New Delhi: Amid the government’s big push on next-generation reforms to ease life and ease of doing business, PM Modi has directed all ministries and departments to reach out to the target beneficiaries – citizens and businesses – to assess the impact of policy amendments on their lives and work.TOI has learned that PM Modi, while chairing the last Council of Ministers, had told his cabinet colleagues and top bureaucrats not to limit themselves to merely introducing and notifying reforms. Cabinet Secretary TV Somanathan and secretaries of more than half a dozen departments made presentations on reforms undertaken by ministries and departments in the last two years.“The message was to see whether the reforms have brought about the desired results, and the impact can be assessed only after receiving feedback from the desired group. “Reforms should focus on people and take into account every aspect and not just be treated as an administrative exercise,” said an official who attended the meeting.Officials said ministries and departments have been asked to consider all the issues in depth and identify further areas for improvement during consultations with stakeholders. “Most of the major reforms have been implemented. The focus now should be on fine-tuning the nuts and bolts of process reforms. This should be driven by each ministry and department concerned,” said a person with knowledge of the deliberations.An official said the ministries now intend to interact with stakeholders to assess the impact of the steps taken by them over the past few years and also identify new measures that may be required. It is also learned that the departments have been asked to focus on resolution of public complaints, including designating officers to deal with citizens’ complaints. Noting that the government remains the largest litigant, the Prime Minister has also directed officials to take measures to reduce court cases and arbitration. “This is a directive to ensure that no new cases arise in the future due to any regulatory framework,” said an official. “Each agency should ensure that the affidavits are filed on time and are of good quality.”
