उत्तर प्रदेश समाचार: उत्तर प्रदेश में आतंकी नेटवर्क के खिलाफ एटीएस को बड़ी कामयाबी मिली है. मुरादाबाद के एक निजी डेंटल कॉलेज से गिरफ्तार किए गए छात्र हरीश अली को लेकर चौंकाने वाला खुलासा हुआ है। उन पर आईएसआईएस से जुड़े होने का आरोप है. एटीएस की लखनऊ यूनिट ने कड़ी पूछताछ के बाद उसे गिरफ्तार कर लिया और एनआईए कोर्ट से 5 दिन की रिमांड भी हासिल कर ली. शुरुआती जांच में ही इस मामले ने सुरक्षा एजेंसियों की चिंता बढ़ा दी है.

डॉक्टर बनने की आड़ में रच रहा था साजिश
जांच में पता चला है कि सहारनपुर का रहने वाला हरीश अली डॉक्टर बनने की आड़ में देश के खिलाफ साजिश रच रहा था. गिरफ्तारी के बाद पहले तो उसने खुद को निर्दोष बताया, लेकिन जब एटीएस ने उसके लैपटॉप और मोबाइल से बरामद सबूत पेश किए तो वह टूट गया. उसने कबूल किया कि वह सीमा पार बैठे आईएसआईएस हैंडलर्स के संपर्क में था।

लैपटॉप में मिले आतंकी दस्तावेज
एजेंसी के मुताबिक, हरीश के लैपटॉप में आतंकी मॉड्यूल से जुड़े दस्तावेज और प्रतिबंधित सामग्री मिली है। वह पढ़ाई के बाद अपना ज्यादातर समय लैपटॉप पर बिताता था। हॉस्टल वार्डन और छात्रों ने भी बताया कि वह कम बोलता था और अक्सर संदिग्ध गतिविधियों में लिप्त रहता था।

विदेशी फंडिंग और हमले की साजिश का शक
जांच में यह भी पता चला है कि हरीश के बैंक खातों में पिछले कुछ महीनों में संदिग्ध विदेशी लेनदेन हुए हैं। एटीएस को शक है कि यह रकम किसी बड़े आतंकी हमले की तैयारी के लिए जुटाई जा रही थी. हरीश इस नेटवर्क में फंड जुटाने का काम कर रहा था.

कई जिलों में फैला नेटवर्क
हरीश का नेटवर्क सिर्फ मुरादाबाद तक ही सीमित नहीं था. उनका संपर्क सहारनपुर, मेरठ, अमरोहा और संभल तक फैला हुआ था। जांच में यह भी पता चला है कि उसके संपर्क में कई हाई-प्रोफाइल लोग थे, जो स्वास्थ्य सेवाओं से जुड़े हैं। यूपी के बाहर के भी कुछ संदिग्धों की पहचान की गई है, जिनकी तलाश जारी है.

साथियों ने पहले ही जताया था संदेह
गिरफ्तारी से पहले एटीएस ने उसके सहपाठियों से पूछताछ की थी. छात्रों ने बताया कि हरीश का व्यवहार सामान्य नहीं था और वह कट्टरपंथी बातें करता था. अब एजेंसी उनके करीबी छात्रों की भी जांच कर रही है.

रिमांड में हो सकते हैं बड़े खुलासे
फिलहाल हरीश अली 5 दिन की एटीएस रिमांड पर है. अधिकारियों को उम्मीद है कि पूछताछ में उसके साथियों और स्लीपर सेल के बारे में अहम जानकारी मिलेगी. साथ ही यह भी पता लगाया जा रहा है कि उसका अगला निशाना क्या था और उसे हथियार कहां से मिलने वाले थे.

Selling by foreign funds in domestic equities also slowed down due to global bullish sentiment, leading the Sensex to rise 1,205 points (1.6%) to 75,273 points on strong domestic buying. On NSE, Nifty closed at 23,306 points, up 394 points (1.7%).

