शिक्षा निदेशालय ने धारा 27 के तहत शिक्षकों के तबादले के लिए विभिन्न स्तरों से प्राप्त आवेदनों की जांच के बाद जिलों से प्रस्ताव मांगा है. पिछले दिनों शासन में मुख्य सचिव की अध्यक्षता में इसकी बैठक हो चुकी है, इसके बाद भी शिक्षकों के प्रस्ताव नहीं पहुंच सके. वहीं, अधिकांश विभाग अनिवार्य तबादलों के लिए कर्मचारियों से 10 विकल्प भी नहीं ले पाए हैं।


इस साल भी शिक्षा विभाग में शिक्षकों और कर्मचारियों के तबादले अनिवार्यता और अनुरोध के आधार पर नहीं किये जा रहे हैं. यही वजह है कि विभाग ने अभी तक इस संबंध में तबादलों की प्रक्रिया शुरू नहीं की है, लेकिन जिन शिक्षकों का धारा 27 के तहत तबादला होना है, उनके प्रस्ताव भी विभाग में लंबित हैं.

शिक्षा विभाग को ये प्रस्ताव उच्च एवं अन्य स्तर से प्राप्त हुए थे. 28 मार्च 2026 को शिक्षा निदेशालय ने स्थानांतरण अधिनियम के तहत इन स्थानांतरण आवेदनों की जांच करते हुए जिलों से अभिलेखों सहित प्रस्ताव मांगा था, लेकिन अब तक जिलों से यह प्रस्ताव शिक्षा निदेशालय तक नहीं पहुंच सका है।

इन एलिवेटेड सड़कों के आसपास बड़ी संख्या में सेक्टर, गांव और हाउसिंग सोसायटी हैं। यहां रहने वाले लोगों का कहना है कि रात में भी शोर इतना होता है कि सोना मुश्किल हो जाता है। इसका सीधा असर बच्चों की शिक्षा, बुजुर्गों के स्वास्थ्य और रोजमर्रा की जिंदगी पर पड़ रहा है। कई बार लोगों ने प्रशासन से शिकायत भी की थी।

साउंड बैरियर लगाने की योजना तैयार
लगातार मिल रही शिकायतों के बाद नोएडा अथॉरिटी ने साउंड बैरियर लगाने की योजना तैयार की है. अधिकारियों के मुताबिक, दोनों प्रमुख एलिवेटेड सड़कों पर ऐसे बैरियर लगाए जाएंगे जो शोर को कम करेंगे और इसे आसपास के इलाकों में फैलने से रोकेंगे। इस प्रोजेक्ट को मंजूरी मिल चुकी है और जल्द ही टेंडर जारी कर निर्माण कार्य शुरू कर दिया जाएगा.

19 करोड़ व्यय एवं तकनीकी परीक्षण
एलिवेटेड रोड पर साउंड बैरियर लगाने में करीब 19 करोड़ रुपये खर्च होने का अनुमान है। भंगेल एलिवेटेड रोड की लागत का भी आकलन किया जा रहा है। इस परियोजना की गुणवत्ता सुनिश्चित करने के लिए प्राधिकरण ने आईआईटी से तकनीकी परीक्षण कराने का निर्णय लिया है ताकि देखा जा सके कि शोर में कितनी कमी आई है।

पहले भी प्रयास किये गये थे
इससे पहले भी एलिवेटेड रोड पर भारी वाहनों की आवाजाही रोकने की योजना बनाई गई थी, लेकिन वह ज्यादा सफल नहीं हो पाई थी. ट्रैफिक पुलिस ने कुछ नियम तो लागू किए, लेकिन समस्या का स्थाई समाधान नहीं निकल सका। अब ध्वनि अवरोध को सबसे प्रभावी उपाय माना जाता है।

स्थानीय लोगों को राहत की उम्मीद है
स्थानीय लोगों का कहना है कि एलिवेटेड रोड के निर्माण से यातायात तो आसान हो गया है, लेकिन शोर की समस्या बढ़ गयी है. खासकर रात के समय ट्रकों और भारी वाहनों के कारण स्थिति और भी बदतर हो जाती है। अब लोगों को उम्मीद है कि साउंड बैरियर लगने के बाद उन्हें इस समस्या से राहत मिलेगी.

Colleges wishing to increase admissions will no longer be bound by this upper limit.The commission has also removed the requirement that states had to maintain a ratio of 100 MBBS seats per 10 lakh population, a criterion that earlier guided approval for new seats.Officials indicated that the changes are intended to provide greater flexibility to institutions and support the rapid expansion of medical education capacity in line with the growing demand for doctors.In another operational change, the NMC has revised the norms related to the distance between the medical college and its teaching hospital. Instead of a 30-minute travel-time limit, the rules now set a maximum distance of 10 km. The limit has been relaxed to 15 km for North-Eastern and Himalayan states.The amendments have been notified under the NMC Act, 2019, and apply to both the Undergraduate Medical Education Board’s seat expansion guidelines and the Graduate Medical Education Regulations, 2023.The move is expected to benefit both government and private medical colleges looking to increase capacity, especially in states where demand for seats exceeds supply, while the responsibility of maintaining quality standards and infrastructure has been placed on regulators.
