जिला प्रशासन ने फिलहाल टिहरी झील में संचालित फ्लोटिंग हट्स के संचालन पर रोक लगा दी है। बीती शाम आए तूफान के दौरान डोबरा-चांठी के पास झील में स्थित फ्लोटिंग झोपड़ियों के एक्सल ज्वाइंट खुल गए थे। जिससे झोपड़ियाँ अस्थिर हो गईं। मामले की संवेदनशीलता को देखते हुए प्रशासन ने पांच सदस्यीय जांच कमेटी गठित की है, जो चार दिन में निरीक्षण कर रिपोर्ट सौंपेगी.

अयोध्या में स्कूली वाहनों की सुरक्षा को लेकर परिवहन विभाग ने सख्त रुख अपनाया है. बिना परमिट या अधूरे कागजात के साथ चलने वाले स्कूली वाहनों पर सख्त कार्रवाई की तैयारी कर ली गई है। आरटीओ प्रशासन ने स्पष्ट निर्देश दिए हैं कि जिन वाहनों के पास वैध परमिट, फिटनेस, बीमा या अन्य आवश्यक दस्तावेज नहीं होंगे, उनके खिलाफ तत्काल कार्रवाई की जाएगी। विभाग ने सभी वाहन मालिकों और स्कूल प्रबंधनों को चेतावनी दी है कि वे जल्द से जल्द अपने दस्तावेज पूरे कर लें, अन्यथा उनके वाहनों का पंजीकरण रद्द किया जा सकता है. इस फैसले से पूरे जिले में हड़कंप मच गया है.
स्कूली वाहनों की सुरक्षा पर सख्ती
राज्य सरकार के निर्देश पर परिवहन विभाग ने स्कूली वाहनों की निगरानी व सुरक्षा को लेकर अभियान तेज कर दिया है. आरटीओ प्रशासन अयोध्या ऋतु सिंह ने सभी संबंधित अधिकारियों को निर्देश दिया है कि जिन वाहनों का परमिट समाप्त हो गया है या जिन्होंने परमिट नहीं लिया है, उन्हें तुरंत नोटिस जारी करें। इसके साथ ही वाहन मालिकों से रजिस्ट्रेशन, फिटनेस, बीमा और प्रदूषण प्रमाणपत्र जैसे सभी जरूरी दस्तावेजों को सत्यापित कराने को कहा गया है।
नियमों का पालन नहीं करने पर सख्त कार्रवाई की जाएगी
आरटीओ ने साफ कहा है कि अगर वाहन मालिक समय पर नियमों का पालन नहीं करेंगे तो उनके खिलाफ सख्त कार्रवाई की जाएगी. यहां तक कि ऐसे स्कूलों की मान्यता रद्द करने की प्रक्रिया भी शुरू की जा सकती है. विभाग ने एआरटीओ, प्रवर्तन अधिकारियों और मोटर वाहन निरीक्षकों को इस अभियान को गंभीरता से लेने और सभी डिफॉल्टर वाहनों के खिलाफ कार्रवाई करने का निर्देश दिया है।
कई जिलों में कार्रवाई हो चुकी है
समीक्षा में पता चला कि सुलतानपुर में 457 नोटिस जारी किये गये और 174 वाहनों का पंजीकरण निलंबित किया गया। वहीं, अमेठी में 231 नोटिस और 114 निलंबन की कार्रवाई की गई। इसके बावजूद कई स्कूल प्रबंधन अभी भी लापरवाही बरत रहे हैं, जिसे विभाग ने बच्चों की सुरक्षा के लिए बेहद खतरनाक बताया है.
तीन दिन का अल्टीमेटम, नहीं तो रद्द होना तय
आरटीओ ने स्पष्ट किया है कि जो वाहन 15 वर्ष की आयु सीमा पार कर चुके हैं या जिनके पास परमिट नहीं है, उनका पंजीकरण अगले 3 दिनों में रद्द कर दिया जाएगा। साथ ही संबंधित अधिकारियों को इसकी रिपोर्ट मंडल कार्यालय को भेजने के निर्देश दिए गए हैं। आदेश का पालन नहीं करने पर अधिकारियों के खिलाफ कार्रवाई की चेतावनी भी दी गई है.
