मुजफ्फरनगर जिले के मंसूरपुर थाना क्षेत्र स्थित गांव खानूपुर की सुभाष कॉलोनी में स्मार्ट मीटर को लेकर ग्रामीणों का गुस्सा खुलकर सामने आ गया. देर रात इलाके में उस समय तनाव हो गया जब गुस्साये ग्रामीणों ने अपने घरों में लगे कई स्मार्ट मीटर उखाड़ दिये. कुछ स्थानों पर कथित तौर पर लोगों द्वारा सीधे बिजली लाइन जोड़ने की चर्चाएं सामने आईं, जिसके बाद पूरे क्षेत्र में बिजली व्यवस्था और विभागीय कार्यशैली को लेकर चर्चा तेज हो गई है।

ग्रामीणों का आरोप है कि बिजली विभाग ने उनकी सहमति के बिना ही उनके घरों में स्मार्ट मीटर लगाने की कार्रवाई की. लोगों का कहना है कि मीटर लगने के बाद बिजली बिल में अचानक भारी बढ़ोतरी हो गयी, जिससे आम परिवारों पर आर्थिक दबाव बढ़ गया है.

बिना सहमति मीटर लगाने का आरोप, ग्रामीणों में आक्रोश

स्थानीय लोगों का कहना है कि स्मार्ट मीटर लगाने की प्रक्रिया पारदर्शी तरीके से नहीं अपनायी गयी. ग्रामीणों के मुताबिक, जब कई परिवार गेहूं की कटाई और मजदूरी के काम के लिए गांव से बाहर गए थे, तो घर में मौजूद बच्चों या अन्य सदस्यों पर दबाव डालकर मीटर लगवाए गए.

ग्रामीणों का आरोप है कि मीटर लगाने से पहले न तो उन्हें पूरी जानकारी दी गई और न ही सहमति ली गई। इस बात को लेकर लोगों में आक्रोश बढ़ता गया.

अचानक बिजली बिल बढ़ने से लोग नाराज

स्मार्ट मीटर लगने के बाद सबसे बड़ा विवाद बिजली बिल को लेकर आया. कई उपभोक्ताओं का कहना है कि पहले उन्हें सामान्य बिल आता था, लेकिन अब कुछ ही समय में मोबाइल पर हजारों रुपये के बिल दिखने लगे हैं.

कुछ ग्रामीणों का आरोप है कि 500 ​​रुपये का रिचार्ज कराने के बावजूद कुछ ही घंटों में 2000 रुपये से ज्यादा का बिल दिखा दिया गया. लोगों का कहना है कि ऐसे बिल उनके लिए आर्थिक रूप से बड़ी मुश्किल पैदा कर रहे हैं.

ग्रामीणों का यह भी कहना है कि उन्हें स्मार्ट मीटर रीडिंग और बिलिंग प्रक्रिया के संबंध में स्पष्ट जानकारी नहीं दी जा रही है, जिससे भ्रम और असंतोष दोनों बढ़ रहा है.

बेगराजपुर बिजलीघर पर कई बार शिकायत पहुंची

ग्रामीणों ने बताया कि समस्या को लेकर वे कई बार बेगराजपुर बिजली घर पहुंचकर अधिकारियों से शिकायत कर चुके हैं। लोगों ने बिलों की जांच और पुराने मीटर दोबारा लगाने की मांग भी उठाई, लेकिन जब समाधान नहीं हुआ तो उनका गुस्सा खुलकर सामने आ गया।

स्थानीय निवासियों का कहना है कि लगातार शिकायतों के बावजूद यदि समय रहते समस्या का समाधान कर लिया गया होता तो स्थिति इतनी तनावपूर्ण नहीं होती.

स्मार्ट मीटर हटाने की मांग, बड़े आंदोलन की चेतावनी

नाराज ग्रामीणों ने साफ शब्दों में कहा है कि अगर स्मार्ट मीटर नहीं हटाए गए और पुराने मीटर दोबारा नहीं लगाए गए तो आने वाले दिनों में बड़ा आंदोलन किया जाएगा. लोगों का कहना है कि वे अपनी आर्थिक क्षमता से अधिक बिजली बिल स्वीकार नहीं करेंगे.

ग्रामीणों ने चेतावनी दी कि यदि विभाग ने जबरदस्ती कार्रवाई जारी रखी तो विरोध और तेज किया जाएगा। घटना के बाद गांव में कई जगहों पर लोगों के बीच बिजली व्यवस्था को लेकर चर्चा होती रही.

सियासी हलचल भी तेज, रालोद नेता पहुंचे मौके पर

मामला राजनीतिक रंग भी लेने लगा है. रालोद किसान प्रकोष्ठ के जिलाध्यक्ष मो भूपेन्द्र राठी मौके पर पहुंचकर ग्रामीणों से बातचीत की।

उन्होंने कहा कि जनता की सहमति के बिना स्मार्ट मीटर लगाना उचित नहीं है। भूपेन्द्र राठी ने बिजली विभाग को चेतावनी देते हुए कहा कि यदि लोगों की समस्याओं को गंभीरता से नहीं लिया गया तो बड़ा जनआंदोलन छेड़ा जाएगा।

उन्होंने यह भी कहा कि आम उपभोक्ता पहले से ही महंगाई और आर्थिक दबाव से जूझ रहा है, ऐसे में बिजली बिल में अचानक बढ़ोतरी लोगों की परेशानी बढ़ा रही है.

ग्रामीणों ने खुलकर अपनी नाराजगी व्यक्त की

घटना के दौरान मौके पर बड़ी संख्या में ग्रामीण मौजूद थे. पवन, राकेश, नवाब, कवरपाल, चंद्रपाल, अरविंद, मोनू, ममता, मुनेश, कविता, शेफाली, शिक्षा, मुकेश, केदारनी और सीता समेत कई लोगों ने खुलकर अपनी समस्याएं बताईं।

महिलाओं ने यह भी आरोप लगाया कि स्मार्ट मीटर लगने के बाद घर का मासिक बजट प्रभावित हुआ है और बिजली खर्च अचानक बढ़ गया है.

स्मार्ट मीटर योजना को लेकर पहले भी सवाल उठ चुके हैं

यह पहली बार नहीं है जब स्मार्ट मीटर को लेकर विरोध सामने आया है. उत्तर प्रदेश के कई जिलों में उपभोक्ताओं द्वारा ओवर बिलिंग, फास्ट रीडिंग और तकनीकी समस्याओं की शिकायतें की गई हैं।

हालांकि बिजली विभाग लगातार दावा कर रहा है कि पारदर्शिता बढ़ाने और बिजली चोरी रोकने के लिए स्मार्ट मीटर लगाए जा रहे हैं, लेकिन कई इलाकों में उपभोक्ताओं के बीच अविश्वास की स्थिति है.

बिजली विभाग की कार्यशैली पर उठे सवाल

मंसूरपुर घटना के बाद विभागीय कार्यप्रणाली पर भी सवाल उठने लगे हैं। स्थानीय लोगों का कहना है कि यदि उपभोक्ताओं को पहले ही जागरूक कर दिया जाता और उनकी शंकाओं का समाधान कर दिया जाता तो विरोध की स्थिति उत्पन्न नहीं होती.
