भारत ने संयुक्त राष्ट्र निकाय को अपनी नई जलवायु कार्रवाई प्रतिज्ञाएँ प्रस्तुत कीं, अपने वादे को पूरा करने के लिए शर्तों को चिह्नित कियाIndia in its presentation promised to achieve 60% cumulative installed capacity of its electric power from non-fossil fuel-based energy resources by 2035 “with the help of transfer of technology and low-cost international finance”; reducing emissions intensity (emissions per unit of GDP) by 47% from 2005 levels by 2035; and create carbon sinks equivalent to 3.5 to 4.0 billion tonnes of CO₂ through forest and tree cover by 2035 on 2005 stocks.Apart from these three quantitative targets, India in its presentation on April 24 made five other points which include efforts to mobilize new and additional finance domestically and from developed countries to implement adaptation and mitigation actions; Promote a healthy and sustainable way of living; Capacity building; Align with the vision of ‘Vikit Bharat’ (Developed India) by 2047; and better adaptation to climate change by increasing investment in development programs in sectors vulnerable to climate change, especially agriculture, water resources, Himalayan region, coastal areas, health and disaster management.Marking the conditions in meeting climate commitments, India in its submission said, “A significant part of the NDCs of developing countries is dependent on the availability of adequate means of implementation, especially finance, technology transfer and capacity building.“Without adequate funding, technology cooperation and capacity building, these conditional commitments cannot be met, resulting in an ambition gap that undermines the collective objectives of the Paris Agreement.”India also clarified in its document that the country’s NDC does not commit to any specific emissions reduction obligations for individual sectors, including agriculture. “The objective is to reduce the overall emissions intensity of our economy by promoting the deployment of clean energy and increasing energy efficiency, as well as protecting vulnerable sectors and communities,” it said.India reminded rich countries of their obligations, saying under the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement, developed countries are obliged to provide finance, technology and capacity building assistance to tackle climate change.“In return, India will need a fair share of these resources and support to pursue its climate goals. Effective implementation of India’s NDCs depends on the provision of additional support such as financial resources, technology transfer and capacity building by developed countries in accordance with the UNFCCC and its Paris Agreement,” the document said.Countries’ NDCs are non-binding, voluntary climate action commitments that are submitted every five years to reduce greenhouse gas emissions and adapt to climate change. India presented its first NDC in 2015 for the target year 2030 which was later updated to 2022.Both times India had flagged the necessary conditions to the UN body by reminding it of the promise of developed countries to support developing countries, including India, to implement their climate action goals. However, the country has fulfilled some of its commitments and is on track to meet the remaining commitments from domestic finance.As of 28 February, India’s non-fossil fuel based electricity installed capacity was over 52.5% of total installed capacity, while the emissions intensity of its GDP declined by 36% between 2005 and 2020.“India is on track to create an additional carbon sink equivalent to 2.5 to 3.0 billion tonnes of CO2 through forest and tree cover by 2030. During 2005 to 2021, an additional carbon sink of 2.29 billion tonnes of CO2 equivalent has been created,” India said in its submission.Outlining the country’s priority, the document says, “India aims to meet its ambitious targets of universal access to services such as water, sanitation, waste management, affordable housing, electricity in line with the short and medium horizon targets set by the government’s current initiatives, including the fulfillment of the Sustainable Development Goals.”

मुजफ्फरनगर जिले के जानसठ इलाके में देर रात पुलिस और बदमाशों के बीच हुई मुठभेड़ में एक संभावित बड़ी घटना टल गई. पुलिस ने कुतुबपुर नहर झाल के पास डकैती की योजना बना रहे बदमाशों को घेर लिया, जिसके बाद जवाबी कार्रवाई में दो शातिर बदमाश गोली लगने से घायल हो गए, जबकि छह अन्य आरोपियों को कॉम्बिंग ऑपरेशन के दौरान गिरफ्तार कर लिया गया.

पुलिस अधिकारियों के मुताबिक, समय पर सूचना और त्वरित कार्रवाई के कारण एक संगठित आपराधिक योजना को विफल कर दिया गया।


मुखबिर की सूचना पर पुलिस टीम सक्रिय हो गई

देर रात पुलिस को सूचना मिली कि कुतुबपुर नहर झाल के पास कुछ संदिग्ध लोग किसी बड़ी घटना को अंजाम देने की तैयारी में हैं। सूचना मिलते ही इंस्पेक्टर राजीव शर्मा के नेतृत्व में पुलिस टीम ने तुरंत इलाके की घेराबंदी शुरू कर दी.

इस कार्रवाई में एसआई ओमेंद्र सिंह, एसआई मोहित परिहार, एसआई कामिल चौधरी, एसआई भूपेन्द्र सिंह कालरा, एसआई दीपक शर्मा, हेड कांस्टेबल जीतेन्द्र सिंह यादव और कांस्टेबल सचिन चौधरी शामिल रहे। पुलिस टीम ने रणनीतिक तौर पर इलाके को घेर लिया.


