EC sets up 19 appellate tribunals to hear SIR cases

New Delhi: Election Commissionacting on the instructions of Supreme Court And recommendations by the Chief Justice of the Calcutta HC on Friday constituted 19 appellate tribunals to hear appeals against orders passed by designated judicial officers in Bengal regarding inclusion or exclusion of potential voters in the state’s electoral rolls.As a result of the publication of the supplementary electoral roll – after adjudication of ‘suspicious’ cases under the SIR by the judicial authorities – an appellant can file an appeal against the orders passed by the designated judicial authorities, the EC said in a notification issued on Friday.The tribunals, which will hear appeals as per districts or group of districts, will be headed by former judges, including former HC Chief Justice TS Sivagnanam, who will chair the appellate tribunal for 24 Parganas North (Assembly constituency-wise) and Kolkata districts.The tribunal, likely to become operational by Monday, will remain in existence until all appeals are disposed of. Given that the electoral rolls are stuck on the last day of enrolment, the supplementary lists should come a day before the issue of election notification, giving the tribunals a week’s time to hear the appeals.If the appeal is decided by the last day of nominations – 6 April for Phase 1 and 9 April for Phase 2 – those approved for inclusion on the rolls by the tribunal will be able to vote in the upcoming elections.For those who do not pass the tribunal examination or do not have their appeal heard before this deadline, the implications are more than just not being able to vote. If tribunals deem them ineligible for inclusion on the list – essentially due to being non-citizens – they must be confined to detention centers and deported to their country of origin.Commission sources said tribunals should be set up before the supplementary list is published to provide clarity to those included or excluded in the supplementary list on how and where to file appeals. As per the Election Commission notification, the appeal can be filed online through the eCnet platform or in person at the office of the concerned DM-District Magistrate, SDM or SDO.Whereas one tribunal each has been constituted for the districts of East Medinipur, Cooch Behar, East Bardhaman, Nadia, Howrah, South Dinajpur, 24 Parganas South, Hooghly, West Bardhaman, North Dinajpur, Birbhum and Malda; Four tribunals will hear appeals for two sets of districts; Conjunction is 24 Parganas (AC wise) and Kolkata; Darjeeling, Kalimpong, Jalpaiguri and Alipurduar; West Medinipur and Jhargram; And Purulia and Bankura.

Srinagar: Local officials in Kargil have urged the Center to start civil flights, saying connectivity is severely affected in winter when surface routes are closed.Ladakh Autonomous Hill Development Council-Kargil (LAHDC) Chief Executive Councilor (CEC) Mohammad Jafar Akhoon and Ladakh MP Mohammad Hanifa raised this demand in a meeting with Union Home Minister Amit Shah in New Delhi on Thursday.“Air connectivity will boost tourism and will be of great help to the army personnel. Soldiers lose three to four days of leave while traveling from Leh and waiting to move on,” Akhoon said. He said the lack of direct flights was deterring countless potential visitors.Akhoon stressed that air connectivity is vital for the region, whose people now have to travel five to eight hours by road to reach the nearest airports in Leh and Srinagar.“There is no doubt that the Zojila tunnel will improve road connectivity, but Kargil still needs a dedicated air link. Small aircraft operate in many areas of the Northeast. Flights from Kargil to New Delhi and from Kargil to Srinagar can start with small aircraft from the existing (defense) runways. This could pave the way for full air connectivity and a full-fledged civilian airport,” Akhoon said.In talks with Shah, Akhoon and Hanifa also stressed on expediting five hydroelectric projects and demanded two new districts of Sanku and Shakar-Chiktan. “These are among the most populous and oldest subdivisions in Kargil and meet all the necessary criteria for the creation of districts,” Akhoon said.Both of these should be included in the upcoming notification regarding five new districts announced by the Union Home Ministry in August 2024. These are Ladakh, Zanskar and Dras in Kargil, and Sham, Nubra and Changthang in Leh.Akhoon and Hanifa also demanded a 200-bed hospital for Kargil to ease the pressure on the existing 100-bed district facility, engineering colleges and an agricultural university. Another major demand was for a dedicated India Reserve Battalion (IRB) for Kargil to strengthen law and order and provide jobs.Akhoon said Home Minister Shah’s response to the demands, including air connectivity, was “very positive”.