स्कूल प्रबंधन से अपील
परिवहन विभाग ने सभी स्कूल प्रबंधन और वाहन मालिकों से तुरंत सभी दस्तावेज पूरे करने और नियमों का पालन करने की अपील की है. अगर वे ऐसा नहीं करेंगे तो उन्हें कड़ी कार्रवाई का सामना करना पड़ेगा. विभाग का कहना है कि बच्चों की सुरक्षा सुनिश्चित करने के लिए यह अभियान चलाया जा रहा है.

New Delhi: Senior lawyer and Solicitor General Tushar Mehta has said in his forthcoming book that the extraordinary court reverence shown to judges by lawyers across the world has imbued some judges with a false sense of divinity, turning some into ‘My Lords’ goons – an attitude that avoids contempt but can still create sensitive irritants on the bench.To illustrate his theme of “goons on the bench”, Mehta has compiled incidents from foreign courts that can hold a mirror to the Indian judiciary. In ‘The Bench, the Bar and the Bizarre’ he writes, “Judicial bullying takes many forms. Some judges constantly interrupt counsel, while others firmly cross the line of insult.”
He says that although the judicial system is primarily for litigants, they cannot seek protection of their constitutional and statutory rights but can plead through their counsel with “His Excellency’s permission”. “Even a patent legal absurdity coming from the bench is met (by the lawyers) first with ‘We bow before your Lordships’ before the lawyer dares to ‘take the liberty’ of presenting an ‘alternative proposal for His Lordship’s gracious consideration’,” he says.Satirical in tone, this book is arguably a bold take, that too by a serving law officer, on the widely shared lament in the Bar that condescending judges on the bench are weaponising their elevated position and power asymmetry. Mehta, whose nearly eight-year tenure as SG – starting in 2018 – is the second longest after the famous CK Daftari’s 13-year tenure as the first SG, says the judiciary is the most respected branch of the state.He says, “That respect can be achieved through the blunt instrument of contempt powers, or it can be sustained by building genuine trust of stakeholders, arising from fairness, neutrality and civility in the treatment of litigants and lawyers.”He also says that judges in various countries have always expressed resentment over any external monitoring of their work or mechanism to hear complaints against them and see it as an “intrusion into the independence of the judiciary”.TOI has an exclusive copy of the book which has traveled across jurisdictions across the world and carefully selected several interesting and incisive examples from court dramas.Mehta also acknowledges the problems of judges. “In almost all jurisdictions, courtrooms are crowded and crowded places that provide nothing but a pleasant working environment. Judges work under pressure of cases with minimal infrastructure and scarce institutional support. Their resources are often completely disproportionate to the volume and complexity of the cases they are expected to decide,” he says.Remuneration of judges, especially at the trial level, is modest and often fails to keep pace with inflation. Mehta writes, “Added to this are the daily provocations of unreasonable litigants and irritable lawyers, which can test even the most disciplined judicial temperament.”But showing sympathy, Mehta says the difficulties being faced cannot be an excuse for judges to be rude in the courtroom. He says that judges are made by this system, its pressures, flaws and provocations.Mehta says the public expects the highest standards of conduct from judges, as they can vote out an arrogant or wrong politician, but not an arrogant or wrong judge. On the lines of Arun Jaitley’s favorite trope of unjustly arrogant judges being “tyrants of the unelected”, Mehta writes, “He is neither directly accountable nor answerable to the people. Any deviation from ideal judicial restraint risks eroding the trust that sustains the institution of the judiciary.“Referring to the huge power imbalance inside the courtroom, the SG says, “When a judge becomes arrogant, abusive, obstructive or intolerant during arguments, it is not a competition between equals. The lawyer has few options and is obnoxious. To react in turn is to jeopardize his client’s interests and his own professional existence… It is usually left to a brave litigant, rather than the lawyer, to draw the attention of a higher body to such judicial behaviour.“

उन्होंने अधिकारियों से कहा कि जनहित से जुड़े इस प्रोजेक्ट में किसी भी प्रकार की शिथिलता स्वीकार नहीं की जायेगी. निर्माण प्रक्रिया को निर्धारित मानकों के अनुरूप तीव्र गति से आगे बढ़ाने का निर्देश दिया गया, ताकि आम लोगों को शीघ्र राहत मिल सके.
