देहरादून दून मेडिकल कॉलेज के सभागार में आयोजित नारी शक्ति वंदन सम्मेलन में केंद्रीय राज्य मंत्री सावित्री ठाकुर ने कहा कि यह सिर्फ एक कानून नहीं बल्कि एक बड़ा कदम है जो भारत के भविष्य को दिशा देगा।

उन्होंने कहा कि यह कानून महिलाओं के आत्मविश्वास और सम्मान को नई ऊंचाई प्रदान करेगा। इसका इंतजार देश दशकों से कर रहा था. 2014 के बाद मोदी सरकार की हर योजना और नीति के केंद्र में महिलाएं रहीं. ये सिर्फ एक कानून नहीं है, महिलाएं सिर्फ वोट देने तक ही सीमित नहीं रहेंगी. नीति निर्माण में भी अहम भूमिका निभाएंगे.

पुलिस ने दोनों प्रवक्ताओं के खिलाफ भारतीय न्याय संहिता (बीएनएस) की धारा 353(1)(बी) और आईटी अधिनियम की धारा 66 और 66डी के तहत मामला दर्ज किया है। पुलिस का कहना है कि यह सोची-समझी साजिश का हिस्सा हो सकता है. जांच में यह भी पता चला है कि 7 व्हाट्सएप ग्रुप और करीब 25 सोशल मीडिया बॉट हैंडल के जरिए गलत सूचना फैलाने की कोशिश की गई थी। पुलिस अब पूरे डिजिटल नेटवर्क की जांच कर रही है.

वेतन बढ़ोतरी की मांग को लेकर प्रदर्शन शुरू हुआ
यह पूरा मामला सोमवार को शुरू हुआ, जब वेतन बढ़ाने की मांग को लेकर कर्मचारी सड़कों पर उतर आए. शुरुआत में प्रदर्शन शांतिपूर्ण था, लेकिन पुलिस द्वारा रोकने की कोशिश के बाद स्थिति बिगड़ गई. देखते ही देखते झड़पें शुरू हो गईं और प्रदर्शन हिंसक हो गया. भीड़ ने पुलिस की गाड़ियों पर पथराव किया और कई जगहों पर आगजनी की घटनाएं भी हुईं. पुलिस ने तुरंत कार्रवाई करते हुए स्थिति को नियंत्रित कर लिया.

300 से ज्यादा हिरासत में, पीएसी और आरएएफ तैनात
पुलिस ने अब तक 300 से ज्यादा लोगों को हिरासत में लिया है. पूरे मामले की जांच के लिए एक उच्च स्तरीय कमेटी का गठन किया गया है. औद्योगिक क्षेत्रों में सुरक्षा के लिए पीएसी और आरएएफ तैनात कर दी गई है ताकि आगे कोई हिंसा न हो.

राजाजी टाइगर रिजर्व में गुलदारों का राज है। वन विभाग के सहयोग से वन्यजीव संरक्षण के लिए काम करने वाली एक संस्था ने राजाजी टाइगर रिजर्व के पश्चिमी हिस्से में ही एक अध्ययन किया है, जिसमें अकेले उस क्षेत्र में दो सौ से अधिक तेंदुओं की जानकारी सामने आई है। जबकि राष्ट्रीय बाघ संरक्षण प्राधिकरण ने वर्ष 2020 में भारत में तेंदुए की स्थिति-2020 रिपोर्ट जारी की थी, जिसमें बताया गया था कि पूरे राजाजी में 171 तेंदुए थे।

राजाजी टाइगर रिजर्व के मुख्यतः दो भाग हैं, पूर्वी और पश्चिमी। पूर्वी भाग में बाघों की तुलनात्मक रूप से अच्छी संख्या है, जबकि पश्चिमी भाग में बाघ कम हैं। ऐसे में कॉर्बेट टाइगर रिजर्व से बाघों को लाकर यहां छोड़ा गया है. राजाजी टाइगर रिजर्व के पश्चिमी हिस्से में वन्यजीव संरक्षण के लिए काम करने वाले एक एनजीओ ने साल 2025 में एक अध्ययन किया है.