बदमाशों ने सरेंडर करने की बजाय फायरिंग कर दी

घेराबंदी के बाद पुलिस ने बदमाशों को आत्मसमर्पण करने की चेतावनी दी, लेकिन आरोप है कि जवाब में बदमाशों ने पुलिस पर जानलेवा फायरिंग शुरू कर दी. हालात पर काबू पाने के लिए पुलिस ने भी जवाबी कार्रवाई की.

जवाबी फायरिंग के दौरान दो बदमाशों के पैर में गोली लगी, जिससे वे घायल हो गए और मौके पर ही पकड़े गए. पुलिस ने तुरंत दोनों को हिरासत में ले लिया और आगे की कार्रवाई शुरू कर दी.


घायल बदमाशों की पहचान मेरठ और हापुड निवासी के रूप में हुई।

गिरफ्तार घायल आरोपियों की पहचान आरिफ पुत्र मोहम्मद उमर निवासी आशियाना कॉलोनी, लिसाड़ी गेट, मेरठ और साजिद पुत्र अनीस निवासी कस्तला काशमाबाद, हापुड के रूप में हुई है।

पुलिस के मुताबिक दोनों आरोपियों पर पहले से ही लूट, डकैती और चोरी जैसे गंभीर अपराधों के करीब एक दर्जन मुकदमे दर्ज हैं. इससे पता चलता है कि ये पेशेवर आपराधिक गिरोहों से जुड़े थे.


मौके से बंदूकें और कारतूस बरामद हुए हैं

पुलिस ने मौके से दो पिस्तौल, दो चले हुए कारतूस और दो जिंदा कारतूस बरामद किये हैं. बरामद हथियारों को कब्जे में लेकर फोरेंसिक जांच की प्रक्रिया शुरू कर दी गई है.

पुलिस का मानना ​​है कि इन हथियारों का इस्तेमाल किसी बड़ी वारदात को अंजाम देने में किया गया होगा.


कॉम्बिंग ऑपरेशन में छह और अपराधी पकड़े गये

घटना के बाद चलाए गए सघन तलाशी अभियान के दौरान छह अन्य संदिग्ध आरोपियों को भी गिरफ्तार किया गया. इनमें इकरामुद्दीन (मवाना, मेरठ), मुजाहिद (जंदरपुर, बिजनोर), शादाब (भोवनवाड़ा, बिजनोर), राशिद (बटला हाउस, दिल्ली), अकील अहमद (नहटौर, बिजनोर) और जीशान (मंडावली, बिजनोर) शामिल हैं।

इन आरोपियों के पास से छह चाकू भी बरामद हुए हैं, जिन्हें पुलिस ने जब्त कर लिया है.


घायलों को जिला अस्पताल में भर्ती कराया गया

मुठभेड़ में घायल दोनों आरोपियों को प्राथमिक उपचार के लिए जिला अस्पताल में भर्ती कराया गया है, जहां उनकी निगरानी की जा रही है. मेडिकल ट्रीटमेंट के बाद उनसे विस्तार से पूछताछ की जाएगी.

पुलिस अधिकारियों का कहना है कि गिरोह के अन्य संभावित सदस्यों के बारे में भी जानकारी जुटाई जा रही है.


सीओ ऋषिका सिंह ने मौके पर पहुंचकर जायजा लिया

घटना की जानकारी मिलते ही क्षेत्राधिकारी ऋषिका सिंह मौके पर पहुंचीं और पुलिस टीम से पूरी जानकारी ली. उन्होंने घटना स्थल का निरीक्षण कर आगे की जांच के निर्देश दिये.

मुठभेड़ की सूचना मिलने पर जानसठ थाना, रामराज थाना और ककरौली थाने की पुलिस भी मौके पर पहुंच गई, जिससे पूरे इलाके में सुरक्षा व्यवस्था मजबूत कर दी गई.


समय पर कार्रवाई से बड़ी घटना टली

पुलिस अधिकारियों के मुताबिक अगर समय रहते कार्रवाई नहीं की जाती तो गिरोह बड़ी डकैती को अंजाम दे सकता था। त्वरित कार्रवाई के कारण न सिर्फ अपराधियों की गिरफ्तारी हुई बल्कि संभावित अपराध को भी रोका जा सका.

इस कार्रवाई को क्षेत्र में कानून व्यवस्था बनाये रखने में एक महत्वपूर्ण उपलब्धि माना जा रहा है.


कुतुबपुर नहर झाल इलाके में देर रात हुई मुठभेड़ ने एक बार फिर संकेत दिया है कि पुलिस की सतर्कता और त्वरित कार्रवाई से संगठित अपराध की बड़ी घटनाओं को समय रहते रोका जा सकता है। आठ आरोपियों की गिरफ्तारी के साथ इस कार्रवाई ने इलाके में सुरक्षा व्यवस्था मजबूत करने का स्पष्ट संदेश दिया है.

