उत्तराखंड: राज्य के अटल उत्कृष्ट विद्यालयों के लिए बनेंगे अलग नियम, शिक्षकों के होंगे तबादले
प्रदेश के सीबीएसई बोर्ड से संबद्ध 189 अटल उत्कृष्ट विद्यालयों के लिए सरकार अलग नियम बनाने जा रही है। शिक्षा मंत्री डॉ. धन सिंह रावत के मुताबिक, इससे इन स्कूलों के शिक्षकों को तबादलों का खतरा हो जाएगा. वहीं, सुगम क्षेत्रों में तैनात शिक्षकों की सेवाएं दुर्गम क्षेत्रों में तैनात शिक्षकों में नहीं जोड़ी जाएंगी।
शिक्षा विभाग में उत्तराखंड बोर्ड द्वारा संचालित कुछ सरकारी इंटरमीडिएट कॉलेजों को वर्ष 2020-21 में सीबीएसई बोर्ड से संबद्ध कर दिया गया था। माध्यमिक विद्यालयों में तैनात शिक्षकों का चयन स्क्रीनिंग परीक्षा के माध्यम से इन विद्यालयों के लिए किया गया। निर्णय लिया गया कि इन विद्यालयों के लिए चयनित प्रधानाध्यापक, शिक्षक व कर्मचारियों के पदों पर पांच साल के लिए तैनाती की जायेगी.
दूरस्थ क्षेत्रों में तैनात शिक्षकों की एक वर्ष की सेवा दो वर्ष मानी जायेगी।
शिक्षकों की सहमति पर नियुक्ति अधिकारी द्वारा उनकी तैनाती अगले पांच वर्ष के लिए बढ़ाई जा सकेगी। वहीं, इन स्कूलों में चयनित शिक्षकों और कर्मचारियों को प्रोत्साहित करने के लिए सुगम क्षेत्रों में तैनात शिक्षकों की सेवाओं को दुर्गम क्षेत्रों में तैनात शिक्षकों में जोड़ा जाएगा। वहीं सुदूरवर्ती इलाकों में तैनात शिक्षकों की एक साल की सेवा दो साल मानी जायेगी.
सरकार के इस फैसले से शिक्षकों के लिए दोहरी व्यवस्था बन गयी है. जहां सुगम क्षेत्र के एक अटल उत्कृष्ट विद्यालय में पहले से पदस्थ एक शिक्षक की सेवाएं सुगम क्षेत्र में जोड़ी जा रही हैं। वहीं, इन स्कूलों में आए चयनित शिक्षकों और कर्मचारियों की सेवाओं को दुर्गम क्षेत्रों की सेवाओं के रूप में जोड़ा जा रहा है। इससे इन स्कूलों में पहले से तैनात शिक्षकों में नाराजगी है। इस व्यवस्था के कारण इन स्कूलों के शिक्षकों का दुर्गम में स्थानांतरण नहीं हो पा रहा है.

हम अटल उत्कृष्ट विद्यालयों के लिए अलग नियम बना रहे हैं, सुगम विद्यालयों में आने वाले चयनित शिक्षकों की सेवाएं दुर्गम में जोड़ी जा रही हैं, हम इसमें बदलाव करने जा रहे हैं, इन विद्यालयों के प्रधानाचार्यों को कुछ अन्य अधिकार भी दिए जाएंगे। – डॉ. धन सिंह रावत, शिक्षा मंत्री
Three Ukrainian war veterans – Petro Hraba, Taras Slivyak and Ivan Sukmanovsky were arrested by Immigration Bureau officials at Lucknow airport on 13 March and handed over to the NIA. He has been charged under UAPA.Investigators on Tuesday said the alleged network was led by US citizen Matthew Aaron Van Dyke, who was arrested at the Kolkata airport, while three other Ukrainians – Stefankiv Marian, Honcharuk Maxim and Kaminsky Victor – were recently caught in Delhi.Van Dyke, who describes himself online as the founder of a security consulting firm and a filmmaker, has claimed to be involved in conflicts in Libya and Ukraine and covert operations in Venezuela.All seven accused are in NIA custody as investigators expand their probe into alleged cross-border links, supply chains and potential threats to Indian security.On Monday, Additional Sessions Judge Prashant Sharma at New Delhi’s Patiala House Court sent the group to 11-day police custody, underscoring that the charges have a direct bearing on “national security and India’s interests”. The court held that custodial interrogation is necessary at this stage of the investigation.According to investigation details, the Lucknow detainees flew to India from the UAE on tourist visas in December 2025, traveled to Mizoram without mandatory restricted area permits and allegedly entered Myanmar, where they established contacts with armed groups hostile to India.Investigators said the suspects traveled by bus from Guwahati to Lucknow and stayed at a hotel near the airport a few hours before their scheduled departure. The hotel owner said all three claimed to be tourists, with one calling himself a chef, but avoided questions about prior activities.“Timely submission of Form C by the hotel played an important role in tracking them,” said a source.Investigators allege the group transported drones from Europe to India and then to Myanmar, where they trained ethnic rebels involved in the conflict with the junta.Mizoram Chief Minister Lalduhoma had earlier told the state assembly that intelligence inputs suggested the presence of Ukrainian war veterans training insurgent organizations in Chin.With inputs from Delhi
