मेरठ सेंट्रल मार्केट मामला: 1989 से 2017 तक जलती रही भ्रष्टाचार और राजनीतिक संरक्षण की आग, योगी सरकार ने दिए थे 3 विकल्प

मेरठ. मेरठ के सेंट्रल मार्केट को ध्वस्त करने का मामला एक दिन में नहीं हुआ, बल्कि इसकी जड़ें वर्ष 1989 तक चली गईं। समय के साथ यह प्रकरण कई स्तरों पर भ्रष्टाचार, अनियमितताओं और राजनीतिक हेरफेर के आरोपों से घिरा रहा। अब जब मामला सुप्रीम कोर्ट के फैसले तक पहुंच गया है तो तोड़फोड़ की कार्रवाई अनिवार्य हो गई है. हालाँकि, राज्य सरकार अभी भी प्रभावित लोगों को राहत देने के लिए न्यायिक रास्ते तलाश रही है।

इस पूरी घटना में मुख्यमंत्री योगी आदित्यनाथ की भूमिका पर भी सवाल उठे, जबकि सरकार का दावा है कि उन्होंने शुरू से ही प्रभावित लोगों के हित में समाधान निकालने की कोशिश की. सेंट्रल मार्केट के व्यापारियों से मुलाकात के दौरान मुख्यमंत्री योगी ने प्रभावित लोगों को तीन विकल्प दिए, ताकि उन्हें नुकसान से बचाया जा सके और कानूनी जटिलताओं के बीच व्यावहारिक समाधान निकाला जा सके.

सरकार ने व्यापारियों को तीन विकल्प दिए थे
पहले विकल्प के तहत प्रभावित लोगों को सरकार के साथ पक्षकार बनने को कहा गया, ताकि अदालत में उनका मामला मजबूत हो सके. दूसरे विकल्प में आवास विकास विभाग द्वारा निर्धारित कंपाउंडिंग शुल्क जमा करने की सलाह दी गई, ताकि नियमानुसार समाधान निकाला जा सके और तोड़फोड़ रोकी जा सके. तीसरा विकल्प यह था कि सुप्रीम कोर्ट के संभावित रुख को ध्यान में रखते हुए सेंट्रल मार्केट छोड़ने का निर्णय लिया जाए और सरकार की पुनर्वास योजना को स्वीकार किया जाए, जिसके तहत राज्य सरकार सभी प्रभावित लोगों के पुनर्वास की जिम्मेदारी लेने के लिए तैयार थी।

सहमति नहीं बन पाई
हालाँकि, इन तीन विकल्पों पर कोई सहमति नहीं बन पाई। इसके चलते मामला पूरी तरह से कोर्ट के अंतिम फैसले पर निर्भर हो गया. जब सुप्रीम कोर्ट ने नियमों और कानून के प्रावधानों का हवाला देते हुए ध्वस्तीकरण का आदेश दिया तो प्रशासन के सामने इसे लागू करने की अपरिहार्य स्थिति आ गई.

सरकारों ने अप्रत्यक्ष सुरक्षा प्रदान की
राजनीतिक परिप्रेक्ष्य में भी यह मुद्दा लगातार चर्चा में है. आरोप हैं कि पिछली सरकारों जनता दल, समाजवादी पार्टी और बहुजन समाज पार्टी के कार्यकाल में ऐसे निर्माणों को न सिर्फ नजरअंदाज किया गया बल्कि कई मामलों में अप्रत्यक्ष संरक्षण भी मिला. खासकर 2013 से 2017 के बीच ऐसे उदाहरण सामने आए जिसमें नियमों को दरकिनार कर निर्माण कार्य किया गया. अब वही पार्टियां मौजूदा सरकार पर सवाल उठा रही हैं, जबकि सरकार खुद को प्रभावित लोगों के पक्ष में खड़ा होने का दावा कर रही है.

लोकेश खुराना की भूमिका सवालों के घेरे में है
मामले में कुछ लोगों की भूमिका पर भी सवाल उठ रहे हैं, जिनमें लोकेश खुराना जैसे नाम भी सामने आ रहे हैं, जिन पर जनहित याचिका के जरिए ऐसे मामलों में हस्तक्षेप कर लाभ लेने का आरोप लगाया गया है.

राज्य सरकार अभी भी कानूनी विकल्प तलाशने में जुटी है
सुप्रीम कोर्ट के स्पष्ट आदेश के बाद फिलहाल सेंट्रल मार्केट की तोड़फोड़ को टालना संभव नहीं दिख रहा है, लेकिन राज्य सरकार अभी भी कानूनी और प्रशासनिक स्तर पर ऐसे विकल्पों की तलाश कर रही है, जिससे प्रभावित लोगों को अधिकतम राहत मिल सके. वर्षों पुराने इस विवाद का समाधान अब कानून के दायरे में तय किया जाएगा, लेकिन सरकार के सामने इसके सामाजिक और आर्थिक प्रभाव को कम करने की चुनौती बनी हुई है।