There doesn’t seem to be any kind of concern, which tells me they’re not planning to improve anything.” Because it seems like no one is overly concerned about it,” Newman said. Companies should reach out to their congressmen and senators, let them know about the situation that’s affecting their business, their employees, the lawyer said. “Unless someone complains about it, the department doesn’t have an incentive to do anything,” Newman said. Currently, there is no interview date available in the four Consulates inside India, and the starting date of appointment is around March 2027. The situation stems from the department’s massive rescheduling of interview dates in December 2025 due to social media scrutiny of H-1B and H-4 visa holders. Since hundreds of Indians traveled to India during November, December and also scheduled their appointments at the embassy for new visa stamping during that time, they got stuck in India as they could not re-enter the US. Some companies allowed them to work from India but overall the situation is in limbo.

कार्यक्रम का उद्देश्य महिलाओं में आत्मविश्वास बढ़ाना, सुरक्षा जागरूकता फैलाना और उन्हें सामाजिक रूप से अधिक सक्रिय भूमिका निभाने के लिए प्रेरित करना था।

मैराथन रिजर्व पुलिस लाइन से शुरू होकर शहर के विभिन्न मार्गों से होते हुए पुन: पुलिस लाइन परिसर में समाप्त हुई। इस दौरान पूरे मार्ग पर सुरक्षा व्यवस्था के साथ-साथ जागरूकता संदेश भी प्रसारित किये गये।

कार्यक्रम के दौरान मौजूद लोगों ने भी प्रतिभागियों का उत्साहवर्धन किया और महिला सशक्तिकरण के इस प्रयास की सराहना की.

Congress party’s Renuka Chaudhary initiated the discussion and raised a provocative question – “If no one asks us – men and women – to prove our gender before a medical board, then who are we to question the identity of trans people?”At the end of the discussion, Minister Virendra Kumar reiterated that the Bill aims to provide protection only to those who face serious social discrimination because of their biological status. He sought to counter the opposition to the removal of the clause on self-identified identification and the introduction of a Medical Board, saying that the objective was to secure the rights of TG individuals by removing the scope for any ambiguity and to enable delivery of benefits to genuine individuals through administrative clarity. BJP members also joined the voice in support.The amendment, which will now become law after the assent of the President of India, marks a significant departure from the existing law as it removes the clause that allows “self-perceived gender identity” to be the basis for approval of transgender certificate by the District Magistrate for Self-Determination and Recognition.A medical board chaired by the Chief Medical Officer has been introduced, and the District Magistrate will issue a certificate of transgender identity, after examining the recommendation of the medical board, cited as an “authority” constituted by the Central or State Governments.The Bill proposes to create specific offenses with graded penalties that reflect the seriousness of the harm, the irreversibility of the injury and the particular vulnerability of child victims.DMK’s Tiruchi Siva, who brought a private member’s bill “The Rights of Transgender Persons Bill, 2014”, reflected the struggles of the community to get their rights and sought consultation with stakeholders, legal experts, civil society, transgender community as well as a review by the select committee. Manoj Kumar Jha (RJD), Saket Gokhale (TMC), CPI (M) MP John Brittas, NCP-SCP leader Fauzia Khan, Jaya Bachchan (SP), Shiv Sena-UBT’s Priyanka Chaturvedi, Sanjay Singh And AAP’s Sandeep Pathak, IUML’s Abdul Wahab, among others, strongly opposed the bill.Even YSR Congress Party’s Gola Babu Rao and BJD’s Subhashish Khuntia joined the chorus of other opposition members and demanded that the bill be sent to a parliamentary committee for stakeholder consultation.The first sign of reaction from the community came when two NCTP members resigned soon after the bill was passed in the Rajya Sabha. Also the community members, who have been agitating through press conferences and outreach campaigns since the introduction of the Bill, are now planning to take to the streets through demonstrations in the states. In her resignation letter addressed to the Minister of Social Justice and Empowerment, Kalki Subramaniam said, “Till February 2026, my experience of working with officials of the Ministry was one of mutual respect and a shared vision for an inclusive India. However, the recent introduction and passage of the Transgender Persons (Protection of Rights) Bill 2026 has created an untenable situation for me.”“As a statutory representative, my primary duty is to advise the government on legislation that affects our lives. “The decision to pursue this bill without any formal consultation with me or other community representatives of the NCTP undermines the very purpose for which this council was established,” he said. Registering her protest over the bill passed by Parliament, Rituparna Neog in her resignation letter said, “While I understand my responsibility as an NCTP member to represent the voice of my community before the competent authority, however, in view of the present circumstances, I do not wish to continue as a member.”At a hastily called meeting by senior ministry officials on Saturday, four NCTP members Abhinaa Aher, Vidya Rajput, Raveena Bariha and Subramaniam had strongly reiterated that “self-affirmation of transgender identity, as upheld in the NALSA decision, must remain the foundation of transgender identity”.After the meeting, members highlighted the absence of Social Justice Minister Virendra Kumar, who was reported to be chairing the meeting. “We were informed that the minister is unable to attend due to ill health and alleged family emergency,” Aher said.According to Aher, at the meeting led by Joint Secretary Yogita Swarup, senior economic advisor in the ministry, government officials raised concerns about identifying “genuine” transgender persons and mentioned biological markers such as chromosomal combination (XX/XY). प्रदेश में प्रदर्शन या दंगे के दौरान सरकारी और निजी संपत्ति को नुकसान पहुंचाने वाले दंगाइयों से जुर्माना वसूला जाएगा. कैबिनेट ने उत्तराखंड सार्वजनिक एवं निजी संपत्ति क्षति वसूली अधिनियम की नियमावली को मंजूरी दे दी है. अधिनियम के तहत दायर दावों का निपटारा ट्रिब्यूनल के माध्यम से किया जाएगा। ट्रिब्यूनल के फैसले को किसी भी सिविल कोर्ट में चुनौती नहीं दी जा सकती.

