देहरादून-दिल्ली एक्सप्रेसवे: अब 12 किमी लंबे अंडरपास का एक साल का अध्ययन शुरू, 245 कैमरा ट्रैप लगाए गए

भारतीय वन्यजीव संस्थान ने देहरादून-दिल्ली एक्सप्रेसवे पर बने 12 किमी लंबे अंडरपास पर एक साल का अध्ययन शुरू किया है, जिसके तहत किस मौसम में वन्यजीवों की आवाजाही कैसी रहती है, सहित अन्य जानकारी एकत्र की जाएगी। इस पर काम शुरू कर दिया गया है, यहां 245 कैमरा ट्रैप लगाए गए हैं और आने वाले दिनों में इन्हें और बढ़ाया जाएगा.

देहरादून-दिल्ली एक्सप्रेस-वे पर बने अंडरपास में वन्यजीवों की आवाजाही को लेकर एक अध्ययन किया गया था। इनमें तेंदुआ, हाथी समेत अन्य वन्यजीवों के विचरण की जानकारी मिली। इसके अलावा वन्यजीवों के समय के पैटर्न का भी पता चला। यह अध्ययन चालीस दिनों के लिए था, अब भारतीय वन्यजीव संस्थान ने अधिक गहन जानकारी के लिए साल भर का अध्ययन करने का काम शुरू कर दिया है।

वन्यजीवों से संबंधित गहन जानकारी मिलेगी

भारतीय वन्यजीव संस्थान के वैज्ञानिक बिलाल हबीब का कहना है कि अंडरपास को लेकर एक साल का अध्ययन शुरू किया गया है। फिलहाल 245 कैमरा ट्रैप लगाए गए हैं, सभी खंभों पर कैमरा ट्रैप (500 से ज्यादा) लगाने की योजना है. इसके माध्यम से वन्य जीवों के विचरण से संबंधित जानकारी जुटाई जानी है।

इसमें यह पता लगाने का प्रयास किया जाएगा कि विभिन्न मौसमों में वन्यजीवों की आवाजाही कैसी होती है और किस समय वे अधिक सक्रिय होते हैं। फिलहाल अध्ययन में 18 अलग-अलग वन्यजीव प्रजातियों के विचरण की जानकारी प्राप्त की गई। यह संभव है कि एक साल के अध्ययन में अधिक वन्यजीव रिपोर्टें होंगी।

लंबित कार्यों पर नाराजगी जताई
कार्यालय कक्ष में आयोजित समीक्षा बैठक में जिलाधिकारी ने मुख्यमंत्री शहरी सृजन योजना के तहत चल रहे कार्यों का जायजा लिया. नगर पालिका परिषद भरवारी में निर्माण कार्य लंबित पाए जाने पर उन्होंने अधिशाषी अधिकारी को कड़ी फटकार लगाई और अगली बैठक तक सभी कार्य पूरा करने का निर्देश दिया। साथ ही दारानगर व चरवा के अधिकारियों को भी लंबित कार्य जल्द पूरा करने को कहा। जिलाधिकारी ने अपर जिलाधिकारी शालिनी प्रभाकर को इन कार्यों की प्रतिदिन मॉनिटरिंग करने के निर्देश दिये।

शिक्षा एवं स्वच्छता कार्यों पर विशेष जोर
जिलाधिकारी ने कहा कि विद्यालयों में चहारदीवारी, शौचालय, टाइल्स लगवाने जैसे कार्य प्राथमिकता के आधार पर पूर्ण करायें। इसके अलावा नगर निकायों में सफाई व्यवस्था सुदृढ़ करने और नियमित मॉनिटरिंग करने का निर्देश दिया गया. उन्होंने अधिकारियों से कहा कि सभी निर्माण कार्य गुणवत्ता के साथ समयबद्ध तरीके से पूरे किये जाएं।

पेयजल परियोजनाओं की प्रगति की समीक्षा
बैठक में पश्चिमशरीरा, चायल और दारानगर की पेयजल परियोजनाओं की स्थिति पर भी चर्चा हुई। अधिकारियों ने बताया कि पश्चिम शरीरा में पेयजल परियोजना का काम 31 अगस्त 2026 तक पूरा हो जाएगा। चायल में यह काम इसी माह पूरा होने की संभावना है, जबकि दारानगर में 20 जून तक काम पूरा करने का लक्ष्य रखा गया है।

प्रधानमंत्री आवास योजना पर भी निर्देश
डूडा के कार्यों की समीक्षा करते हुए जिलाधिकारी ने प्रधानमंत्री आवास योजना (शहरी) के तहत अपूर्ण आवासों को शीघ्र पूर्ण कराने के निर्देश दिये। उन्होंने कहा कि जिन परियोजनाओं का काम पूरा हो चुका है, उन्हें जल्द से जल्द हैंडओवर किया जाए। साथ ही अधिकारियों को मौके पर जाकर निरीक्षण करने और कार्यों की गुणवत्ता सुनिश्चित करने को भी कहा।

This physical siphoning effect is enhanced by clear skies and increased solar radiation, which accounts for about 70 percent of the water loss in the basin. Capturing this ecological hold of water from the Colorado River Basin is critical to the 40 million people who live and work in the basin, who depend on dwindling water supplies.

