अब यह राष्ट्रीय औसत से भी कम होने का अनुमान है. हालाँकि, वर्तमान और पिछले वर्षों के राष्ट्रीय औसत प्रकाशित नहीं किए गए हैं। जेल प्रशासन एवं सुधार सेवा विभाग ने शुक्रवार को इस संबंध में आंकड़े जारी करते हुए यह दावा किया है. डीआइजी जेल दधिराम ने बताया कि उत्तराखंड की कई बड़ी जेलों में बैरक की संख्या बढ़ाई गई है।

भीड़भाड़ वाली जेलों में उत्तराखंड का नाम भी शामिल!

पिछले साल 2025 में उत्तराखंड की जेलों में क्षमता के सापेक्ष 124 फीसदी कैदी थे, जो अब घटकर 118 फीसदी रह गया है. आपको बता दें कि साल 2021 से 2023 के आंकड़ों के आधार पर इंडिया जस्टिस की रिपोर्ट में भी बताया गया था कि उत्तराखंड की जेलें सबसे ज्यादा भीड़भाड़ वाली हैं. इसके लिए विभिन्न जेल सुधार करने के साथ-साथ जरूरतों पर भी जोर दिया गया।

A tourism department official said the government opened more trekking routes in the valley after the abrogation of Article 370, taking the number to 75. जानकारी के मुताबिक सम्राट चौधरी के साथ जनता दल यूनाइटेड के दो वरिष्ठ नेता विजय चौधरी और विजेंद्र यादव भी शपथ लेंगे. ये दोनों नेता मुख्यमंत्री नीतीश कुमार के काफी करीबी माने जाते हैं. विजय चौधरी पहले मंत्री और विधानसभा अध्यक्ष जैसे महत्वपूर्ण पदों पर रह चुके हैं, जबकि विजेंद्र यादव लंबे समय से मंत्री के रूप में काम कर रहे हैं.

तीनों नेताओं के राजनीतिक सफर में समानता

“Many people are emotionally close to their mothers but are afraid to go deeper,” she explains. “They are afraid of judgment, hurting their mother’s feelings, or appearing insecure.”But she says emotional hesitation is only part of it.“Parents are often seen as authority figures, not as emotional equals,” she says. “So communication becomes routine and superficial over time.”That routine doesn’t seem like distance. It feels like normal life.And this is the reason why no one pays attention to it.

What is most conversation limited to?

In most homes, conversations with moms revolve around a small set of topics – health updates, food, daily routines, work stress, family responsibilities.These are not unimportant conversations. But Dr. Mukherjee says that usually this does not happen.She says, honest conversation is not harmful. “They really build trust and emotional security.”The real issue is one of familiarity.In many families, having emotional conversations beyond everyday life is not a habit. So when one tries to go beyond superficial topics, it feels unusual – not wrong, just unfamiliar.And unfamiliarity is often confused with discomfort.

Daughters are often more open to emotional conversations, she says, but may avoid conflict to maintain harmony. How does this conversation start in real life?

Deep conversations rarely start out as emotional conversations. They begin in ordinary moments that are allowed to continue a little longer than usual.A question that cannot be rushed. A response that is not redirected back to regular topics.Dr. Mukherjee suggests starting small rather than trying to increase emotional depth.“Ask about her day, her memories, her experiences. They repeatedly turn into smaller pieces which gradually start looking abnormal.

Three people, including a Pakistani national, have been charged in the United States for allegedly attempting to smuggle 89 firearms, at least 17 of which were stolen, from the US to Canada, authorities said.The arrests were made after New York State Police conducted a traffic stop on State Route 90 on Thursday, according to a statement issued by the United States Attorney’s Office for the Southern District of New York.Officials said the officers became suspicious after receiving inconsistent answers from the occupants during questioning, following which a search of the vehicle was initiated. Officers reportedly recovered a large cache of firearms, including additional weapons hidden in the back seat.The accused were identified as Malik Bromfield, a 22-year-old Canadian national; Faizan Ali, 25, a Pakistani national; and Kamal Salman, 22, citizens of Canada, the United States and Jordan.All three men were later presented before a federal magistrate judge in White Plains and ordered detained.Authorities also alleged that Ali had an expired Pakistani National Driving Permit issued in the name of another person.The defendants face multiple charges, including smuggling from the United States, unlicensed trade in firearms, transportation of stolen firearms in interstate commerce and illegal possession of firearms. Bromfield faces an additional charge of unlawful possession of a firearm by an alien.According to prosecutors, the charges carry a maximum statutory prison sentence of five to 15 years, although any final sentence will be determined by the court.The arrests were announced by U.S. Attorney Jay Clayton, FBI Assistant Director in Charge James C. Barnacle Jr. and ATF Special Agent in Charge Brian DiGirolamo.“As charged, the defendants were caught carrying more than 80 guns, including short-barreled rifles and stolen firearms, for smuggling out of the country,” Clayton said.Barnacle said the accused, including two foreign nationals, endangered public safety by allegedly attempting to bring weapons into Canada.DiGirolamo also warned about the threat posed by illegal firearms trafficking.Officials said the investigation involved a joint effort between the NYSP Troop F Community Stabilization Unit, the FBI’s New York Hudson Valley Safe Streets Task Force and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

In 2027, most Indian cities will see a decline in crime rates. This is a safe prediction. Historical precedent shows that crime rates in large Indian cities fall rapidly in the census year.This is not because of better policing, but because of a mathematical glitch – which the National Crime Records Bureau mentions in its fine print, but which is often missed in reports based on its own data.NCRB updates the number of crimes every year. But for cities, it uses the population from the last census as the denominator to calculate the crime rate. That population number remains unchanged until the next census. So, while recorded crimes may increase or decrease each year, the population used to calculate the rate remains stable – usually for a decade, and this time for more than 15 years.This is why comparisons like “Delhi’s crime rate has increased” or “Delhi’s crime rate is higher than Mumbai’s” can be misleading unless the population base is understood.