एक्ट के तहत दंगों और प्रदर्शनों के दौरान किसी की मौत होने पर 8 लाख रुपये तक और कोई घायल होने पर 2 लाख रुपये तक का जुर्माना लगाया जाएगा. संपत्ति के नुकसान की भरपाई बाजार मूल्य से कम पर नहीं की जाएगी। हड़ताल, बंद, दंगे, सार्वजनिक उपद्रव या विरोध प्रदर्शन के कारण निजी संपत्ति के नुकसान की भरपाई के लिए याचिकाकर्ता तीन साल के भीतर निर्धारित कोर्ट फीस के साथ याचिका दायर कर सकेगा।

सार्वजनिक संपत्ति और सार्वजनिक क्षेत्र के उपक्रमों के मामले में, घटना के तीन महीने के भीतर मुआवजे के लिए दावा न्यायाधिकरण के समक्ष दावा याचिका दायर करनी होगी। इसके लिए घटना की प्रथम सूचना रिपोर्ट, संबंधित पुलिस क्षेत्राधिकार की रिपोर्ट के आधार पर जिला मजिस्ट्रेट या कार्यालय प्रमुख के माध्यम से दावा याचिका दायर की जाएगी। कार्यालय प्रमुख, कार्यकारी या मुख्य कार्यकारी द्वारा अधिकृत कोई भी व्यक्ति दावा याचिका दायर कर सकता है। इस कानून के तहत हड़ताल, बंद, दंगे का नेतृत्व या आह्वान करने वालों के खिलाफ भी कार्रवाई की जा सकती है।

Srinagar: PDP MLA Waheed Para’s private member’s bill proposing creation of 16 new districts in Jammu and Kashmir and two additional divisions in Jammu has drawn sharp criticism from the ruling NC as well as the opposition BJP, who have questioned the intention behind the proposed law.The NC said the bill was “a deliberate attempt to subvert the government’s intention of awakening public opinion and empowering the sub-sectors”. The BJP described the proposal as divisive and alleged that it was in line with Pakistan and ISI’s plan to create ‘Greater Kashmir’.Parra presented the Jammu and Kashmir Territorial Administrative Reorganization Bill to the Assembly Secretariat, which proposes new administrative divisions and districts in the union territory to “improve governance and administrative accessibility”.The bill seeks to create two new divisions in Jammu – Chenab and Pir Panjal. This was part of the ISI design in the 1990s to merge these Muslim-majority areas with Kashmir and create ‘Greater Kashmir’.” The PDP is working on the same agenda.