AIIMS-Delhi is studying the relationship between air pollution, particularly particulate matter 2.5, and the risk of developing lung cancer. The AIRCARE study, which the institute claims is the first of its kind, is being led by Dr Abhishek Shankar, assistant professor of radiation oncology at AIIMS. Dr. Shankar said that as air pollution remains a serious public health concern, research is needed to inform policy and disease management. He said India is home to some of the most polluted cities in the world and there is an urgent need to scientifically look at the effects of pollution on people’s health. “Lung cancer is one of the most common cancers among men in India, and the number of lung cancers among women and young adults who are non-smokers is higher,” said Dr. Shankar. Air pollution has emerged as a contributing factor to lung cancer, but more evidence is needed from India on this issue, he said. Dr. Shankar said, “It is extremely worrying that lung cancer, once thought to be a disease mostly associated with tobacco smokers, is now increasing rapidly among non-smokers.” The AirCare study will study 1,615 lung cancer cases with 1,615 controls from family members in Delhi-NCR. The study is a complex undertaking that includes both clinical and non-clinical components, Dr. Shankar said. One aspect of the study will be to employ both a cohort and case-control design to track the effects of chronic PM 2.5 exposure on lung cancer across demographic and socio-economic groups, he said. Another aspect of the study is to discover a unique genetic signature in the Indian population exposed to air pollution. Dr. Shankar said that simply put, the study will attempt to isolate the Indian population-specific genetic imprint to see whether a particular early genetic event following exposure to air pollution leads to the development of lung cancer later in life. With the data, researchers will develop a risk-based screening model based on both clinical and molecular components specific to the Indian population and risk levels. He said it would also identify susceptible populations among the group, including those at higher risk of developing lung cancer. Dr. Shankar said, “Lung cancer is the second most common cancer in men in India and the fourth most common type for both genders. There is an urgent need to implement policy and management strategies to tackle this disease and reduce loss of life.”

New Delhi: The Union Education Ministry will launch a nationwide campaign to identify and enroll out-of-school children and dropouts through the National Institute of Open Schooling (NIOS) as part of efforts to achieve 100% Gross Enrollment Ratio (GER) from pre-school to secondary level by 2030.Data from the Periodic Labor Force Survey (PLFS) 2023-24 shows that nearly 2 crore children in the age group of 14-18 are not going to school. About 11% of children from classes III to VIII remain out of school, while more than 50 lakh students fail board examinations every year.Officials from the Department of School Education and Literacy said open schooling will be used to bring such children back into the education system, especially those who are unable to attend regular schools due to economic, social or geographical reasons. NIOS offers flexible admission, multiple attempts to qualify the exam, on-demand exams and professional courses with recognized certification at par with other boards.The ministry will work with states and union territories to identify out-of-school children using district-level survey data and enroll them through targeted outreach. A program called “NIOS Mitra” will be launched to support this effort. Trained facilitators will identify children, counsel families and assist with enrollment and academic guidance, focusing on marginalized and disadvantaged groups.To improve access, the ministry plans to expand the network of NIOS centres. Currently, NIOS operates more than 10,800 study and examination centers across the country. The government aims to set up at least one center in every block.PM SHRI Schools, Kendriya Vidyalayas, Navodaya Vidyalayas and Government Senior Secondary Schools will be used as NIOS centers to support enrollment and examinations.

At around 9:00 pm (local time), loud explosions were heard and plumes of smoke were visible from the surrounding Shahr-e-Nawa and Wazir Akbar Khan districts. This incident has happened amid increased tension on the Pakistan-Afghanistan border. Pakistan has repeatedly carried out air strikes in Afghanistan in response to cross-border attacks allegedly carried out by terrorists sheltered by the Taliban government. Meanwhile, Afghan officials have described these incursions as a violation of their sovereignty, with senior leaders stressing the duty of all citizens to defend the nation.

It also questioned the petitioner’s request for police protection, noting that he himself is a “suspected accused”.The court on Tuesday directed the state authorities to file a status report on the action taken on all the FIRs related to the incident. One such FIR has been registered against Deepak Kumar on charges including rioting, causing hurt and intentional insult with intent to disturb peace in connection with an incident that took place on January 26 in Kotdwar. Kumar is accused of clashing with Bajrang Dal members because they objected to Vakeel Ahmed, a Muslim shopkeeper, naming his shop as “Baba”. A video of the altercation later circulated widely on social media. Kumar has moved the High Court seeking quashing of the FIR.
