New Delhi: Kerala, Puducherry and Assam recorded higher turnout on Thursday compared to the 2021 assembly elections, according to data released by the Election Commission.Puducherry recorded the highest voter turnout at 89.20%, up from around 82.2% in 2021. Assam stood second with 85.10%, whereas last time it was 82.04%. Kerala recorded a voter turnout of 77.50%, slightly higher than the previous election’s around 76%.

Voting took place for 126 seats in Assam, 140 in Kerala and 30 in Puducherry. After the polling ended, officials sealed the electronic voting machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) units at the booths. Counting of votes for all three constituencies will take place on May 4.In Kerala, over 2.6 crore voters were eligible to vote in 140 constituencies, with 883 candidates in the fray. There were 1,38,27,319 female voters, 1,31,26,048 male voters and 277 third gender voters in the state. About 4,24,518 voters were in the 18-19 age group, while 2,04,608 voters were 85 years of age and above. A total of 30,471 polling stations were created.The contest in Kerala is mainly between the CPI(M)-led LDF, which has been in power for the last decade, and the UDF, which is trying to oust it from power. BJP is also in the fray and is challenging on both the fronts.In Assam, more than 2.5 crore voters were eligible to vote for the 126-member assembly, with 722 candidates contesting the election. The voters included 1,25,31,552 male voters, 1,25,22,593 female voters and 318 transgender voters. The main contest in the state is between the BJP-led NDA and the Congress-led alliance.10,14,070 voters were eligible to cast their votes for 30 assembly seats in Puducherry. The voters included 5,39,125 women, 4,74,788 men and 157 third gender voters. A total of 24,156 voters were in the 18-19 age group.The ruling NDA, which includes the All India NR Congress and the BJP, faces a challenge from the Congress-DMK alliance. Actor Vijay’s Tamilaga Vetri Kazhagam is also in the fray, making the contest triangular.

New Delhi: The Supreme Court Expressing concern on Thursday over arguments supporting sect-based restrictions on temples and monasteries, he said such exclusion could adversely impact Hinduism and divide the society.This comment came during the hearing of petitions related to discrimination against women at religious places by a nine-judge Constitution bench headed by Chief Justice Surya Kant. Sabarimala Templeand the extent of religious freedom available to different faiths and sects.The bench also included Justices BV Nagarathna, MM Sundaresh, Ahsanuddin Amanullah, Arvind Kumar, Augustine George Masih, Prasanna B Varale, R Mahadevan and Joymalya Bagchi.Senior advocate CS Vaidyanathan, appearing for devotees of Lord Ayyappa at the Sabarimala temple in Kerala, argued that Article 26 (b) of the Constitution gives the right to a religious sect to manage its own affairs and would override Article 25 (2) (b), which gives the state the right to open Hindu religious institutions of public nature to all sections of the society.Appearing for the Nair Service Society and other organizations associated with devotees of Lord Ayyappa, Vaidyanathan argued that they constitute a separate religious sect and hence have the right to manage the affairs of the hilltop temple.He submitted that a communal temple could permit worship or restrict it only to members of that sect, while maintaining that public temples should remain open to all.On the issue of access to the Sabarimala temple, he said, “At Sabarimala, there is no discrimination among devotees. There is no bar for Christians or Muslims either, but they must have faith and belief in the divinity of Lord Ayyappa and they have to follow rituals like the 40-day vratam and all the practices prescribed for believers.” No one has been banned and hence, the concept has not been understood.”Vaidyanathan also said that giving primacy to Article 25(2)(b) over Article 26(b) would have a specific impact on Hinduism, as Article 25(2)(b) specifically enables the state to make laws opening Hindu temples to all sections of the society.He also told the court that there are private family temples in Kerala where only members of particular families worship and such temples serve only their sect. Such temples cannot seek funds from the state, private donors or the public as they are not dependent on them, he said.His argument was that if any law has to be made then it will have to meet the criteria of public order, morality or health.He also said that the freedom of conscience of an individual defeats the freedom of community or sect.Referring to the 2018 Sabarimala verdict, Vaidyanathan said Justice (retd) DY Chandrachud had wrongly framed the issue.“He asked whether individual rights would prevail over group or collective rights and he wrongly held that individual rights could prevail over collective religious rights,” he said.This line of argument expressed particular concern over its broader impact on Hindu religious practice.Justice B.She said, “Everyone should have access to every temple and monastery. Keep aside the controversy in the Sabarimala verdict (2018). But if you say it is a practice and it is a matter of religion then I will exclude others and only my class, my sect, will go to the temple and no one else, this is not good for Hinduism. Don’t let the religion be adversely affected. It will be prejudicial to the sect.”Justice Arvind Kumar agreed, saying such a boycott would divide the society.Justice Nagarathna further said, ‘If the argument is that only Gowda Saraswat Brahmins should come to the temple, followers of Kanchi Math should only go to Kanchi, they should not go to Sringeri, followers of Sringeri should not go to Kanchi, then it will affect the religion.’He also said that the state can take steps under Article 25(2)(b) to ensure access to temples for all sections of the society.Justice Kumar, responding to Vaidyanathan’s contention that Article 26(B) supersedes Article 25(2)(B), said, “That’s why we said, don’t take the argument too high.”Justice Nagarathna clarified that she was not referring to private family temples and said, “Religion should not be adversely affected.”During the hearing, the bench also discussed the Deoru judgment of 1957, in which the Supreme Court had upheld the Madras Temple Entry Authorization Act. The judgment said that although a temple remains open to all Hindus, certain ceremonial practices reserved for Gowda Saraswat Brahmins are constitutionally acceptable.Justice Kumar also asked Vaidyanathan whether he agreed that Article 26 is not a standalone provision and whether it should be read with Article 25(2) in line with the central government’s position.Vaidyanathan said he disagrees with the Centre’s stand, arguing that Article 25(2) is an enabling provision and does not confer any rights, while Article 26 provides specific rights to a sect.The hearing will resume next week.