बढ़ती गर्मी के कारण उच्च हिमालयी क्षेत्रों में ग्लेशियर तेजी से पिघल रहे हैं, जिससे धौली नदी का जलस्तर भी बढ़ने लगा है। तमक गांव के पास मलबा जमा होने से नदी में झील जैसी स्थिति पैदा हो गई है. हालांकि पानी का रिसाव लगातार हो रहा है.


जिलाधिकारी गौरव कुमार ने बताया कि मलबा जमा होने के कारण यहां कुछ पानी रुक रहा है. मंगलवार से मलबा हटाने का काम शुरू किया जाएगा, ताकि पानी का बहाव लगातार होता रहे। डीएम ने कहा कि इससे कोई खतरा नहीं है.

Mental health patients are being “routinely harmed” in the UK due to rising cases, chronic staff shortages and excessive administrative burden, according to a survey by the Royal College of Nursing (RCN).The survey found that only one in five specialist mental health nurses consider their workload manageable.The UK-wide survey, which received 399 responses from community mental health nurses, highlights the increasing strain on services already struggling to keep pace with demand.

‘Perfect storm’ in mental health nursing, says RCN

Professor Nicola Ranger, general secretary and chief executive of the RCN, said mental health nurses were working in a “perfect storm” of increased demand and inadequate staffing.He warned that despite nurses working under extreme pressure, many patients are missing out on timely care, leading to worsening mental health conditions.

Patients are facing delays, risk of loss is increasing

According to the survey findings, 51 percent of respondents said patients often suffer harm due to high caseloads, while almost a quarter said time pressure results in daily problems such as relapses, falls or self-harm.Some nurses reported that vulnerable patients often waited weeks for a response, while some were never contacted.One respondent described the situation as “unregulated and unsafe”, while another said that due to work pressure, employees sometimes do not have time even for basic needs.

The number of cases is increasing faster than the workforce growth

The RCN said demand for community mental health services in England would increase by 38 per cent between October 2022 and 2025 – from about 499,000 to about 690,000 people. Over the same period, the nursing workforce grew by only 15 percent.Nearly two-thirds of nurses said their workload had increased significantly over the past three years, while only 19 percent described the workload as manageable.

Warnings on burnout and system stress

Nurses also reported severe burnout, with some saying they routinely worked beyond shifts and struggled to complete essential tasks. Administrative burden and “tick-box” processes were cited as major factors reducing time for direct patient care.The Care Quality Commission separately warned that long waiting times were common, with many patients waiting months for mental health appointments.

Call for immediate investment in workforce

The RCN has called for continued and significant investment in community mental health nursing, along with improvements to digital systems to reduce administrative duplication.Professor Ranger said there is an urgent need for stronger workforce planning, adding that community mental health nurses play a vital role in preventing hospital admissions and aiding recovery.

Government defends record funding push

A spokesperson for the UK Department of Health and Social Care said the number of mental health nurses is expected to increase by 26 per cent from July 2024 and highlighted a record £16.1 billion investment in mental health services this year, along with improvements to the Mental Health Act and the recruitment of additional staff.However, health experts and nursing leaders have warned that demand continues to exceed capacity, putting frontline services under continued pressure.

New Delhi: A day ahead of UN General Assembly President Annalena Baerbock’s visit to India, Vishwa Hindu Parishad (VHP) has written to her calling for “persistent atrocities” against religious minorities in Pakistan and Bangladesh and sought immediate intervention of the UN.In a letter dated April 27, VHP international president Alok Kumar cited examples of forced conversions, violence and systemic discrimination targeting Hindus, Sikhs, Buddhists and Christians. “The scale and persistence of these serious human rights violations points to systemic discrimination,” he wrote, urging the United Nations to take “affirmative action to protect the lives, rights, dignity and properties of minorities.”Citing findings by UN human rights experts, the letter said that in Pakistan, “about 75% of women and girls affected by forced conversion through marriage were Hindu and 25% were Christian,” with “about 80% of the incidents” taking place in Sindh province. “Adolescents aged 14 to 18 are particularly targeted…women and girls…facing coercion…abuse and severe trauma,” it said. It said authorities often “dismiss complaints… fail to investigate or prosecute… or neglect to properly assess the age of victims”.On Bangladesh, the VHP cited the report submitted to the UN Human Rights Council, which said that “from August 4 to 20, 2024 alone… 2,010 incidents of communal violence were recorded”, “primarily targeting Hindus”. The letter also cites concerns over the safety of indigenous communities in the Chittagong Hill Tracts area.Alleging continued oppression, Kumar said the assurance of equal rights to minorities after Partition was “unfortunately… overturned”. The VHP has demanded an independent international investigation, a victim protection mechanism and accountability under international law.Copies were sent to UN Secretary-General Antonio Guterres, Prime Minister Narendra Modi and External Affairs Minister S Jaishankar.
