New Delhi: After notifying April 16, 2026, as the date from which the Constitution (One Hundred and Sixth Amendment) Act, 2023 – which will reserve for women one-third of the seats in the House of the People and Legislative Assemblies of all States and the Union Territory of Delhi – will come into force, the government on Friday notified April 17, 2026, as the date from which the Constitution (One Hundred and Sixth Amendment) Act, 2023 – relevant to the Union Territory of Jammu and Kashmir – will come into force. There will be provision for quota for women in the laws. And PuducherryIt will also be enacted and implemented in 2023.The Home Ministry issued a gazette notification for this purpose.Parliament had enacted the Constitution Amendment Act 2023 to pave the way for women’s reservation in the Lok Sabha, the Legislative Assembly of every state and the Legislative Assembly of Delhi.Similar provisions for reservation for women in the legislatures of Puducherry and Jammu and Kashmir were made through the Union Territory Government (Amendment) Act, 2023 and the Jammu and Kashmir Reorganization (Second Amendment) Act, respectively.However, on Friday, three bills aimed at implementing women’s reservation in the Lok Sabha and state assemblies from 2029 – the Constitution (One Hundred and Thirty-first Amendment) Bill, 2026, the Delimitation Bill, 2026, and the Union Territory Laws (Amendment) Bill, 2026 – were defeated in the Lok Sabha.The 2023 Constitution Amendment Act and related amendments for Jammu and Kashmir and Puducherry provide that women’s reservation will come into force after the commencement of the Act after the first delimitation on the basis of the relevant census. The relevant exercise will be Census 2027, scheduled from April 1, 2026 to March 1, 2027.