New Delhi: The Hindu Front for Justice on Thursday told the Madhya Pradesh High Court that Archaeological Survey of India (ASI) documents, including its scientific survey report, support its claim that a temple existed before the mosque at the disputed Bhojshala complex in Dhar district.Hindus consider the Bhojshala complex to be the temple of Vagdevi (Saraswati), while the Muslim side identifies it as the Kamal Maula Masjid. The controversy has led to several petitions and a writ appeal being filed regarding the religious character of the site, which the Indore bench is hearing on a daily basis since April 6.

In its public interest litigation (PIL), the Hindu Front for Justice claimed that there was a temple dedicated to Goddess Saraswati at the 11th century site and after demolishing the temple, its remains were reused to build a mosque.On the fourth day of the hearing, advocate Vishnu Shankar Jain, appearing for one of the petitioners, completed his arguments before a division bench of Justice Vijay Kumar Shukla and Justice Alok Awasthi. Jain submitted that a Saraswati temple existed at the site and alleged that “Muslim rulers with a mindset opposed to idol worship” demolished the Hindu place of worship and reused its remains to construct a mosque in the complex.To support his arguments, Jain cited the ASI’s 2024 Scientific Survey Report prepared on the instructions of the High Court, its replies and affidavits, and historical documents published by the central government agency in 1902 and 1904. He claimed that the ASI material based on the actual condition of the site supports the petitioner’s case.“This does not mean that the ASI is taking sides. The ASI is merely putting the facts on record based on what is available at the site,” Jain told the court. He also told the court that the report listed numerous evidences of the temple present at the site, including remains of religious symbols, Sanskrit inscriptions and sculptures.However, when Jain began to mention parts of the scientific survey report in detail, a senior lawyer representing the Center objected and insisted that it was the job of the ASI lawyer to “display” his findings before the court. Counsel for one of the intervenors from the Muslim side also objected and argued that the petitioner is relying on the documents of the respondent (ASI) to support his case, which is not admissible under law.After considering the objections, the high court allowed Jain to highlight certain relevant parts of the ASI report, which functions under the Union Ministry of Culture.On March 11, 2024, the High Court had directed the ASI to conduct a scientific survey of the Bhojshala-Kamal Maula Masjid complex. The survey began on March 22, 2024, and the ASI submitted its report on July 15, 2024, after 98 days of the exercise. The more than 2,000-page report indicates that a large structure from the Paramara period (9th to 13th century) existed on the site before the mosque, and parts of the temples were reused in the present complex.The Muslim side has questioned the ASI survey and rejected the Hindu side’s claim that the site was originally a temple, alleging that some of the material included in the survey was “introduced through the back door.”

According to the Chief Minister’s Office, he directed that the Yatra be made plastic free by installing adequate number of collection boxes on the routes and strictly controlling the use of plastic. He also warned that any attempt to spread misinformation or rumors regarding the Char Dham Yatra will be followed by immediate FIR and strict action.Emphasizing on public participation, he called for active participation of local bodies, voluntary organizations and youth to turn the Yatra into a people’s movement.With regard to helicopter services, the Chief Minister issued strict instructions to ensure complete compliance of SOPs, mandatory regular maintenance and fitness checks of all helicopters and adequate rest intervals to avoid operational overloading.He also directed officials to further strengthen the weather-based real-time monitoring system to effectively deal with emergencies. Along with improving cleanliness, beautification and signage on the travel routes, instructions were given to develop attractive selfie points and theme based installations at major places.According to the release on supply management, the Chief Minister clearly said that there should be no shortage of essential commodities like gas, petrol, diesel and other necessities on the route. District supply officers will be made responsible and separate nodal officers will be appointed to ensure daily monitoring.He directed to set up adequate medical units and temporary hospitals as per requirement on the routes to strengthen the health services. He also gave instructions to increase veterinary facilities for animals. Also, emphasis was laid on ensuring adequate availability of clean drinking water through CSR and other resources.Giving priority to the convenience of the pilgrims, the Chief Minister ordered the development of basic amenities such as toilets, shelters and other facilities. He stressed the need for effective slot management and crowd control systems along with real-time digital monitoring to reduce waiting time for darshan.He also directed that the online registration system be further strengthened with additional booths at congested registration centers and simplification of the digital process. From the security point of view, CCTV cameras should be fully operational along the entire route and AI-based monitoring systems should be implemented where necessary. Emphasis was also laid on increased surveillance at sensitive locations and constant monitoring from control rooms.Taking a tough stance on law and order, the Chief Minister directed for deployment of adequate police and home guards on major roads, intersections and markets.He also directed that traffic congestion should be avoided through an effective traffic management plan and alternative routes should be identified to ensure that local residents are not inconvenienced.Regarding disaster management, he directed to pre-identify sensitive areas and deploy necessary resources. Emphasis was laid on better coordination between SDRF, NDRF and local administration along with keeping 24×7 control rooms and helplines active for quick emergency response.The Chief Minister also directed to hold regular review meetings during the visit period to monitor the progress and implement immediate corrective measures based on past experiences. He stressed on timely repairing of potholes and maintaining the condition of the road.Referring to the controversies related to community food services (bhandars) last year, he directed the administration to establish coordination between the local people and pilgrims to find a permanent solution. Strict action against overcharging was also ordered, along with mandatory display of rate lists at all shops.On transport, he directed that all vehicles should have valid fitness certificate, green card and trip card. He also directed the supply department to ensure uninterrupted availability of LPG, kerosene, petrol and diesel on the Chardham Yatra routes.