मिली जानकारी के मुताबिक इस अध्ययन से पता चला है कि सिर्फ पश्चिमी हिस्से में ही 200 से ज्यादा गुलदार हैं. घनत्व के लिहाज से यह गुलदारों की अच्छी संख्या है। वन विभाग के अनुसार क्षेत्र में बाघों की संख्या कम होने के कारण गुलदारों की संख्या अधिक है। इसके अलावा पश्चिमी भाग में गुलदार को खाने वाले हिरण आदि की संख्या भी अधिक है। बेहतर आवास के कारण तेंदुओं की संख्या में वृद्धि हुई।

गुलदार साफ दिख रहे थे, इसलिए अध्ययन किया गया

वन विभाग के अनुसार गुलदार बड़ी संख्या में दिखाई दे रहे हैं। इसलिए पढ़ाई करने का निर्णय लिया गया. इसके अलावा आवास की योजना और सुरक्षा प्रबंधन भी शामिल था। इस संबंध में अपर मुख्य वन संरक्षक वन्य जीव एवं सूचना विवेक पांडे ने बताया कि अध्ययन में पश्चिमी हिस्से में तेंदुओं की संख्या का पता चला है, अब संबंधित संस्था पूर्वी हिस्से में भी अध्ययन कराएगी. इसके बाद पूरे राजाजी टाइगर रिजर्व में बाघों की संख्या का पता चल सकेगा।

Strict penalty for unauthorized pilgrims and travel visa holders

At the heart of the rules are fines of up to SAR 20,000, targeting two categories:

  • Persons who perform or attempt to perform Hajj without official permission
  • Holders of any type of visit visa who enter, attempt to enter or stay in Mecca or the Holy Sites between 1 Dhu al-Qi’ada and 14 Dhu al-Hijja.

The specified period covers the peak Hajj window, during which access is strictly controlled to ensure safety and crowd management.

Heavy fine for facilitators and supporters

More serious fines of up to SAR 100,000 have been imposed for violators. This applies to many actions:

  • Applying for a visit visa for persons who undertake or attempt to perform Hajj without a permit, or who enter or remain in Mecca and the holy sites during restricted periods.
  • Taking, or attempting to take, visa holders to Mecca and holy sites between 1 Dhu al-Qi’ada and 14 Dhu al-Hijja
  • Providing accommodation or shelter to visiting visa holders in any form, including:
  • hotel
  • apartment
  • private residence
  • shelters
  • Hajj accommodation facilities
  • Any other accommodation arrangement
  • Concealing such persons or providing any assistance that would allow them to remain in restricted areas during the same period

These fines are not fixed per incident. They are multiplied depending on the number of individuals involved, significantly increasing the financial consequences of large-scale breaches.

Deportation and long-term entry ban

The ministry has also introduced strict immigration consequences. Persons identified as infiltrators, including residents and visa overstayers, will be:

  • deported to their home countries
  • Banned from re-entering Saudi Arabia for 10 years

The measure aims to prevent repeated violations during Hajj and tighten overall entry controls.

Vehicle seizure and legal recourse

Authorities will also take steps to increase enforcement through the courts. The Ministry of Interior will request to seize land transport vehicles used to transport travel visa holders to Mecca and holy sites during the period 1-11-1447 to 14-12-1447 (23 April 2026 to 4 June 2026). This applies where the vehicle is owned by the transporter, the contributory or any associate involved in the contravention.Additionally, the Ministry has outlined legal safeguards:

  • Punished persons have the right to file a complaint within 30 days of notification
  • Appeals against Committee decisions may be submitted to the Administrative Court within 60 days of the Committee’s decision.

The framework signals a zero-tolerance approach as Saudi authorities aim to manage the number of pilgrims, reduce overcrowding and ensure a controlled and safe Hajj experience.

New Delhi: Former President Pratibha Devisingh Patil wrote a letter to the Prime Minister Narendra Modi Expressing its strong support for the implementation of the Women’s Quota Bill, calling it a ‘transformational step’ for India’s democracy.Patil, who served as the country’s first woman and 12th President from 2007 to 2012, said the ‘historic’ Nari Shakti Vandan Act constitutional amendment will significantly strengthen women’s representation in legislative bodies and deepen democratic participation.“India has consistently witnessed the extraordinary contributions of women in every sphere of national development, often overcoming formidable social and structural barriers,” Patil said. He said the law formally recognizes their immense potential and creates institutional pathways for their leadership at the highest levels of governance.“It marks a decisive step toward addressing historic inequalities and creating a more just and equitable society,” he said. His comments come ahead of the special session of Parliament starting on April 16, where amendments to the Act and the proposed Delimitation Bill to enable one-third reservation for women are expected to be brought in Parliament.In her letter, Patil described the law as “much more than a legal provision” and said it reflects a collective resolve to advance gender equality and promote inclusive governance. He said, “I am confident that this progressive initiative will ignite the aspirations of countless women, especially from rural and marginalized communities, encouraging them to take up leadership roles and contribute meaningfully to nation building.”Highlighting the broader impact, she said greater representation of women in Parliament and state legislatures would enrich the debate, promote more balanced policymaking and inspire future generations to participate in public life.Patil said, “I commend the leaders and all stakeholders who worked tirelessly over the years to turn this long-cherished dream into reality.