Take Delhi. In the latest NCRB report, based on 2011 census, the population of Delhi city is still 1.6 crore. But the estimated population of Delhi NCT is 2.2 crores. Since Delhi city covers almost the entire NCT, clearly there cannot still be only 1.6 crore people in the city if NCT has 2.2 crore people.This difference leads to rapid changes in crime rates. The number of IPC crimes for Delhi and Delhi city is the same – 2,75,402. But because the NCRB uses different population bases, Delhi’s crime rate is shown as 1,259 per lakh, while Delhi city’s rate is 1,688 per lakh – 34% higher.There is an example of what happens when the population denominator is updated. In the 2001 census, there were 35 cities in India with a population of more than one million.

When city populations were updated in 2011, crime rates declined in 27 of them. Kochi’s rate dropped from 1,898 per lakh to 1,636. Visakhapatnam, Bengaluru, Indore, Ahmedabad and Bhopal also saw a decline of more than 150 points. The sharpest ‘decline’ occurred in rapidly growing cities, where old population numbers became the most obsolete.That’s the census effect. NCRB uses the same city population till the next census as official city-wise estimates are not available.

Juvenile crime rate may be slightly underestimated in NCRB calculations

A constant divisor shows the rate increasing progressively. When the census finally updates the population, the rate may drop dramatically, even if the actual number of crimes does not decline.Similar issues emerge in other NCRB categories also. Crime rate against children, and crimes committed by juveniles, India’s population under 18 years of age – 44.4 crore as per 2011 census. But with fertility rates declining, UN estimates show that the population under 18 years of age is now around 433 million. This means that NCRB’s calculations may slightly underestimate juvenile crime rates and crimes against children.The opposite may be true for senior citizens. NCRB uses the senior citizen population of 2011 – 10.4 crore people aged 60 or above. But India is ageing, and the United Nations estimates the over-60 population will hit 157 million in 2024. If so, the NCRB may be significantly overstating the rate of crime against senior citizens.Lesson: Crime numbers and crime rates don’t always tell the same story. The number of crimes is an annual count. The rate depends heavily on the population used in the denominator. In census years, that denominator changes – and with it, crime rates may appear to improve overnight.

दोहरी पेंशन लेने वालों ने समाज कल्याण विभाग को 16 करोड़ रुपये का झटका दिया है। यह जानकारी समाज कल्याण विभाग की जांच रिपोर्ट में सामने आयी है. जांच रिपोर्ट शासन को सौंपने के साथ ही भविष्य में ऐसे मामलों की पुनरावृत्ति रोकने के लिए सिफारिशें भी की गई हैं।

सीएजी की विश्लेषण रिपोर्ट में खुलासा हुआ था कि 1377 लोग दोहरी पेंशन ले रहे हैं. समाज कल्याण विभाग ने इस मामले की जांच शुरू कर दी थी. पता चला कि ये खेल करीब 12 साल से चल रहा था. 1377 में, 93 लोगों की मृत्यु हो गई और सत्यापन के दौरान 314 नाम हटा दिए गए।

इस तरह 970 लोग दोहरी पेंशन ले रहे थे। शासन ने मामले की जांच समाज कल्याण निदेशालय के निदेशक डॉ. संदीप तिवारी को सौंपी। सूत्रों के मुताबिक उन्होंने जांच रिपोर्ट सरकार को सौंप दी है. इसमें यह बात सामने आई है कि डबल पेंशन लेने वालों ने 16 करोड़ रुपये लिए हैं। रिपोर्ट में ये भी कहा गया है कि ऐसे लोगों से पैसे भी वसूले जाएंगे.

पेंशन आवेदन की जांच ट्रेजरी विभाग करेगा

समाज कल्याण विभाग ने दोहरी पेंशन के मामले से सबक लिया है और इसमें सुधार की योजना भी बनाई है। विभागीय अधिकारियों के मुताबिक अब यदि कोई व्यक्ति समाज कल्याण विभाग से पेंशन के लिए आवेदन करेगा तो उसकी जानकारी ट्रेजरी विभाग को भेज दी जाएगी।

ट्रेजरी विभाग यह देखेगा कि संबंधित आवेदक को कोई अन्य पेंशन तो नहीं मिल रही है। समाज कल्याण विभाग की पेंशन संबंधी आगे की कार्रवाई कोषागार विभाग से हरी झंडी मिलने के बाद ही की जाएगी। समाज कल्याण विभाग ने दोहरी पेंशन लेने वालों को शपथ पत्र के माध्यम से अपना पक्ष रखने का मौका दिया था। इसमें 349 लोगों ने शपथ पत्र दिये थे.