जन सुविधाओं से जुड़े कार्यों में देरी स्वीकार्य नहीं: कपिल देव अग्रवाल
मंत्री कपिल देव अग्रवाल ने निरीक्षण के दौरान स्पष्ट शब्दों में कहा कि शहर के नागरिकों की सुविधा से जुड़े विकास कार्यों में अनावश्यक देरी किसी भी सूरत में स्वीकार्य नहीं होगी. उन्होंने अधिकारियों को काम की गति बढ़ाने और समय पर पूरा करने का निर्देश दिया।
उन्होंने यह भी कहा कि निर्माण की गुणवत्ता पर कोई समझौता नहीं होना चाहिए क्योंकि यह परियोजना आने वाले वर्षों में शहर के परिवहन बुनियादी ढांचे को मजबूत करेगी।
निर्माण कार्य के दौरान सुरक्षा पर विशेष जोर
निरीक्षण के दौरान मंत्री ने सुरक्षा मानकों के पालन को लेकर भी विशेष निर्देश दिये. उन्होंने कहा कि निर्माण स्थल के आसपास आने-जाने वाले लोगों-विशेषकर स्कूल और कॉलेज के छात्रों-को किसी भी असुविधा का सामना नहीं करना चाहिए।
इसके लिए वैकल्पिक मार्ग, संकेतक बोर्ड, बैरिकेडिंग एवं अन्य आवश्यक व्यवस्थाएं प्रभावी ढंग से लागू करने के निर्देश अधिकारियों को दिये गये. 🛑
शहर की ट्रैफिक व्यवस्था का स्थायी समाधान हो जायेगा
मंत्री ने कहा कि यह रेलवे अंडरपास इलाके में लंबे समय से चली आ रही ट्रैफिक जाम की समस्या को कम करने में अहम भूमिका निभाएगा. अंडरपास के निर्माण से सर्कुलर रोड और आसपास के क्षेत्रों पर यातायात का दबाव कम हो जाएगा और परिवहन अधिक सुरक्षित और सुविधाजनक हो जाएगा।
निरीक्षण के दौरान स्थानीय नागरिकों ने भी इस प्रोजेक्ट को शहर के लिए बेहद महत्वपूर्ण बताया और इसके जल्द पूरा होने की उम्मीद जताई.
केंद्र व राज्य सरकार विकास कार्यों के लिए प्रतिबद्ध है
निरीक्षण के दौरान मंत्री कपिल देव अग्रवाल ने कहा कि क्षेत्र के समग्र विकास के लिए केंद्र व प्रदेश सरकार लगातार काम कर रही है. पारदर्शिता, गुणवत्ता और गति सुनिश्चित करने के लिए शहर में चल रही सभी प्रमुख परियोजनाओं की नियमित निगरानी की जा रही है।
उन्होंने यह भी कहा कि विकास कार्यों का उद्देश्य सिर्फ बुनियादी ढांचा तैयार करना नहीं है, बल्कि नागरिकों के दैनिक जीवन को आसान और सुरक्षित बनाना है।
स्थानीय नागरिकों ने जताया संतोष, जल्द पूरा होने की उम्मीद
निरीक्षण के दौरान उपस्थित स्थानीय नागरिकों ने परियोजना की प्रगति पर संतोष व्यक्त किया और आशा व्यक्त की कि अंडरपास का निर्माण निर्धारित समय के भीतर पूरा हो जाएगा।
लोगों का कहना है कि इस प्रोजेक्ट के पूरा होने से शहर के इस हिस्से में वर्षों से चली आ रही ट्रैफिक समस्या में उल्लेखनीय सुधार होगा और इसका सीधा लाभ छात्रों, व्यवसायियों और आम नागरिकों को मिलेगा.
सर्कुलर रोड से श्रीराम कॉलेज मार्ग तक निर्माणाधीन रेलवे अंडरपास का निरीक्षण करते हुए मंत्री कपिल देव अग्रवाल ने स्पष्ट संकेत दिया कि जनसुविधा से जुड़ा यह प्रोजेक्ट प्राथमिकता के आधार पर समयबद्ध तरीके से पूरा किया जाएगा. शहर की यातायात व्यवस्था को मजबूत करने की इस पहल से आम लोगों की यह उम्मीद मजबूत हुई है कि उन्हें जल्द ही सुरक्षित, आसान और जाम मुक्त परिवहन सुविधा मिलेगी.

