मुजफ्फरनगर निजी स्कूलों द्वारा महंगी किताबें बेचे जाने के विरोध में अभिभावकों का गुस्सा खुलकर सामने आ गया. शुक्रवार को भारतीय किसान मजदूर (संयुक्त मोर्चा) के बैनर तले बड़ी संख्या में अभिभावक बेसिक शिक्षा अधिकारी कार्यालय पहुंचे और प्रदर्शन कर ज्ञापन सौंपा।

अभिभावकों का आरोप है कि निजी स्कूल बच्चों की किताबों को लेकर मनमानी कर रहे हैं, जिससे मध्यमवर्गीय और निम्न आय वर्ग के परिवारों पर अतिरिक्त आर्थिक दबाव बढ़ रहा है. प्रदर्शन के दौरान प्रशासन से तत्काल हस्तक्षेप और कार्रवाई की मांग की गई.

नए सत्र से बढ़ता वित्तीय बोझ विरोध का कारण बन रहा है

हर साल नए शैक्षणिक सत्र की शुरुआत के साथ ही अभिभावकों को बच्चों के लिए नई किताबें खरीदने के लिए मजबूर होना पड़ता है। इस बार भी स्थिति कुछ अलग नहीं थी, लेकिन इस बार किताबों की कीमतों में असामान्य वृद्धि ने विरोध को जन्म दिया।

अभिभावकों का कहना है कि कई निजी स्कूलों ने यह अनिवार्य कर दिया है कि वे अपनी निर्धारित दुकान से ही किताबें खरीदें. इसके चलते अभिभावकों के पास कोई विकल्प नहीं बचता और वे महंगी किताबें खरीदने को मजबूर हो जाते हैं।

इस स्थिति ने शिक्षा व्यवस्था में पारदर्शिता और समानता को लेकर गंभीर सवाल खड़े कर दिये हैं.

केवल निर्धारित पुस्तक दुकानों से ही खरीदारी करने की बाध्यता पर उठे सवाल

प्रदर्शन में शामिल अभिभावकों ने कहा कि स्कूल प्रबंधन की ओर से कुछ विशेष दुकानों को अधिकृत किया गया है, जहां से किताबें खरीदने का दबाव बनाया जाता है. अगर कोई अभिभावक दूसरी दुकानों से किताबें खरीदने की कोशिश करता है तो कई बार उसे परोक्ष रूप से मना कर दिया जाता है।

उन्होंने आरोप लगाया कि खुले बाजार में उपलब्ध वही किताबें निर्धारित दुकानों पर कई गुना अधिक कीमत पर बेची जा रही हैं। इससे यह संदेह गहरा गया है कि किताबों की बिक्री के लिए सुनियोजित व्यवस्था की गयी है.

बाजार और स्कूलों द्वारा तय दुकानों की कीमतों में बड़ा अंतर

प्रदर्शन कर रहे अभिभावकों का कहना था कि बाजार में उपलब्ध किताबों की कीमत और स्कूल द्वारा तय कीमत में काफी अंतर देखा गया है. कई मामलों में तो एक ही किताब की कीमत दोगुनी या उससे भी ज्यादा बताई जा रही है.

अभिभावकों का कहना है कि ऐसी व्यवस्था शिक्षा को सेवा के बजाय व्यवसाय बनाने का संकेत देती है. उनका आरोप है कि किताबों के नाम पर अभिभावकों से अनावश्यक राशि वसूली जा रही है.

महंगाई के दौर में शिक्षा का खर्च एक बड़ी चुनौती बन गया है

प्रदर्शन के दौरान अभिभावकों ने यह भी कहा कि बढ़ती महंगाई के कारण पहले से ही परिवारों का बजट प्रभावित हो रहा है. ऐसे समय में बच्चों की पढ़ाई के खर्च में लगातार बढ़ोतरी चिंता का विषय बन गई है.

उन्होंने कहा कि फीस, वर्दी, परिवहन और अन्य शैक्षणिक खर्चों के साथ-साथ किताबों की बढ़ती कीमतों ने परिवारों की वित्तीय स्थिति पर अतिरिक्त दबाव डाला है। इसके कारण कई परिवारों को अपने बच्चों की शिक्षा जारी रखना मुश्किल हो रहा है।

गरीब और मध्यम वर्गीय परिवार सबसे ज्यादा प्रभावित हैं

प्रदर्शनकारियों ने कहा कि इस तरह की मनमानी का सबसे ज्यादा असर गरीब और मध्यम वर्गीय परिवारों पर पड़ रहा है. ऐसे परिवार पहले से ही अपनी सीमित आय से अपने बच्चों की शिक्षा का खर्च पूरा करने की कोशिश कर रहे हैं।

अभिभावकों का कहना है कि अगर किताबों की कीमतें नियंत्रित नहीं की गईं तो कई परिवारों को अपने बच्चों की पढ़ाई बीच में ही रोकने जैसे कठिन फैसले लेने पड़ सकते हैं.

प्रशासन को सौंपा ज्ञापन, जांच की मांग तेज

मुज़फ़्फ़रनगर न्यूज़ निजी स्कूलों की किताबों का विरोध इस दौरान अभिभावकों ने बेसिक शिक्षा अधिकारी कार्यालय में ज्ञापन सौंपकर पूरे मामले की जांच कराने की मांग की. उन्होंने कहा कि प्रशासन को यह सुनिश्चित करना चाहिए कि स्कूल किसी भी अभिभावक पर निर्धारित दुकानों से किताबें खरीदने का दबाव न डालें.

ज्ञापन में दोषी स्कूलों के खिलाफ सख्त कार्रवाई की मांग की गई ताकि भविष्य में ऐसी स्थिति दोबारा पैदा न हो।

इस विरोध प्रदर्शन में भारतीय किसान मजदूर (संयुक्त मोर्चा) ने सक्रिय भूमिका निभाई. संगठन के प्रतिनिधियों ने कहा कि शिक्षा व्यवस्था में पारदर्शिता बनाए रखना प्रशासन की जिम्मेदारी है।

उन्होंने चेतावनी दी कि यदि अभिभावकों की समस्याओं का समाधान नहीं किया गया तो बड़े स्तर पर आंदोलन शुरू किया जायेगा.

अभिभावकों ने आंदोलन तेज करने की चेतावनी दी

प्रदर्शन कर रहे अभिभावकों ने साफ कहा कि अगर जल्द ही इस मामले में ठोस कार्रवाई नहीं की गई तो वे आंदोलन तेज करेंगे. उन्होंने यह भी कहा कि मजबूरी में बच्चों को निजी स्कूलों से निकालने का फैसला लेना पड़ सकता है.

अभिभावकों ने प्रशासन से अपेक्षा जताई कि शिक्षा व्यवस्था को संतुलित एवं न्यायसंगत बनाने के लिए तत्काल कदम उठाए जाएं.

शिक्षा व्यवस्था में पारदर्शिता की मांग तेज

इस विरोध के बाद शहर में निजी स्कूलों की कार्यप्रणाली को लेकर व्यापक चर्चा शुरू हो गयी है. कई सामाजिक संगठनों ने भी किताबों की कीमतों पर नजर रखने की जरूरत पर बल दिया है.

विशेषज्ञों का मानना ​​है कि अगर किताबों की बिक्री को लेकर स्पष्ट दिशानिर्देश बना दिए जाएं तो अभिभावकों को राहत मिल सकती है और शिक्षा व्यवस्था और अधिक पारदर्शी हो सकती है.
