New Delhi: In a blow to Congress’s Pawan Kheda, the Supreme Court on Wednesday stayed the Telangana High Court order granting him transit anticipatory bail, allowing him to be arrested by the Assam Police, which is searching for him in a case registered on the complaint of Assam CM Himanta Biswa Sarma’s wife.Expressing surprise over the Telangana High Court considering Kheda’s plea related to an FIR filed in Assam, a bench of Justices JK Maheshwari and Atul S Chandukar stayed the April 10 order giving him a week’s time to approach the concerned court in Assam. The SG said the Congress functionary committed “forum-selection” by filing the case before the Telangana HC, which had no jurisdiction. He said Khera did not mention in his petition in the HC why he could not go to Assam.SG Mehta said Kheda invoked the jurisdiction of the Telangana HC on the ground that his wife lived there, but told the bench that his Aadhaar card had a Delhi address. He said that possession of immovable property in a state is not sufficient to invoke jurisdiction in that state and is an abuse of the process of law. SG Mehta said, “If this is the case, then one can buy property across the country, and take advance security from a place of one’s choosing. This is forum-shopping, if not forum-choosing.”The SG told the bench that the front of the Aadhaar card (filed in the HC) was in the name of respondent no. 1 (Khera), although the back showed his wife’s address. “Thus, by presenting a fabricated document, the petition for bail was filed only to expose the jurisdiction of the Telangana HC,” he said.After a brief hearing, the bench stayed the HC order and issued notice to Khera seeking his response on the appeal filed by the Assam government. “In the meantime, the implementation of the impugned order will remain stayed,” the bench said. We make it clear that if the defendant applies for anticipatory bail before the court having jurisdiction in Assam and while deciding such application, the order passed by this court today staying the order of transit bail will have no adverse effect on the court,” and posted the matter for May 13.Earlier, in a relief to Kheda, the HC had rejected the Assam government’s argument on the maintainability of the bail plea.

According to the report, total global electricity production from fossil fuels has declined by 1% year-on-year, with the exception of China, where it increased by 2%. “In countries with real-time electricity data, coal-fired electricity generation declined by 3.5%, and gas-fired electricity generation declined by 4.0% in March,” it said.“This was due to increases in solar (14%) and wind (8%) generation. Hydroelectric generation also saw a small increase (2%), but this was more than offset by the decline in nuclear power generation.”The think tank said the data runs contrary to widespread expectations that coal power generation would increase amid a drop in energy supplies caused by the conflict. It also saw seaborne coal transportation volumes fall 3% in March to the lowest level since 2021.“Record growth in global clean energy generation, particularly solar and wind, has helped mitigate the impact of the latest fossil fuel crisis. The increase in clean electricity has offset the decline in gas-fired power generation following the Hormuz blockade, preventing a surge in coal-fired power generation,” said Lauri Myllyvirta, lead analyst at CREA. “To mitigate the impacts of the current crisis and make such recurring global emergencies a thing of the past, it is essential to use this moment to accelerate the global energy transition.The report said that in the US and India, growth in solar power was the biggest reason for the decline in fossil fuel-based power generation. India added 55.3 GW of renewable energy capacity in FY 2025-26 and improved its global ranking to third place after China and the US.

New Delhi: Nearly 12 lakh households have so far conducted self-enumeration across 11 states and union territories for the Houselisting Operation (HLO) phase of Census 2027. More than half of these families have availed the self-enumeration facility in the last 4-5 days.With the conclusion of the 15-day self-enumeration window on Wednesday in Andaman and Nicobar Islands, Goa, Karnataka, Odisha, NDMC and cantonment areas of Delhi NCR, Mizoram, Sikkim and Lakshadweep, field census operations, involving door-to-door enumeration, will begin in eight states/UTs from Thursday.These field operations will continue for one month i.e. till 15th May. Given that the 12 lakh households enumerated so far constitute only a small percentage of the total population of the eight states, the enumerator’s visit will be important to obtain complete and accurate data on housing conditions and household amenities.A Home Ministry spokesperson on Monday said the HLO phase of the census forms an essential basis for evidence-based planning and formulation of welfare and development programmes.The self-count window is open till April 19 in Gujarat and Dadra and Nagar Haveli and Daman and Diu and till April 24 in Uttarakhand. It will begin in Andhra Pradesh, Arunachal Pradesh, Haryana, Chandigarh, Madhya Pradesh and Chhattisgarh on Monday and in Bihar on Friday.The Self-Enumeration (SE) facility is being offered for the first time in Census 2027, which is also India’s first digital census. The Census 2027 handle, in a post on X, had put the number of self-enumerated households till April 10 at 5.7 lakh, which means around 6.3 lakh had enrolled between April 11 and 15.Residents who have completed the self-enumeration should keep their self-enumeration ID (SE ID) ready to complete the HLO process and share it with the enumerator during the field visit.All data collected under the Census Act, 1948 remains strictly confidential and is used only for statistical purposes and development planning.Census 2027 is being conducted using digital tools for the first time, while retaining the traditional door-to-door enumeration framework to ensure comprehensive and accurate coverage. During field visits, enumerators will use a dedicated mobile application to collect data digitally to ensure high accuracy and fast processing.

