeting in Delhi on April 3-6, where around 350 delegates are expected to decide on future academic and organizational priorities.

Thousands of women and girls have sought treatment for sexual violence in nearly two years of war-torn Sudan, Doctors Without Borders said Tuesday, amid concerns that rape is being used as a weapon in the country’s brutal conflict.The aid group, known by its French acronym MSF, said at least 3,396 survivors of sexual violence were treated in its facilities between January 2024 and November 2025. Most survivors identified the attackers as armed men, while 60% of the cases recorded in South Darfur involved multiple perpetrators.In a report released on Tuesday, as cited by the AP, MSF documented accounts of women victims of gang rape in South Darfur and North Darfur, highlighting what it said is a far more widespread crisis than current figures suggest.One survivor described her ordeal in the report, saying, “They took us to an open area. The first man raped me twice, the second once, the third four times.”MSF emergency coordinator Maryam Laroussi said the reported numbers represent only a small part of the violence.Speaking at the report launch in Nairobi, Kenya, Laroussi, who was in Tawila in North Darfur in late 2025 after the fall of El Fasher, said the figures were just the “tip of the iceberg” and the scale of sexual violence was likely much higher in areas where MSF does not have access.Medical workers said survivors often faced major delays in accessing treatment. MSF midwife Gloria Andreo said teams in Tawila were seeing an average of 10 to 15 women a day, with most coming after the first 72 hours, a critical period for treating injuries and trauma, preventing infection and avoiding unwanted pregnancies.Many victims have to walk or travel by camel for days to reach care, he said.“As health care practitioners, we think of the 72 hours as the golden period because we provide so much care during that period,” Andreo said.Andreja Trajano, MSF’s sexual health specialist, said the violence also has a deep impact on entire communities.In some cases, she said, the girls were raped in front of their mothers and grandparents. केंद्र सरकार ने ऋषिकेश बाईपास के फोरलेन निर्माण कार्य के लिए 1105.79 करोड़ रुपये की वित्तीय एवं प्रशासनिक मंजूरी दे दी है। 12.67 कि.मी. बाईपास के निर्माण से ऋषिकेश शहर में जाम की समस्या से राहत मिलेगी।

मुख्यमंत्री पुष्कर सिंह धामी के प्रयासों और प्रभावी पैरवी से सड़क परिवहन और राजमार्ग मंत्रालय एनएच-7 पर तीनपानी फ्लाईओवर (किमी 529.750) से खरासोटे पुल (किमी 542.420) तक बाईपास का निर्माण करेगा। 12.670 किमी लंबा यह बाईपास भट्टवाला और ढालवाला गांवों से होकर गुजरेगा और इसे इंजीनियरिंग, खरीद और निर्माण मोड पर लागू किया जाएगा।

मंत्रालय के मुताबिक, बाइपास प्रोजेक्ट का शुरुआती अनुमान 1151.18 करोड़ रुपये था. इसे संशोधित कर 1105.79 करोड़ रुपये की मंजूरी दी गयी. परियोजना तीन साल में पूरी होगी और काम में कोई लागत या समय की अधिकता स्वीकार नहीं की जाएगी। ई-टेंडरिंग प्रक्रिया के माध्यम से निविदाएं आमंत्रित की जाएंगी। मंत्रालय ने निर्माण कार्य के लिए देहरादून के क्षेत्रीय अधिकारी को निकासी एवं व्ययन अधिकारी नामित किया है।
