New Delhi: The 22-year-old daughter of a senior bureaucrat was sexually assaulted and murdered at her south Delhi home on Wednesday. Police said her head was crushed with a heavy object and she was strangled with a mobile phone charging cable.Police arrested the 23-year-old man from a hotel in Dwarka within 12 hours of the crime. The suspect is a former domestic worker who was fired for “financial misconduct” six weeks ago. Police said, he had returned to steal.The suspect ransacked the victim’s house and fled with Rs 2.5 lakh in cash and some valuables. Joint CP (South) Vijay Kumar said a case of rape, murder and robbery has been registered against the suspect. Police said it was not verified.The incident happened around 6.40 in the morning. At the time of the crime, the woman’s parents had gone out for morning exercise. Joint CP Kumar said, “Her parents had gone for their gym session. A spare key was left outside the flat for the house help, who usually came around 6.30-7 am.” The suspect was aware of the family’s daily routine as well as the location of the keys. An officer said, “He entered the house and attacked the woman while she was studying. After asking for the passcode of the cupboard, he attacked her with a blunt object and later strangulated her with a cable.”The family told police that when they returned home at 8 am, they found their daughter lying in a pool of blood. He was bleeding profusely so they took him to Fortis Hospital. Police were later alerted by the family from the hospital.The suspect remained inside the house for about 40 minutes, with CCTV recording his entry at 6.39am. They searched the cupboards and safes and put the cash in a bag. After the crime, he changed his clothes and was captured on CCTV leaving the house at around 7.22 am and walking peacefully on the road with the bag.A security guard at the colony said that another domestic help, who was cleaning the car at the time, saw the suspect coming out of the victim’s house and stopped him. “He asked her why she was in that area and asked her to wait and get something to eat. In response, the suspect said he had urgent business and left,” the guard said.After the crime, the police formed several teams, analyzed footage from over 100 CCTV cameras and later traced him to the hotel he had stayed in in Dwarka area. The police will produce the suspect in the court on Thursday and will seek his police remand for questioning regarding the motive of the robbery and recovery of valuables.According to police, the suspect was recommended as a domestic help by a colleague of the woman’s father about a year ago. Later the co-worker was informed about his vices and his gambling addiction, after which the father let him go. The suspect also had a habit of borrowing money from people and misusing the money given for household expenses.DCP (Southeast) Hemant Tiwari said, “We have collected strong evidence in the case and will build a strong case against the suspect so that he gets strict punishment as prescribed in the law.”

बैठक में बताया गया कि 7 मई से 21 मई तक स्व-गणना अभियान चलाया जायेगा. इस दौरान लोग अपनी जानकारी ऑनलाइन दर्ज कर सकेंगे. प्रशासन ने सभी विभागों को इस अभियान में सक्रिय भूमिका निभाने के निर्देश दिए हैं, ताकि अधिक से अधिक लोग इसमें भाग ले सकें.

नोडल अधिकारी नियुक्त, कर्मचारियों की भागीदारी जरूरी
जिलाधिकारी ने सभी विभागों में नोडल अधिकारी नियुक्त करने के निर्देश दिये। यह भी स्पष्ट कर दिया गया कि सभी सरकारी कर्मचारियों को स्व-गणना में भाग लेना अनिवार्य होगा। अधिकारियों से कहा गया कि वे अपने विभाग के कर्मचारियों को इस प्रक्रिया के बारे में जागरूक करें और समय पर जानकारी भरवाएं।

नगर निगम और पार्षदों को ट्रेनिंग दी जायेगी
नगर निगम को 110 वार्डों में पार्षदों को प्रशिक्षण देने का निर्देश दिया गया. पार्षदों को स्वगण ऐप और पूरी प्रक्रिया की जानकारी दी जाएगी, ताकि वे अपने क्षेत्र के लोगों को उचित मार्गदर्शन दे सकें. इससे आम लोगों के लिए प्रक्रिया आसान होगी और भागीदारी बढ़ेगी.

स्कूल, कॉलेज और कॉलोनियों में जागरूकता अभियान
बैठक में यह भी निर्णय लिया गया कि स्कूल-कॉलेजों में विशेष जागरूकता अभियान चलाया जायेगा. इस अभियान से छात्रों और युवाओं को जोड़ने पर विशेष जोर दिया गया. इसके अलावा हाउसिंग सोसायटी और कॉलोनियों में भी विशेष टीमें भेजी जाएंगी, जो लोगों को जानकारी देंगी।

एलईडी स्क्रीन और जनभागीदारी पर जोर
अधिकारियों को शहर के प्रमुख चौराहों और एलईडी स्क्रीन पर जनगणना संबंधी संदेश चलाने के निर्देश दिए गए। साथ ही सामाजिक संगठनों और जन प्रतिनिधियों की भागीदारी बढ़ाने की योजना बनाई गई है. जिलाधिकारी ने कहा कि अधिकारी प्रतिदिन निरीक्षण कर अभियान की प्रगति की समीक्षा करें।

The teen, who was found dead and mutilated in the trunk of D4vd’s Tesla car, had ‘severe injuries’, according to an autopsy report released on Wednesday. According to the autopsy, there were significant wounds on his torso, which were probably caused by a sharp object.

His body was so disfigured that examiners could not even determine the color of his eyes. According to reports, at the time of her death she had braces and a tattoo on the inside of her finger that read “Shh…”. Parts of his hands and feet were missing as well as two other fingers. The body was reportedly ‘badly decomposed’ and its head was “partially skeletonized and missing its left eye.”

The autopsy report is “presumptive positive” for methamphetamine and MDMA, according to a report by LA County Chief Medical Examiner Dr. Ode C. Ukpo. The report further states that the victim may have had alcohol in her system, but it did not cause her death.The examiner in Los Angeles ruled that Celeste was killed by multiple injuries caused by unspecified objects, and ruled her death a homicide.

The report was sealed after prosecutors granted permission for release.

A judge ordered the report sealed in November at the request of law enforcement after the teen’s dismembered body was found in September. But prosecutors agreed this week to allow its release. Dr. Ode C. Ukpo, L.A. County’s chief medical examiner, has sought to emphasize his agency’s independence from law enforcement and make its work as public as possible since taking over three years ago.He has said that he does not believe that sealing reports of his office’s work helps the investigation and has said that he would block release of the reports if compelled by court order.“After many months, I am grateful that this information can now be released not only to the public, but also to the grieving family,” Ukpo said in a statement Wednesday. “It is beyond comprehension that they had to wait so long to find out what happened to their daughter.”

He pleaded not guilty to first-degree murder, committing a lewd and lascivious act on a person under the age of 14 and mutilating a corpse. Burke’s attorneys said he did not cause Rivas Hernandez’s death and that they will vigorously defend his innocence.