His father, veteran politician Shakuni Chaudhary, was a founding member of the Samata Party and a contemporary of both Nitish Kumar and Lalu Prasad Yadav. Samrat himself started with the Rashtriya Janata Dal in the 1990s and entered the government early on, serving as a minister under Rabri Devi. Over the years, he moved to different political camps, spending time in the JD(U) before eventually joining the BJP. That change transformed his career. His rise has been rapid since his entry into the party. In less than a decade, he rose from a late leader to state president, then deputy chief minister and now chief minister.

The rise of BJP in Bihar has been slow but sure. In the 2015 assembly elections, it emerged as the largest party in terms of vote share by securing 25 per cent votes and 53 seats, yet remained out of power as the RJD and JD(U), with 80 and 71 seats respectively, formed the government in alliance. When Nitish Kumar returned to the NDA in 2017, the balance within the alliance had started changing. This change became evident in the 2020 elections, when the BJP outperformed the JD(U), winning 74 seats against its ally’s 43 seats. Nitish Kumar remained the Chief Minister, but the BJP had established itself as a strong force in the alliance.By the 2025 elections, that transition was complete. Although the NDA once again contested the elections under the leadership of Nitish Kumar, the BJP emerged as the major partner with 89 seats, ahead of JD(U)’s 85. Even though Nitish retained the post of Chief Minister, the BJP strengthened its hold on the government by acquiring important ministries like Home. Within a year, that growing dominance in the party culminated in the installation of Samrat Chaudhary as the first BJP Chief Minister of Bihar.

The turning point came in 2022, when Nitish Kumar broke ties with NDA and again joined hands with RJD. The BJP responded by handing over the reins of its Bihar unit to Chaudhary. It was then that he made the pledge that defined his political personality. Wearing Muretha in every public function, he announced that he would not remove it until Nitish Kumar remained the Chief Minister.The image stuck. The turban became both a political symbol and a personal brand. For almost two years, this marked him as Nitish’s most obvious rival. Then came the irony.When Nitish returned to the NDA in 2024 and Chaudhary himself became the deputy chief minister in the new alliance, the old rivalry gave way to partnership.Soon after, in Ayodhya, Choudhary ended the symbolism.After offering prayers and taking a dip in Saryu, he took down the Muretha and offered it in the temple and declared his vow fulfilled. Nitish was in office at that time. Now, with Nitish moving out of Bihar and moving into the Rajya Sabha, the deeper meaning of that oath finally seems to be materializing.

Why has BJP supported Samrat?

For the BJP, Choudhary checks many strategic boxes. He is one of the strongest OBC faces of the party in Bihar and belongs to the Kushwaha or Koeri community, a politically influential group that forms a significant part of the state’s voters. With the Kurmi base long associated with Nitish Kumar, this gives the BJP a strong social coalition among backward caste voters.

By installing prominent Kushwaha leader Chaudhary in the chief minister’s chair, the BJP is making a direct bid for the Koeri-Kushwaha vote, a politically influential group within Bihar’s non-Yadav OBC spectrum. The Kushwaha community alone constitutes about 4.2 per cent of the state’s population and forms a significant part of the 12.86 per cent non-Yadav OBC voters that the BJP has been aggressively courting in recent years.

The move also allows the BJP to partially inherit Nitish Kumar’s backward caste mathematics while reducing its dependence on him. Nitish’s strength has long rested on the Extremely Backward Class or EBC, which constitutes 36.01 per cent of Bihar’s population. Although divided among 113 castes, a large non-Muslim EBC section, including Kurmi and Koeri voters, has traditionally stood behind them. With Nitish sidelined, the BJP is attempting to prevent that faction from slipping by projecting Chaudhary as a backward caste leader who is capable of keeping sections of that support base together. The BJP has retained its traditional upper caste base among Brahmins, Rajputs, Bhumihars and Kayasthas, while expanding steadily among non-Yadav OBCs and EBCs.

Samrat’s appeal is not just in caste arithmetic. Choudhary has been active in Bihar politics since 1990 and has witnessed every major political phase in the state, from the Mandal-era churn to alliance realignment and the expansion of the BJP. That long experience coupled with his administrative experience in key ministries like Finance, Urban Development and Panchayati Raj has helped position him as much more than just a symbolic appointment.His rise has often been compared to that of Assam Chief Minister Himanta Biswa Sarma. Like Sarma, Chaudhary came to the BJP from outside, carried the burden of earlier political affiliations, and yet became one of the most trusted regional leaders for Prime Minister Narendra Modi and Union Home Minister Amit Shah. Controversies have also been taking place during this period. His name came up in a 1995 murder case, although he has consistently denied wrongdoing and says no charges were brought against him. In 1999, he briefly resigned as minister due to questions raised about his age. Political opponents have also expressed doubts over his academic revelations. However, none of these episodes have slowed his progress. What makes his appointment politically powerful is the layered irony within it. The person who built his recent identity around opposing Nitish Kumar has inherited Bihar only after becoming Nitish’s ally. The challenger has become the successor. In Magadha, where political memory runs deep and symbols matter, that arc gives unusual weight to this change. Bihar now has a new Chaudhary, and his Murretha pledge, once seen as a dramatic gesture, has largely ended with the prophecy fulfilled.