New research in Geophysical Research Letters now shows that the main reason for this phenomenon is that plants are using large amounts of the melting ice cubes before they reach large downstream reservoirs like Lake Mead and Lake Powell.As the monthly amount of spring rainfall decreases, plants (from wild flowers to high altitude forests) become ‘thirsty’ early in the season. With increased sunlight and less rainfall, these plants use more of the melting snowpack as a food supply.

Why are rising temperatures permanently reducing river flows?

This water loss is primarily caused by the structural change from drought to desiccation, known as the ‘Millennium Drought’, which began in 2000. According to data from the United States Geological Survey (USGS), the region is currently experiencing a condition called desiccation, which means rising temperatures are permanently reducing river flows and changes are occurring regardless of the amount of precipitation received. A warming atmosphere increases moisture content, which increases vapor pressure loss, causing plants to draw more moisture from the soil and snow to melt.

Why does 100 percent ice no longer guarantee full flow?

Research shows that spring precipitation has decreased by about 7 percent across the entire Upper Colorado River Basin. Lower elevation basins are most affected due to earlier melting of snow and therefore vegetation has a longer period to extract water during its growing season. Research funded by the National Science Foundation further shows that even if winter snowfall is 100 percent of normal, a dry, sunny spring can result in a large ‘runoff deficit’, causing only 50 percent of the expected amount of water to reach the river.

Traditional snowpack metrics are inadequate for predictive modeling

Current management practices, which are based primarily on snowpack reports as of April 1, are often governed by the ‘law of the river’. The Bureau of Reclamation and NOAA are now requested to renew their modeling capabilities to include not only plant phenology but also spring weather forecasting methods. If 70 percent of the water is wasted in these ‘biological pumps’, the states that share the river and Mexico will continue to face misallocation of water and a shortage of available supply.

In 2017, new rules came into effect handing it over to the states. According to the ministry, the process of declaring any wetland as a Ramsar site involves a five-step process. It will begin with the UP government conducting a feasibility assessment and declaring intent for designation. In the Dhanauri case, the Union Ministry of Environment, Forest and Climate Change, rather than the state government, took the first step.On June 5, 2019 – World Environment Day – the ministry wrote to the state to submit a proposal to declare Dhanauri a mega wetland and sarus crane sanctuary so that the process of obtaining the Ramsar tag could be initiated by the Centre. This has still not happened.After years of demanding Ramsar tag for rich bird habitat, environmentalists approached National Green Tribunal in 2023, after which the latter sent a series of instructions.Yet, UP has not notified Dhanauri as a wetland, and the application to get the Ramsar tag is lost in the bureaucratic maze.State forest officials have repeatedly come before the NGT with replies, clarifications and promises, but the situation does not seem to be changing in any direction. Appearing for the state before the tribunal’s principal bench during the first hearing following environmentalist Anand Arya’s plea in October 2023, the lawyer said the proposal for notification was submitted to the wetland authority on August 4, 2022.“The wetland authority required some more documents which were submitted on April 1, 2023. The wetland authority is now considering issuing a notification to declare Dhanauri as a wetland site,” the lawyer said. The lawyer sought four weeks’ time to inform the NGT about the status of the case. Nearly 100 weeks have passed since then.UP’s counsel, who appeared in the same case in September 2025, again sought adjournment to seek instructions as to whether the state is ready to send to the ministry a proposal to declare Dhanauri as a Ramsar site, and whether the Yamuna Expressway Industrial Development Authority (YEIDA) has any objection.However, the NGT had already asked YEIDA about its status. Four months ago, on May 5, 2025, the lawyer appearing for the authority had said that every possible action would be taken and a report would be filed within three weeks.Even before this, on September 25, 2024, the UP lawyer had said that the proposal to get Ramsar tag for Dhanauri was prepared by the nodal officer. “But it has to be sent by the Principal Chief Conservator of Forests of the state to the Ministry of Environment, Forest and Climate Change,” the lawyer had said.On January 22, 2025, the state counsel had submitted before the NGT that the wetland authority has decided to declare the site as a wetland. The counsel again sought four weeks’ time to place on record the status of the decision taken by the UP authorities along with the relevant notification.Petitioner Arya said the bureaucrats would prefer that Dhanauri be a barren land and not a wetland. “Once they declare it a wetland, the area should be conserved and the species protected. But if they leave it to turn into a barren land, they can gradually expand the real estate industry, which will give monetary returns,” he said.Arya said that the fight to declare Dhanauri as a wetland was going on for years, but the proposal for Noida International Airport in Jewar was approved within a short time. The project received “in-principle” approval from the Center on May 8, 2018, and environmental clearance on March 9, 2020.“I raised my voice during the Environment Impact Assessment (EIA) conducted for the project, after which the responsibility for the conservation plan was given to the Wildlife Institute of India,” he said.A conservation plan has been specifically prepared for the important species of sarus crane and peacock in the project area.