Responding to a statement by Nepal’s Foreign Ministry, it said, “Such unilateral artificial expansion of territorial claims is untenable.”Nepal, in its statement earlier in the day, said it had raised the issue diplomatically with both India and China and informed them of its “unequivocal stance and concern” regarding the planned pilgrimage through “Nepali area Lipulekh”.The Ministry of External Affairs responded by saying that India’s position in this regard is consistent and clear. It said, “Lipulekh Pass has been a long-standing route for the Kailash Mansarovar Yatra since 1954 and the Yatra through this route has been going on for decades.” This is not a new development.Nepal’s Foreign Ministry said, “The Government of Nepal is absolutely clear and firm on the fact that, as per the Sugauli Treaty of 1816, Limpiyadhura, Lipulekh and Kalapani – which lie to the east of the Mahakali River – are integral parts of Nepal.” India has earlier responded to such statements by asking Nepal to refrain from any unfair mapping claims and respect India’s sovereignty and territorial integrity.The border issue could be the first real test for relations between the countries as the Balendra Shah-led government ramps up its foreign policy. The two sides are currently discussing the visit of Foreign Secretary Vikram Misri to Kathmandu next week to strengthen the bilateral cooperation agenda.Lipulekh in the Kalapani region in western Nepal is one of the two tri-junctions that Nepal has with India and China. For India, the Kalapani region including Limpiyadhura and Lipulekh remains a part of Uttarakhand. Nepal had earlier also objected to India and China’s decision to expand trade through the strategic Lipulekh Pass.Nepal’s statement reminded that earlier too, it had consistently urged India not to “carry out any activities like road construction or expansion, border trade or pilgrimage tourism in that area”. Further, it is clarified that friendly nation China has also been officially informed that Lipulekh area is Nepalese territory.Nepal said, “In line with the spirit of close and friendly relations between Nepal and India, the Government of Nepal is committed to resolving the border issues through diplomatic channels on the basis of historical treaties, agreements, facts, maps and evidence.”India in its response said it is open to constructive dialogue with Nepal on all issues in bilateral relations, including resolving outstanding border issues as agreed through dialogue and diplomacy.पहाड़ों की रानी मसूरी के मॉल रोड पर रविवार को उस समय अफरा-तफरी का माहौल हो गया, जब प्रतिबंधित समय के दौरान प्रवेश को लेकर दिल्ली के पर्यटकों और स्थानीय निवासियों के बीच विवाद हो गया. देखते ही देखते विवाद बढ़ गया और दोनों पक्षों के बीच हाथापाई होने लगी। लात-घूंसे भी चले। घटना भगत सिंह चौक के पास की है.
स्थानीय निवासी अमित गुप्ता ने बताया कि दिल्ली के पर्यटक की कार भगत सिंह चौक पर गेट पर खड़ी थी, स्थानीय लोगों की कार पर्यटक वाहन के पीछे खड़ी थी. पर्यटक को गेट से वाहन हटाने के लिए कहा गया और प्रतिबंधित समय के दौरान माल रोड पर वाहन नहीं ले जाने को कहा गया। इसी बात को लेकर दोनों पक्षों में बहस होने लगी.
प्रत्यक्षदर्शियों के मुताबिक, स्थानीय लोगों ने पर्यटकों की गाड़ी को गेट से हटाकर पार्किंग में जाने को कहा, लेकिन विवाद बढ़ गया. दोनों पक्षों के बीच मारपीट हो गई, जिससे हंगामा हो गया। विवाद बढ़ता देख बड़ी संख्या में स्थानीय लोग भी मौके पर जमा हो गए.
सूचना मिलने पर पुलिस और नगर निगम के कर्मचारियों ने कड़ी मशक्कत के बाद दोनों पक्षों को अलग किया और स्थिति को नियंत्रित किया। इसके बाद दोनों पक्षों को समझाकर शांत किया गया और पुलिस उन्हें अपने साथ कुलड़ी चौकी ले गई.
घटना के कारण कुछ देर के लिए माल रोड पर यातायात एवं आवाजाही प्रभावित रही। पुलिस विवाद को लेकर दोनों पक्षों से पूछताछ कर रही है। अतिरिक्त उपनिरीक्षक बुद्धि प्रकाश ने बताया कि माल रोड गेट के पास दो पक्षों के बीच मारपीट की घटना हुई है। दोनों पक्षों ने लिखित शिकायत दी है। मामले में कार्रवाई की जायेगी.
