बैठक में सचिव आपदा प्रबंधन विनोद कुमार सुमन ने बताया कि वाडिया इंस्टीट्यूट वसुन्धरा झील को पायलट साइट के रूप में विकसित किया जा रहा है, जहां अत्याधुनिक पूर्व चेतावनी प्रणाली एवं निगरानी तंत्र स्थापित किया जायेगा. इस मॉडल को भविष्य में अन्य संवेदनशील हिमनदी झीलों पर लागू करने की योजना है, ताकि राज्य में ग्लेशियर झीलों से जोखिम प्रबंधन को वैज्ञानिक और तकनीकी रूप से मजबूत किया जा सके। इस क्रम में उत्तराखंड राज्य आपदा प्रबंधन प्राधिकरण एवं हिमालय भूविज्ञान संस्थान द्वारा ग्लेशियर झील विस्फोट जोखिम न्यूनीकरण के तहत किये गये वर्तमान कार्यों एवं भावी कार्ययोजना का प्रस्तुतीकरण किया गया।

मुख्य सचिव ने निर्देश दिये कि वाडिया संस्थान वर्ष 2026-2027 एवं 2027-2028 की प्रस्तावित गतिविधियों की विस्तृत समय-सीमा प्रस्तुत करें, जिसमें यह स्पष्ट हो कि कौन सा कार्य कब किया जाना है। इसके अतिरिक्त, संस्थान को शमन उपायों का विस्तृत विवरण प्रस्तुत करने के लिए निर्देशित किया गया था, जिसमें प्रारंभिक चेतावनी प्रणालियों की स्थापना, वास्तविक समय की निगरानी और निर्णय समर्थन प्रणाली और पानी के नियंत्रित निर्वहन और झील के स्तर को कम करने जैसे संरचनात्मक उपाय शामिल होने चाहिए। वहीं, मुख्य सचिव बर्धन ने कहा कि इस वर्ष वसुधारा झील पर पूर्व चेतावनी प्रणाली लगाने का लक्ष्य रखा गया है.

दूसरी बैठक में भूकंप पूर्व चेतावनी प्रणाली की समीक्षा की गयी. सचिव आपदा प्रबंधन विनोद कुमार सुमन ने बताया कि बताया गया कि फिलहाल 169 सेंसर और 112 सायरन लगाये गये हैं. आईआईटी रूड़की के सहयोग से पूर्व चेतावनी प्रणाली को मजबूत करने के प्रयास लगातार किये जा रहे हैं। इस दिशा में 26 फरवरी, 2026 को आईआईटी रूड़की के साथ एक महत्वपूर्ण एमओयू हस्ताक्षरित किया गया है, जिसके तहत जनवरी 2026 से 31 दिसंबर, 2026 तक ईईडब्ल्यूएस प्रणाली के अलर्ट प्रसारण, संचालन और रखरखाव का कार्य किया जा रहा है। राष्ट्रीय भूकंप जोखिम न्यूनीकरण कार्यक्रम के तहत मौजूदा चेतावनी प्रणाली को और मजबूत करने के लिए राज्य में भूकंपीय रूप से संवेदनशील क्षेत्रों में 500 मजबूत मोशन सेंसर स्थापित किए जाएंगे। इसके अलावा चेतावनी प्रसार को प्रभावी बनाने के लिए 526 सेंसर लगाने की भी योजना है। सचिव सुमन ने बताया कि राष्ट्रीय भूकंप विज्ञान केंद्र के अंतर्गत देश में 167 भूकंप वेधशालाएं संचालित हैं, जिनमें से आठ राज्य में स्थापित हैं। राज्य में भूकंपीय निगरानी को और मजबूत करने के लिए रूड़की, देवप्रयाग, कर्णप्रयाग, रामनगर, बागेश्वर, अल्मोडा, केदारनाथ और चकराता में नई स्थायी वेधशालाएं स्थापित करने का प्रस्ताव है।
